Between
PULASKI TECHNICAL COLLEGE
AND
PHILANDER SMITH COLLEGE
SUMMARY and PURPOSE: The purpose of this agreement is to assist students holding an
Associate of Arts degree from Pulaski Technical College (PTC) to transfer smoothly and with
the maximum transferability of credits from PTC to Philander Smith College (PSC). Through
collaborative efforts, PTC and PSC hope to increase graduation rates and facilitate the
transfer process. This agreement is designed to enable students to continue their education
as juniors in their field of study at PSC.
TERMS of the AGREEMENT: Pulaski Technical College and Philander Smith College enter into
this agreement in order to facilitate the transfer of students from PTC to PSC and to support
their academic success in baccalaureate degree programs.
Philander Smith College agrees to accept the 60-Credit Hour Pulaski Technical College Associate
of Arts degree as meeting all of the institution’s lower division requirements. Pulaski Technical
College graduates of the Associate of Arts who have earned 60 semester hours in approved
transfer courses outlined below will receive 60 hours of academic credit upon admission to
Philander Smith College. Eligible PTC graduates enrolling at PSC will be identified upon
admission at PSC, and the fact that they have satisfied PSC’s transfer requirements will be
noted on all pertinent student records.
As a private, liberal arts college Philander Smith College voluntarily and actively supports the
state core general education requirements as outlined in Arkansas Legislative Act 747 of 2011
and supported by all public two-year and four-year institutions. In accordance with this
agreement, students with an Associate of Arts degree are assisted to move smoothly between
two-year and four-year public institutions in Arkansas. Students who hold the Associate of Arts
degree with a cumulative grade point average of 2.5 or higher on a 4.0 scale will be accepted
for transfer subject to the following conditions:

The Associate of Arts Degree must include the following courses as the General
Education Requirement of 35 Semester Hours:

GEOG, GEOL, GERM, HIST, HUMN, INTR, MCOM, MUSC, PHIL, PHYS, PMUS,
PHOT, POLS, PSYC, RELG, SOCI, SPAN, SPCH, THEA
Institutional Electives of 0 – 9 Credit hours from the following categories: COLL,
CIS 1103, CIS 1403, or any course from ACCT, BUS, CRJU, EDPA, HLSC, SOWK

Remedial course grades cannot be applied toward the AA and will not be computed in
the cumulative grade-point average for purposes of admission to PSC.
4.
Credits for grades of D in the Associate of Arts degree outlined above, with the
exception of Composition and College Algebra or higher, will transfer only with a 2.5
cumulative GPA.
TERMINATION OF AGREEMENT: This agreement will remain in place until both parties mutually
agree to renew or terminate the agreement.
EFFECTIVE DATE OF AGREEMENT: This agreement will become effective upon execution of all
signatures.
