AQSIQ Announcement No.32, 2005, Promulgating Quarantine Disinfestation Treatments of Wood Packages and Requirements for Affixing the IPPC Special Mark 2009-05-06 In order to prevent harmful forest organism from entering into China along with the wooden packages of imported goods, protect the forests and ecological environment and the tourism resources of China, the AQSIQ, the General Administration of Customs of the People’s Republic of China, the Ministry of Commerce of the People’s Republic of China and the State Forestry Administration jointly promulgated the Announcement No.11, 2005 in accordance with the Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine and its implementation regulations and the International Standards for Phytosanitary Measures No. 15 “Guidelines for Regulating Wood Packaging Material in International Trade” published by the International Plant Protection Convention (IPPC). In this announcement, wooden packages of imported goods shall undergo the quarantine and disinfection and disinfestation treatment at the export countries or regions, and be attached with the special mark. The measures of disinfection and disinfestation treatment and affixing special marks are as follows: I. Measures of Disinfection and Disinfestation Treatment 1. Heat Treatment (HT) (1) The core temperature of wood materials must be kept at 56°C or above for 30 minutes; and (2) Kiln Drying (KD), Chemical Pressure Impregnation (CPI), or other methods which meet the requirements of heat treatment can be perceived as the heat treatment. E.g. the CPI can meet the technical requirements by means of steam, hot water, or hot-air sterilization. 2. Methyl Bromide Fumigation (MB) (1) Under normal pressure, treatment shall be undertaken according to the following standards: Tempe rature Minimum Density(g/m3) Dosage (g/m3) 0.5 hours 2 4 hours hours 16 hours ≥21℃ 48 36 24 17 14 ≥16℃ 56 42 28 20 17 ≥11℃ 64 48 32 22 19 (2) The minimum temperature of fumigation shall be 10℃, while the minimum hours for fumigation shall be 16 hours. (3) For coniferous wood packing material imported from countries or regions in the epidemic areas of Bursaphelenchus xylophilus, treatment of methyl bromide fumigation shall be undertaken in accordance with following requirements: Dosage of Tempera ture Bursaphelenchus xylophilus(g/m3) ≥21℃ ≥16℃ ≥11℃ Minimum Density in 24 hours (g/m3) 48 24 56 28 64 32 Notes:the minimum temperature of fumigation shall be 10℃, while the minimum hours for fumigation shall be 24 hour. The epidemic areas of Bursaphelenchus xylophilus are Japan, the United States, Canada, Mexico, South Korea, Portugal, Taiwan China and Hong Kong China. After the modification and revision of standards of methyl bromide fumigation by the IPPC, the treatment shall be conducted according to the new standards. 3. Other measures of disinfection and disinfestation approved by the International Standards for Phytosanitary Measures or the AQSIQ. 4. In accordance with the results of risk analysis of harmful organisms, the AQSIQ may require the export countries or regions to undertake other measures of disinfection and disinfestation when the above-mentioned measures fail to eliminate those harmful organisms effectively. II Requirements of Mark Affixing 1. Pattern of the mark Symbols presented in the mark: IPPC―― the abbreviation of International Plant Protection Convention; XX ―― the alpha-2 country code defined by the International Organization for Standardization(ISO);; 000―― code of the wooden package producer approved by an inspection and quarantine authority at the export country or region; YY―― the measure of disinfection and disinfestations which has been employed, e.g. MB stands for methyl bromide fumigation, while HT stands for heat treatment. 2. Other information can be added, upon the requests of plant quarantine authorities of the export countries or regions and the wooden package producers, e.g. use DB to indicate that the wood materials are free of barks 3. The unique mark must be intelligible and distinct, be affixed at least on the opposite sides, can stand forever and can’t be moved. 4. The mark shall not be red or orange. February 22, 2005
