Temporary Appointment (TA) Child Protection Specialist, Armed Weapons and Violence, P4 UNICEF Child Protection Section, NYHQ Programme Division (PD) 1. Purpose Under the guidance of the Senior Advisor, Armed Violence & Weapons, responsible for technical guidance and programme support to UNICEF country and regional offices related to armed violence reduction/prevention and weapons-related issues particularly explosive remnants of war. Responsible for providing technical input to development implementation and monitoring of UNICEF Child Protection Strategy related to protecting children from armed violence & weapons. Responsible for supporting development of policy and advocacy related to landmines, cluster munitions and armed violence reduction. 2. MAJOR DUTIES AND RESPONSIBILITIES Supports the implementation, monitoring and review of the UNICEF’s armed violence and weapons work in accordance with the Child Protection Strategy, UN interagency mine action strategy and policy, and country offices plans. Organises periodic global review and planning workshops, and prepares updates and reports on the implementation of the strategy. Provides technical guidance and support to UNICEF programme staff and other mine action actors for the development and implementation of injury surveillance and data collection mechanisms for mine action. Ensures the timely disbursement of mine action supplementary funds to country and regional offices. Supports the preparation and timely submission of funding proposals and donor reports. Ensures technical support to UNICEF country offices, and assists them to review and evaluate the technical, institutional and financial feasibility and constraints of armed violence reduction and protection from weapons programmes/projects, ensuring integration of gender considerations. Assists Country Offices to incorporate armed violence reduction and protection from weapons into contingency planning and regular programming, to develop appropriate programmatic approaches, and to identify implementing partners. Manages the development and implementation of International Mine Action Standards for Mine Risk Education, Mine Risk Education Implementation Manuals, lessons learned and best practice guidelines. Disseminate and follow-up the application of these guidelines with UNICEF country programmes. (outreach/scale up) Undertakes technical field visits and surveys in order to provide training and monitor and evaluate mine action project implementation globally. Identifies problems and proposes remedial action. Participate in Interagency missions as required. Support implementation of interagency rapid response plan. (outreach/scale up) Represents UNICEF in a variety of Mine Action technical and coordination fora, including those related to the Mine Ban Treaty, Convention on Cluster Munitions, and operational coordination mechanisms (IACG, CASA, Global Protection Cluster, IASC, etc). Co-moderates the iMRE Working and Advisory Groups. Supports UNICEF’s advocacy related to armed violence reduction, landmines, cluster munitions, improvised explosive devices, anti-vehicle mines, and other weapons. 3. Duration Six months, with possibility of extension 4. Key skills, technical background, and experience required Advanced university degree in Education, Social Sciences or a related technical field, or equivalent in work experience. Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in mine action, armed violence reduction and/or a related field. Fluency in English. Another UN Language a strong asset.
