Changes in Emissions The reporting approach has changed on the previous reporting year. 1 leisure centre has been lost from the scope of council managed public buildings which affects Scope 1 and 2. Also, discretionary Scope 3 is being reported against. Data reported in 2010-11 for the baseline year 2008-09, 2009-10 and 2010-11 have been recalculated in this report to exclude all buildings owned but not managed by the council for comparative purposes. Intensity figures are also included in this report for comparative purposes. 5. Approach Government guidance has been followed in the measurement and reporting of greenhouse gas emissions. The council’s energy usage is monitored through utility bills, half hourly and non-half hourly online metering. Fleet mileage is monitored through fuel budgets and vehicle odometers. This provided the information required for mandatory Scope 1 and 2. Business mileage is monitored through expense claims and provided the information required for discretionary Scope 3. The council’s performance against all three scopes is shown in Appendix 1. 6. Data excluded from Scope 1 and 3 From Scope 1 emissions are excluded from council owned building where management is outsourced i.e. where another organisation pays the energy bills and therefore this information is not collected by the council, e.g. leisure centres. Conversion Factors Used Existing data sources such as utility bills, fuel consumption and car mileage were converted into CO2equivalent emissions by applying relevant conversion factors provided by DECC. 2011 conversion factors were used at the time of reporting. 2012 conversion factors are available at http://www.defra.gov.uk/publications/2012/05/30/pb13773-2012-ghg- conversion/. 9. Baseline Year and Recalculation Policy The baseline year is 2008-09 for greenhouse gas emission reporting. This allows data to be compared against other Leicestershire borough’s who participated in the Local Area Agreement and other England and Wales councils who reported against former national indicator NI 185. The baseline has been recalculated this year to allow the Council to report emissions from new categories in scope 1 and 3 as a result of improved accuracy of data. 10. Target From 2008-09 to 2010-11, the Local Area Agreement was an 8% reduction in CO2 emissions. The annual GHG reduction target is currently 2% year on year. This is being delivered through the Council’s Climate Change Strategy. All council staff members are responsible for the delivery of the Climate Change Strategy, whether through service delivery or personal responsibility. A refreshed Local Authority Carbon Management Plan will also contribute towards continual carbon emission reduction. 11. External Assurance Statement This information is reported to Leicestershire Environment Board, part of Leicestershire Together, the local strategic partnership for the county.
