Summary of the broad purpose of the position in relation to organisation goals: The Heavy Vehicle Accreditation Officer is accountable to the Team Leader, Heavy Vehicle Accreditation for: participating in a range of activities aimed at implementing alternative compliance schemes relating to Transport Safety Compliance Section that emphasises a quality management approach and the development of in-house audit systems undertaking a range of project and operational activities aimed at establishing and implementing alternative compliance schemes and the development of in-house audit systems that emphasise a quality management approach working with Vehicle inspectors to undertake scheduled and random compliance auditing of scheme members identifying and following up on non-compliance utilising established procedures and processes including the preparation of relevant reports and recommendations which contributes to the Department’s goals of a transport system that is safe, efficient, reliable and in harmony with the environment and to the achievement of National and State transport industry reforms. 2. Reporting/Working relationships The Heavy Vehicle Accreditation Officer reports to the Team Leader, Heavy Vehicle Accreditation manages the work of others in the Heavy Vehicle Accreditation Team 3. Special Conditions Must be prepared to enter into an annual performance agreement for the achievement of specified outcomes. Location will be at Walkley Heights in the Transport Safety Compliance Section but the successful applicant may be assigned to other areas of the Department to perform work of a similar nature appropriate to the classification either on a temporary or permanent basis. Contribute to the development and implementation of extensive, Statewide and National, Heavy Vehicle Accreditation schemes that significantly contribute to the safe, sustainable and competitive operation of road freight through: a) undertaking a range of project and operational activities aimed at establishing and implementing alternative compliance schemes and the development of in-house audit systems that emphasise a quality management approach b) working with Vehicle inspectors to undertake scheduled and random compliance auditing of scheme members c) identifying and following up on non-compliance utilising established procedures and processes including the preparation of relevant reports and recommendations d) assessing heavy vehicle freight issues and concerns raised by local government, business, community, industry groups, sections within the Safety and Regulation Division and other stakeholders and proposing changes to compliance systems and processes e) participating in: identification of alternative compliance opportunities establishment of policies and practices relating to acceptable levels of compliance and compliance criteria introduction of relevant technologies 2. 3. f) assisting in the development of appropriate business systems for the accreditation of transport operators according to National Heavy Vehicle Accreditation Scheme Business Rules and Standards g) undertaking research and assisting with the preparation of discussion and briefing papers, cabinet submissions and responses to Agency and Ministerial correspondence. Essential Minimum Requirements 1. Educational/Vocational Qualifications a) 2. Nil. Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Proven experience in the transport industry with specific experience in the implementation and auditing of compliance schemes against established standards including a working knowledge of current initiatives relating to compliance within the transport industry. b) Sound knowledge of existing operational controls including Acts and Regulations relevant to the transport industry with particular emphasis on the heavy vehicle industry, the National Heavy Vehicle Accreditation Scheme, Fatigue Management and other transport related alternative compliance schemes. c) High level interpersonal, written and verbal communication skills including proven ability to write reports with recommendations, consult, liaise and negotiate with a broad range of stakeholders, deal tactfully and impartially when faced with situations of conflict and develop and present information to groups. d) Possess creativity, sound analytical skills and a rational and self-motivated approach to developing new procedures, considering alternative solutions to problems and applying initiative and judgement to complex situations. e) Sound administration and organisational skills including the ability to work within broad guidelines, cope with high volumes of work, determine priorities and set and meet deadlines. f) Possess enthusiasm, initiative and flexibility to respond positively to changing requirements. g) Demonstrated commitment to the principles and practices of equal employment opportunity, customer service, ethical conduct, and an understanding of, experience in, and ability to manage to the spirit and principles of the Premier’s Safety and Wellbeing Declaration and the legislative requirements of the Occupational Health Safety and Welfare Act, utilising AS/NZS ISO31000:2009 Risk Management, or to an equivalent set of standards. 0412 455 277; Ian Winton 0418 805 581) D:\687274953.doc- 4 -
