Monitoring construction and installation of fisheries habitat measures Have supervised the construction and installation of fish habitat measures on _____ construction projects (provide a brief summary of projects). Experience and/or knowledge of the Fisheries Act Authorization amendment process gained through project experience or MTO Protocol Training, and the ability to identify when an amendment to an Authorization is required Have obtained ____amendments to Fisheries Act Authorizations during construction (provide a brief summary of projects). If you have not obtained any amendments, provide a brief outline of how you would identify whether an amendment to an Authorization is required. Table 2: Fisheries Compliance During Construction Specialist Qualification Requirements Component Requirements Knowledge of federal and provincial legislation, policies and procedures for fish and fish habitat in Ontario. Qualifications Extensive knowledge of federal and provincial legislation and policies for fish and fish habitat in Ontario through the experience stated above including Impact Assessments, Class EA projects, Construction Supervision, etc. (list legislation and policies). 1 Proven completion of a training course on ESC monitoring (e.g. Certified Inspector Sediment and Erosion Control (CISEC), International Erosion Control Association (IECA), or equivalent 2 RAQS Qualification. The need for this certification will be evaluated on an individual basis. Below are some specific examples to assist you. Component Requirement Experience Application of erosion and sedimentation control measures Component Requirement Experience Application of erosion and sedimentation control measures Qualifications Have been involved in the application of erosion and sedimentation control measures for 2 construction projects OR Project A Project B Qualifications Have been involved in the application of erosion and sedimentation control measures for 2 construction projects: Reconnection of X Creek tributary. Sediment and erosion control measures including coir mats and nurse crop seeding were applied to by-pass channel where on-line pond is being taken off line and channel is being restored to historic conditions. Sediment laden water is being pumped to a nearby field as needed. Addition of rip rap to stabilize Granular A surrounding a newly constructed culvert during rain events for Project B. The addition of a rip rap lined channel was required, as the grade of the ditch did not include any protection measures and was quite steep and failed several times after precipitation events near another culvert within the project limits Component Experience Component Experience Requirement Experience and/or knowledge of the Fisheries Act Authorization amendment process gained through project experience or MTO Protocol Training, and the ability to identify when an amendment to an Authorization is required Requirement Qualifications Have attained two amendments to Fisheries Act Authorizations. OR I have taken the MTO Protocol Training Qualifications Have obtained one amendment to a Fisheries Act Authorization during construction. A Fisheries Act Authorization was issued for the X project on the X Lake prior to the development of a Habitat Compensation Plan. Certain measures were implemented but construction was interrupted while an addition to the compensation plan was developed with DFO and incorporated into the original authorization through an Experience and/or amendment. knowledge of the OR Fisheries Act I have not yet formally obtained a Fisheries Authorization Act Amendment. However, I have amendment process completed the MTO Protocol Training and gained through project through my experience am also aware of experience or MTO what types of situations would warrant an Protocol Training, and amendment to an Authorization. For the ability to identify example, an Amendment may be requested when an amendment to when there are changes in timing of the an Authorization is construction (delayed start/completion of required work) and this can also affect the required monitoring reporting dates. An amendment may also be required if there are minor modifications to construction works (e.g. culvert dimensions) or the compensation measures being installed. Major changes to the design of the work (e.g. from a bridge to a culvert) or the compensation measures (e.g. need to realign an additional 250m) requires a full assessment and may result in changes to the Authorization which may not be able to be covered by a simple amendment.
