The touristic potential is limited by the state of insalubrity of the city (no sewage treatment, under-dimensionned sewage networks, developing industries) which has immediate consequences on the seashore. However strong the political will, the small size of the city entails limited means of action in terms of organization capacity, budget allocation, staff efficiency… The project concerns hence engineering studies to design a sewage treatment solution (60%) but also includes an institutional organization component (20%, integrated water management, organization of services with the participation of a French regional planning agency…) and a capacity building component (20%, developing local SME capacity in maintenance and works on the treatment plant and networks through partnerships with French SMEs). Please also provide a brief description of the relationship of the Partnership/Initiative with the objectives of Agenda 21 as well as relevant goals and objectives of the United Nation Millennium Declaration: 2 The project’s contribution to the Millenium Declaration is the connection of 200 000 hab to sustainable sanitation services. Expected results: Please provide a brief description: Solution for waste water treatment for a population of 200 000. Bettered efficiency in the water distribution networks Design of an affordable tariff structure including water and waste-water components, to ensure cost-recovery operation and maintenance of the equipement. Environmental impact : - Sewage treatment solution will in particular contribute to cleaning-up of the sea-shore (which is today polluted by slaughterhouse and surface treatment industry discharge) - Redesigned networks will avoid frequent overflows esp during the rainy season. Incorporation in water-tariffs of a sanitation tax to cover O&M costs of the plant. Specific targets of the Partnership/Initiative and timeframe for their achievement: The main specific target is the water tariff reform induced by this project so that the operation of the water and sanitation equipment is cost effective. Coordination and Implementation mechanism Please provide a brief description of expected coordination/implementation mechanism of the Partnership/Initiative. On the French side, 2 SME consultant companies are benefiting from the experience of the large size engineering consultant. On the Moroccan side, the Governorate and City offices and Radeej are participating in the project (financially and through staff cooperation). A French regional planning agency (SERL) is also participating in the project. Besides a cooperation has been put into place between a French association of SMEs (ARODD) working in the water and wastewater sectors and their Moroccan counterpart (AMEPA) to foster local capacity of intervention in maintenance and works on the network and installations of the Governorate.
