EU energy and climate policy - two years on (by Jørgen Henningsen)
EU energy policy has moved into a higher gear over the past couple of years, mainly driven
by the need to respond to the climate change challenge. But has as much progress been
made as policy-makers claim? This Issue Paper by Jørgen Henningsen argues that there is
still some way to go to translate this into efficient policy responses, and contains a number
of recommendations for action to achieve the EU’s target for cutting greenhouse gas
emissions.

The EU Climate Action and Renewable Energy Package : Are we about to be locked
into the wrong policy? (by Open Europe)
This is an estimate of the cost and wider effects of the EU's new package of climate change
measures, currently under negotiation. The study concludes that the EU's proposals are an
overpriced solution to climate change, largely because they artificially drive investment
towards very high-cost methods of cutting carbon.

Bioenergy, Food Security and Climate Change. New challenges for the
International Community (by Ugo Guarnacci)
Bioenergy is the subject of increasing attention around the world and represents a
controversial issue since it might offer new opportunities for sustainable development, but
on the other hand it carries also significant risks. The rise of commodities prices, the
negative impact on food security and climate change represent different challenges to be
overcome before the full potentials of bioenergy can be realized.

Climate, energy security and innvovation (by H. Groenenberg [et al.])
The threefold objective for EU energy policies is the mitigation of climate change, the
security of energy supply, and the promotion of the competitiveness of the EU economy.
Possible synergies and trade-offs between the three related policy goals are discussed in
this study by evaluating existing mitigation scenarios, insights from the innovation
literature, insights into the potentials of and market barriers to innovative low carbon
energy technologies, information on EU policies and measures to date, as well as EU
external relations in the energy field.

Criteria for a Sustainable Use of Bioenergy on a Global Scale (by Horst Fehrenbach
[et al.])
The German Biokraftstoffquotengesetz, the EU Biofuel Directive and other policy making
initiatives lead to promote the production and use of bioenergy, liquid biofuel for
transportation in particular. Such an increase requires a reliable verification on compliance
with sustainability principles on a global scale. This research project supported UBA and
BMU to prepare that regulation.
