GENERAL INFORMATION
About
SOUTHERN CALIFORNIA WASTE WATER
Southern California Waste Water (SCWW) is a California C-corporation. The company has
been in operation since 1959. SCWW is located in Ventura County, west of Santa Paula, on
Mission Rock Road at the Briggs Road exit off State Highway 126.
SCWW was established to provide an environmentally safe and legal means of treating,
disposing and recycling of contaminated but non-hazardous waste, thus, preventing the
disposal of these untreated wastes, into municipal sewer systems, the water supply, or the
ocean.
Normally waste is transported to the facility via vacuum or tanker trucks. Upon arrival
SCWW inspects the waste for acceptability in accordance with applicable regulations and
compatibility of treatment by the facility. In treating these wastes, the trash and sediments are
removed first. Then the waste is treated with the appropriate systems to bring it into
compliance for discharge. Systems utilized for treatment include ozonation, electrocoagulation, ultraviolet, and filtration by sand, carbon and micron filters.
The facility is regulated by three primary agencies:
Ventura County RMA (CUP 960)
Ventura County APCD (Permit No 007110)
City of Oxnard POTW (Permit IWWDP-OC8)
CWW currently provides service to over 30,000 generators. Over two billion galloons have
been received and processed since 1959.

REQUIREMENTS
on
PERMITTING of PROFILES
at
SOUTHERN CALIFORNIA WASTE WATER
Southern California Waste Water (SCWW) discharges the treated waters to the City of Oxnard’s
Waste Water Treatment Plant (the City) and then ultimately to the ocean. SCWW maintains an
INDUSTRIAL WASTEWATER DISCHARGE PERMIT (No. OC-8) with the City. This permit is
renewed yearly. The permit may be modified, therefore, permitting of profiles may change. Any
changes shall be reflected as soon as possible.
A summarization of the NEW permit requirements issued by the City: JULY 26,2002 for
permitting profiles at Santa Clara Waste Water is as follows:

2. Once per quarter, the permittee (Santa Clara Waste Water) shall submit to the TSP-SC a current
list of companies disposing waste at SCWW. Only active permits shall be included on this list. This
list shall also identify the type of waste stream discharged by the company (generator).
3. All new sources of wastewater, which are federally regulated, shall be profiled and
submitted to the TSP-SC for review and approval.
NOTE: Federally regulated waste will require a permit with Oxnard. There are two City fees for
this process:

GENERAL PROHIBITIONS
1. Waste not acceptable at Southern California Waste Water:
A. Pollutants which create a fire or explosive hazard, including, but not limited to, wastes with a closed--cup
flashpoint of less than 140 F (60 C).
B. Any pollutant or waste having a pH less than 6 or more than 9 or otherwise cause corrosive structural
damage to personnel or equipment.
C. Wastes having a temperature of greater than 140 F (60 C).
D. Pollutants which either singly or by interaction with other wastes result in the presence of toxic gases,
vapors, or fumes in a quantity that may cause acute worker health and/or safety problems.
E. Noxious or malodorous liquids, gases, solids, or other waste which, either singly or by interaction with other
wastes, are sufficient to create a public nuisance or a hazard to life.
F. Waste which imparts color which cannot be removed by the treatment process.
G. Waste containing any radioactive wastes or isotopes except in compliance with applicable State and Federal
regulations.
H. Waste causing, alone or in conjunction with other sources, the treatment plant’s effluent to fail discharge
(effluent) testing or toxicity test.
I. Detergents, surface--active agents, or other substances which may cause excessive foaming.
J. Fats, oils, or greases of animal or vegetable origin in concentrations greater than 1,000 mg/L.
K. Waste defined as hazardous waste by RCRA and California Water Law.

PAYMENT AGREEMENT

Southern California Waste Water is a private corporation. There is no “right” to utilize our facilities and services
for the off-loading of wastewater, except upon your agreement to abide by our rules, price schedules, and payment
terms.
All of our customers must agree to fully and accurately complete our Non-Hazardous Waste Profile Sheet and our
Non-Hazardous Waste Physical Description Questionnaire. If a customer wishes to obtain credit and be billed, the
customer must also fully and accurately complete our Customer Credit Application. All corporate and LLC
accounts will require a personal guaranty. Customers who do not have approved Customer Credit Application on
file must pay in full (by cash or check) upon each use of our facility and services.
Credit-approved customer’ use of the facility and services of Southern California Waste Water will be invoiced
weekly. Invoices are due and payable upon receipt, but we grant a 30-day grace period from the invoice date
within which we must receive payment. Invoices bear interest at 18% per annum (1½%) from the invoice date, but
we will waive interest if payment in full is received during the 30 day grace period. When payment is received
after the 30-day grace period interest will be assessed from the invoice date. We do not look at postmark dates; the
date that matters to us is the date that we actually receive payment. If you are concerned that the mail is too slow
or that your check may get lost in the mail, you should bring your payment to our office. If a check is received
from you which does not clearly identify which invoice it pays, we will apply it to your earliest unpaid invoice. If
any check is rejected by your bank, for any reason, (1) a penalty in the amount of $250.00 to cover our accounting
and re-billing costs will be assessed, and (2) interest from the date of invoice, even if previously waived upon
receipt of the dishonored check, will be assessed.
We reserve the right to revoke credit for any customer at any time. We reserve the right to deny waste water offloading to any customer at any time. We reserve the right to change our rules and our prices at any time. Credit
customers whose accounts remain unpaid after 60 days can expect their off-loading privileges to be revoked. In
the event an unpaid account is referred to collections or to an attorney for collection, the customer agrees to pay all
reasonable costs incurred by us, including reasonable attorney’s fees, in connection with the collect effort.

Our facility is for non-hazardous waste water only. We are not a hazardous waste water
facility. All customers, whether cash customers or on account, must sign our Generator’s Non-Hazardous
Certification. You are aware that Southern California Waste Water will incur substantial costs should you offload hazardous product in violation of your certification, and you hereby agree, and the guarantor guarantees,
that you will indemnify us for any and all costs, including but not limited to site remediation and loss of
business, we incur in connection with the cleanup of hazardous product off-loaded by you at our facility or
spilled on our premises.
Corporations: This payment agreement must be signed by a corporate officer.
LLC’s: This payment agreement must be signed by a Member-Manager.
Partnerships: This payment agreement must be signed by a partner.

The facility is located just off of Highway 126 at the Briggs Road
Exit. When eastbound on 126, take Briggs Road exit, make right
hand turn at exit. Follow road one (1) mile. Southern California Waste
Water is located on the right hand side at 815 Mission Rock Road.
When west bound on 126, take Briggs Road exit, make a left and
go over freeway. Make right and follow directions above.
