September 25, 2012 Forum On September 25, 2012, Econo Energy Consultants, Inc. (EEC), under the contract with the West Anniston Foundation (WAF), conducted a Forum for the Citizens of the impacted areas of the Anniston PCB Site. The purpose of the Forum was to provide information to the community on Solutia’s progress on the Non-Time Critical (NTC) Removal Action for residential clean up; the progress of OU 1 and 2 RI Reports; and addressing the community’s concerns. The forum was held at Carver Community Center located in the City of Anniston. There were 109 citizens present at the meeting. Others attendances were: US EPA’s Remedial Project Manager, Ms. Pamela J. Langston-Scully and CAG’s President, Mr. David Baker. The keynote Speaker was Solutia’s Project Manager, Ms. Gayle Macolly. Mr. Bertrand Thomas, Technical Advisor (TA) for the WAF, introduced Ms. Macolly to those present from the community. During the introduction, Mr. Thomas emphasized to the audience that Ms. Macolly was there to update the community as it relates to the July 31, 2012 document presented to US EPA, (NTC Removal Action Completion Report for Residential Properties in Operable Unit (OU) - 1/OU-2 of the Anniston PCB Site). The NTC Removal Agreement required the continuation of sampling and removal action activities. This Agreement was initiated under an earlier Time Critical Removal Order (Removal Order which was a part of the Administrative Order on Consent (AOC) between EPA and Solutia dated October 29, 2000 and amended October 5, 2001. This report was an important document to the community. Previously, the community came together and demanded that their properties in the community be addressed first. This document came about as a result of the communities unified and collected efforts. Ms. Gayle Macolly gave an overview of the NTC Removal Activities: NTC Removal Action for Residential Cleanup EPA selected an NTC Residential Soil Action Level for PCBs at/or above 1 mg/kg in surface soils and at/or above 10 mg/kg below a depth of 12 inches as the response action criteria. Ms. Macolly reviewed the NTC Removal Agreement with the attendees. Any additional properties addressed under the NTC Removal Agreement or Removal Oder will be completed as part of the Interim Institutional Control Program, and the work performed will be summarized in annual addendums to the NTC Removal Action Completion Report for Residential Properties in OU-1/OU-2. After Ms. Macolly’s presentation, Ms. Macolly responded to questions from the audience. One resident brought up a park that may not have been sampled by the EPA or P/S. Ms. Macolly stated that P/S will check their records, and Ms. Scully stated that the EPA will also review the records and if the Park was missed, the park will be investigated. Others properties that were brought to the floor were identified as Lead Site Properties. The TA responded that there were two clean-up actions going on in Anniston that affected residential properties. Because of the two clean-up actions being done simultaneously, it has proved difficult for the residents to know which branch of the EPA to call concerning their property. The TA also added that P/S cleanup efforts would be more effective if the community was more involved helping to manage the post clean-up actions. Another concern of the residents was properties slated to be demolished and properties already demolished. The concern is that the land on which the structure (house) set, may not have been sampled underneath the structure itself and children has been playing on these properties. Mr. Baker expressed deep concerns over this issue and the EPA handling of the Lead Sites clean-up. Ms. Langston-Scully conveyed to the community that US EPA would be conducting two rounds of air sampling in the coming months. Ms. Scully also stated that EPA is working for the community and the reason why this process is taking so long is because of the complexity of the area: residential communities, manufacturers, and water bodies. The meeting concluded on time with the issue of the un-sampled park to be reviewed by Solutia and US EPA. At the conclusion of the meeting, Ms. Langston-Scully and Gale Macolly remained long enough to answer questions from the community.
