ANNEX H: PROJECT IMPLEMENTATION ARRANGEMENTS

DESCRIBE THE DIVISION OF RESPONSIBILITIES
UNEP DEWA is the Implementing Agency (IA) on behalf of GEF. Main roles:
- Project oversight ,
- Ensuring that both GEF and UNEP standards are met (technical, fiduciary, M&E).
- In charge of organizing the mid- and end-term evaluations and audit,
- Provide technical support to the execution of the MEA project
MINEPDED: The Ministry of Environment and Protection of Nature and Sustainable Development is the Executing Agency (EA) of the project on behalf the
Government of Cameroon.
Its main responsibilities include:
- Establish and house the project implementation unit (PIU)
- Chairmanship of the Steering Committee; oversee that the project runs according to the agreed workplan, budget and reporting tasks
PROJECT STEERING COMMITTEE (PSC):
 Members:
o The project Implementation Agency (IA): UNEP
o The project Executing Agency (EA): Ministry of the Environment, Nature Protection, and Sustainable Development (MINEPDED) & Chairmanship of
the SC.
o Ministry of Forests and Fauna (MINFOF),
o Ministry of Economy, Planning, and Land Management (MINEPAT),
o Ministry of Agriculture and Rural Development (MINADER),
o Ministry of Livestock, Fisheries, and Animal Industries (MINEPIA),
o Ministry of Water and Energy (MINEE),
o Ministry of Scientific Research and Innovation (MINRESI),
o The National Institute for Statistics (INS)
o International and national Organization (1 member)
o Representative of the civil society /national organization (1 member),
o Representative of the private sector (1 member),
o Elected representatives (2 members).
 Its roles comprise:
- Oversee the GEF Project “Developing Core Capacity for MEA Implementation in Cameroon”
- Provide overall guidance and ensure coordination between all parties
- Provide overall supervision for project implementation
- Approve the annual work plan and budget
- Review the annual implementation performance report to be prepared by the project implementation unit (PIU)

Oversee the implementation of corrective actions
Enhance synergy between the GEF project and other ongoing initiatives
Provide advice on strategies for the information of MEA
PROJECT IMPLEMENTATION UNIT (PIU):
 Members:
o The Project Manager,
o The Project Assistant,
o The Finance and M&E Officer
o The Secretary.
 Its roles comprise:
- Ensure Project execution (all technical aspects of project implementation),
- Ensure project governance and oversight of the financial resources from GEF investment,
- Provide staff time and expertise in guiding and advancing the project,
- Sharing of all achievement & product of the project with all the stakeholders,
- Watch over the consultants and project partner organizations to deliver against their contracts and in time,
- Organize the Steering Committee meetings and serve as its secretariat,
- Overall management and implementation of the project results and output level M&E framework, to evaluate project performance,
- Management of the flow of information from the field to the Ministry, and producing periodic monitoring reports.
PROJECT COLLABORATORS
i) National partner organizations: Organization for Environment and Sustainable Development (OPED), Cameroon Ecology (CamEco), Research and
Education Centre for Development (CREPD), Friendship for Environment and Sustainable Development (FESDE), Save Mankind, Cameroon,
Association des Jeunes Integres pour l'Environnement et le Developpement Durable (AJIEDD), Word Action Phyto Protection (WAPP), Mutuelle de
Croissance Bamena (MC2 Bamena). Their responsibilities comprise:
- Providing the project with expertise in environmental knowledge and information management,
- Providing the project with expertise and regular updates on nature conservation and environmental management at national level
- Providing the project with staff time and expertise in guiding and advancing the activities' implementation
- Supporting the project with robust field data on environmental issues at stake
- Linking with stakeholders, including at local level for project implementation and for receiving stakeholders' input and feedback
ii) Sectoral ministries
- Provide institutional support to the project in different sectoral domains,
- Incorporate project findings and recommendations into their sectoral plans.
iii) International and national NGOs (IUCN, WWF, WCS, Etc.) and research institutions (CIFOR, IRAD, CIRAD, Etc.):
- Provide the project with expertise in environmental knowledge and information management,
- Contribute to fundraising
iv) Technical expertise through consultancy
- Environmental Information Management Expert,
- Environmental Statistician,
- Training & Capacity Development Expert,
- Sustainable Financing Expert,
- Environmental Policy Expert
v) Projects and Programmes working in the area of MEAs (such as the baseline PAPNDP project, REGCOREN, REDD+ initiatives, the Ngoyla-Mintom
project, or TRIDOM)
- Contribute with robust field data and experience on project implementation.
 DESCRIBE THE INTERNAL STRUCTURE
The Project Implementation Unit (PUI) will be housed at and be supported by the Execution Agency (MINEPDED). The PIU is responsible for the daily implementation of
the project, including all reporting and monitoring and evaluation duties, as well as the follow-up of all contractual tasks. The PIU liaises with all project partners, and
receives their technical advise and support. At the same time, the PIU serves as secretariat to the project Steering Committee.
 DESCRIBE THE EXTERNAL STRUCTURE
The Steering Committee, chaired by the Implementing Agency, is in charge of the project oversight and overall guidance. It will meet at least on an annual basis or according
to the project's needs.
 DESCRIBE THE OVERSIGHT MECHANISM
The main oversight body for the project is its Steering Committee, comprised of the Implementing Agency, the Executing Agency and representatives of all main partners
and stakeholder groups. Further monitoring and evaluation procedures of the project, including regular reporting duties, are detailed in Annex G. The Executing Agency can
undertake field visits at any stage and is tasked to organize the mid-term review and terminal evaluation and audit of the project.

