Discovery of illegal dumping was found under Sanying Bridge in Taipei County, Launung River Bank. Illegal dumping done by waste clearance facilities like Yuntai CO. and Shengli Chemical CO. in year 1998. chrshanyan(赤山巖) located in Sinyuan Township, Pingtung County, shiangtan(餉潭) located in Xinpi Shiang, Pingtung County, and under the old iron bridge across the Gauping River were all found dumped with unidentified waste. These instances all raise high attention from our society and government. The EPA required local governments to report to them the information about illegal dumping sites began in 1987. Totally there were 170 sites are reported through the north, central and south regions. EPA entrusted a consulting company to study the polluted site by American EPA’s HRS system. Starting in 1999, EPA executed “Environmental Impact Assessment on the Illegal Dumping Site Nationwide”. This project completed initial impact assessment and classification. The 15 sites are classified as bearing immediate dangers to human health are under remediation process. There are only 4 sites that are still under assessment process. The EPA selected 15 illegal dumping sites to carry the groundwater pollution survey in 2002. Through the surveying, the EPA understands the existing condition in the illegal dumping sites and draft remediation proposal for the illegal dumping sites, which bears potential for pollution. In 2004, EPA investigates 168 illegal dumping sites' pollution condition in soil and groundwater and will develop a strategy for future remediation. The assessment result shows the Alley 961, Wuguang road,Wuri Shiang in Taichung County, Renhe Village, Jiangjun Shiang in Tainan county, all have phenols concentration higher than the groundwater pollution control standard.
