OMA Version 2 discharges to water subject to Operator Self Monitoring and Urban Wastewater Treatment Directive self monitoring Instructions for completion of OMA Reports OMA section 1- 4 reports The four OMA sections have individual report sheets that should be completed during the OMA. The operator should be allowed to make a copy of the completed reports. A score of 1 – 5 should be determined for each element with reference to V2 of the OMA guidance document. A pragmatic approach should be taken to decide on the most appropriate score. A not applicable score should be used as a last resort and will require a supporting comment to justify the decision. Some of the OMA elements are subject to OSM MCERTS requirements and UKAS audit, these elements have been identified in the guidance document on OMA for discharges to water subject to Operator Self Monitoring and Urban Wastewater Treatment Directive self monitoring. When being assessed against OSM requirements these elements will normally be awarded the highest score available. If both OSM and UWWTD monitoring are assessed during the same assessment, two scores will be given for specific elements. Both scores should be recorded on the OMA report with explanatory comments and a total OMA score calculated separately for each. The summary comment box is to record comments from the OMA assessor. This could include, for example, comments regarding individual elements in more detail. OMA Summary sheet The summary sheet can be completed during the OMA or later. A copy does not have to be made available to the operator at the time of the assessment. A score of less than 3 for an individual OMA element will normally trigger a further in depth assessment of that element which will focus in more detail and may use more examples. The further assessment may be carried out during the OMA or later whichever is the most appropriate given the circumstances. If the assessment identifies a permit condition non-compliance then an appropriate CCS score will be awarded against all relevant discharge permits. The overall assessment comment box is to record summary comments from the OMA assessor. These could include, for example planned actions, issues arising, concerns with scores. Data input The four OMA section reports plus the OMA summary sheet must be provided to the operator and a copy must be retained.
