Water and Wastewater Operator Certification
Declaration of Compliance with the Code of Conduct
Alberta water and wastewater operators are expected to act honestly, competently and with integrity,
with a view to ensuring the safety of human health and the protection of the environment. They will
also comply with all applicable legislative requirements to ensure these objectives are met.
In support of these expectations, the Alberta Water and Wastewater Operator Certification Program’s
Code of Conduct (“the Code”) is to be adhered to by all applicants and operators throughout the
certification process.
I,
declare that I will
refrain from participating in any of the following activities or practices:

cheating, which is acting dishonestly or deceitfully in order to gain an unfair
advantage. Cheating includes giving or receiving unauthorized aid for the purposes
of obtaining or renewing a water or wastewater operator certificate; and

falsifying information or documentation with respect to all official documents, including but not
limited to, applications for certification, applications for renewal, conducting any of the
operational requirements or the keeping of records at a water or wastewater system facility,
and in the submission of daily, monthly or yearly reports to Alberta Environment and Parks
(AEP).
I declare that I will do the following:


hold paramount the safety, health and welfare of the public, the protection of the environment
and the promotion of health and safety in the workplace;
ensure that I am aware at all times of all the applicable regulatory requirements in:










the Environmental Protection and Enhancement Act (EPEA);
the Potable Water Regulation;
Wastewater and Storm Drainage Regulation;
Code of Practice for a Waterworks System Using High Quality Groundwater (June 2012);
Code of Practice for a Waterworks System Consisting Solely of a Water Distribution
System (June 2012);
Code of Practice for Wastewater Systems Using a Wastewater Lagoon (September
2003);
Code of Practice for Wastewater Systems Consisting Solely of a Wastewater Collection
System (Sept 2003);
the approval issued by AEP for the water or wastewater system facility;
the AEP registration held by the water or wastewater system facility;
and any applicable AEP or other standards and guidelines;
which are relevant to the facility at which I am engaged as an operator;

ensure that I am conducting my duties at all times in compliance with all applicable laws,
standards and guidelines in a professional manner that meets, at a minimum, the
requirements of my level of certification;

seek any assistance as may be required from my employer, the approval or registration
holder for the facility, or AEP, in the event that I am unsure of what practices, methods or
actions to take in any situation that may compromise the safety, health and welfare of the
public or the environment in operating the facility;
report to AEP, the approval or registration holder for the facility, and my employer, as soon as I
am aware, any activities, incidents, practices or omissions that have breached or that may
breach any of the applicable regulatory requirements listed above, or this Code of Conduct.

Water operators should familiarize themselves with the Potable Water Regulation. Water operators may
be considered “persons responsible” for waterworks systems under the Regulation. Wastewater
operators should familiarize themselves with the Wastewater and Storm Drainage Regulation.
Wastewater operators may be considered “persons responsible” for wastewater systems and storm
drainage systems under the Regulation. Failure to comply with these regulations and all other laws
governing water and wastewater operations may result in enforcement action being taken against you
by AEP.
I am aware that it is an offence under section 227 of EPEA to provide false or misleading information
to AEP, and that there are significant fines for committing an offence under section 227, including the
possibility of imprisonment under section 228 of EPEA.
By signing this declaration, I understand that the failure to comply with the terms of the Code
may lead to disciplinary actions being taken against me, including but not limited to, the
revocation or suspension of my Certificate of Qualification or the non-renewal or refusal to
issue my Certificate of Qualification by AEP.
