We, Ahmed bin Ali Al-Thani, the Ruler of Qatar;
Having perused the Decree issued on 16 Jumada al Awwal 1380 AH
corresponding to the 5th of November 1960 on the establishment of the
Ministry of Finance;
The Decree issued on 16 Jumada al Awwal 1380 AH corresponding to the
5th of November 1960 on the appointment of the Minister of Finance;
The Decree issued on 16 Jumada al Awwal 1380 AH corresponding to the
5th of November 1960 establishing an Advisory Council for the Financial
Affairs;
Law No. 1 of 1962 regulating the senior management of the government
administration;
And based on the presentation of the Deputy Governor and Minister of
Finance,
Hereby promulgate the following Law:
Articles
Article 1
The Minister of Finance shall prepare a comprehensive action plan of the general fiscal policy
that ensures the implementation of the general government policy in the best possible
economic, social, cultural, administrative and other aspects. This plan shall be submitted to the
Ruler for his approval.
Article 2 (Amended By Decree 19/1996)
For the preparation of the general fiscal policy, the following guidelines shall be taken into
account:
1) the law shall regulate the basic rules for levying and disbursement procedures of public
funds.
2) the Government may not enter into a loan obligation or commit to a project that requires the
spending of funds from the state treasury in the year or years to come unless by a law based
on the proposal of the Deputy Ruler.
Notwithstanding the above, the government may, at its discretion, provide by decree,
guarantees, commitments and obligations for the spending of funds from the state treasury in
the coming year or years.
3) The law shall specify the rules for granting salaries, bonuses, subsidies, compensation and
pensions from the state treasury, including the exceptions thereto, and the authorities
responsible for the application thereof.
4) The law shall regulate the rules and procedures of any future concession or obligation
granted in the matter of the exploitation of natural resources and public utilities. Such
concession or obligation may not be granted, except for a limited and reasonable period of
time.
5) The law shall govern conditions for the allocation of state-owned real estate without the
payment of consideration, the assigning of movable property thereof and the governing rules
and procedures.
6) Subject to the provisions of the Decree issued on 16 Jumada al Awwal 1380 AH
corresponding to the 5th of November 1960 on the establishment of the Ministry of Finance,
the law shall define the fiscal year, specify in detail the methodology of preparing the state
general budget and regulate the implementation control thereof.
7) Whereof the new budget is not approved before the beginning of the fiscal year, the previous
budget shall be in effect until the approval of the new budget.
9) Expenditure not provided for, or greater than what is provided for in the budget may not be
made, unless approved by the Ruler based on a proposal of the Minister of Finance.
10) The Ruler shall approve the final accounts of the state general budget.
11) The law shall regulate the provisions specific to budgets of other public authorities, and
final accounts thereof.
12) The Minister of Finance shall issue the regulations and resolutions necessary to specify the
date for submission of the state and other public authorities budget estimates; the dates of
completion and review, and rules of allocation of appropriations thereof. The regulations and
resolutions shall include precise details defining the methodology of implementing the budget,
with respect to collection, deposit and payment from the appropriations, kinds of account to
be opened and accounting books to be kept for entry of accounts. Generally, all means
necessary for the financial regulation shall be adopted.
Article 3
Generally, the law shall stipulate the rules for conducting government procurements. Such
rules shall indicate particularly, the different contractual provisions, whether relating to public
procurement, works contracts, or government tenders
Article 4
The Minister of Finance shall prepare a Regulation for the Government
stores/warehouses; the provisions and rules of controlling items therein, the accounts thereof,
and the accurate control over the Government inventory/assets in general.
Article 5
All competent authorities, each in its jurisdiction, shall implement this Law, which shall be
published in the Official Gazette.
