Wellness and VPP promotions VALERO STAR TEAM This team serves as the pre-eminent safety committee for the refinery. Its primary focus is to address employee safety and health concerns that have more of a refinery wide impact, although some concerns specific to work areas may warrant discussion and resolution by the team. The team meets essentially monthly. All members are considered equals on the team. All meetings are open to any refinery employee who may want to attend. Meetings are facilitated by the VPP Coordinator or designee to better assure that all issues and comments made by any member receive equal treatment. Agreements are reached by consensus rather than voting. If the resolution of a concern or issue requires the amendment of an existing SHG (Safety & Health Guideline), this team may make these revisions and issue them through the SHG Committee. If the revision is extensive, the team has the option to assign the revision of the SHG to the SHG Committee to handle. Sources of issues for this team include at least the following. Employee concerns, Results of incident investigations, New regulations, New operational or maintenance procedures, Operational or internal audits or program evaluations. Trend analyses of injuries, incidents and their causes, Evaluations of the effectiveness of various aspects of refinery safety programs. The team will normally ensure that members understand the issues and make assignments for further investigation. The team member(s) assigned responsibility for an issue will bring to the team recommendations for action as needed. Team meetings will also be used to highlight barriers to solving issues that are being worked on within the team and determine alternatives or solutions to get to an issue resolution. Once a corrective action is agreed needed, the team will assign responsibility for implementation of corrective action. VALERO – KROTZ SPRINGS 5.0 SHG #17 Page 3 of 4 Revised: 05/24/04 SAFETY & HEALTH GUIDELINE (SHG) COMMITTEE Membership on this committee is voluntary with an attempt to include a cross section of the refinery organization in terms of job duties, areas of responsibility and experience levels. The committee typically meets monthly. All members are considered equals on the committee. Agreements are reached by consensus rather than voting. Minutes are published and posted on line in Impact Safety. This committee crafted the following mission statement: To apply a broad range of experience and to represent the workforce in: Developing and maintaining effective guidelines to describe safe work requirements for activities involving more than one department; Assisting in developing and implementation of effective methods of communicating these guidelines; Coordinating issues with the Valero Star Team. Maintaining, managing and executing a prioritized workflow; Gathering and incorporating input from others as appropriate. The first bullet in the mission statement recognizes that this committee has a primary responsibility to adjust existing safety guidelines where a need for update or change is identified as well as compose new safety guidelines that may be needed as the result of a new regulation or lesson learned. The second bullet above describes the committee’s role in determining how changes or new safety guidelines are communicated to refinery personnel. In some cases formal training may be required. Minor changes or updates are typically handled through the Management Of Change Authorization (MOCA) process. While the SHG Committee has as its primary work product amendment or creation of SHGs, the Valero Star Team also has the authority to recommend revisions to existing SHGs if that will help solve an employee concern. The Valero Star Team will never author a new SHG; this task will be left exclusively to the SHG Committee. There may also be occasions where the SHG Committee will request assistance or input from the Valero Star Team on a safety guideline issue. 6.0 VALERO EMPLOYEE SAFETY TEAM (VEST) This team is charged with overseeing programs and efforts intended to promote and maintain a high level of safety interest and awareness for the refinery. These programs and efforts will be rolled into refinery efforts to promote OSHA VPP (Voluntary Protection Program) awareness, publicity and education. The team authored the following purpose or mission statement: To elevate VPP and safety awareness by addressing employees concerns, ideas, and needs and to provide positive reinforcement for safety on and off the job. VALERO – KROTZ SPRINGS SHG #17 Page 4 of 4 Revised: 05/24/04 The team performs their purpose by overseeing the following programs: Quarterly safety slogan contest Employee children/grandchildren safety calendar contest Safety recognition program Safety program milestone achievement celebrations and recognition gifts All-Employee Safety Meetings Community Safety Awareness Projects (Safety Fairs, etc.) VPP publicity at All-Employee Meetings and in advance of VPP refinery events Membership on the team is voluntary and typically represents a cross section of the refinery organization.
