Hamilton County Schools TIF/Strategic Compensation Awards General Eligibility Requirements To be eligible to participate in the award program, employees must meet all of the following general eligibility requirements: 1. The employees who are eligible to be a part of the TIF/Strategic Compensation Awards program are listed in the section labeled “Award Program Participation Groupings”. Central office staff, substitutes, associate teachers, part-time interventionists and staff in positions not listed below are not eligible for TIF/Strategic Compensation Awards. 2. Employees must be employed in an eligible position on or before the 20th student day to be eligible for a TIF/Strategic Compensation award for that school year. Employees must also be continuously employed in an eligible position through the last day of school. 3. Employees must maintain a 95% attendance rate. The following types of leave will be held harmless (not count as days absent) and match the Board’s current policies and term definitions: military leave, FMLA - family medical leave (must be authorized through Human Resources), assault leave, bereavement, jury duty, and off-campus duty (such as professional development opportunities or activities approved by the District). 4. Employees must have credentials for the position in which they function to be eligible in that reward category. For example: A teacher teaching ninth-grade math must be certified or on waiver to teach ninth-grade math to be eligible as a core foundation 9–12 teacher. 5. Employees must be in “good standing.” “Good standing” means that all licensures and certifications are up-to-date. 6. Employees must be supervised and evaluated through Project Coach by the assistant principal, principal or supervisor of the campus where they serve students. Employees’ state overall level of effectiveness (LOE), which includes both qualitative (Project Coach) and quantitative components (AM and GM), must be a level 3, 4, or 5 in order to earn any potential reward money. 7. Employees must complete the instructional-linkage and assignment-verification process through TVAAS®. It is recommended that employees review instructional-linkage and assignment-verification information for accuracy. Likewise, CTE teachers are recommended to complete instructional-linkage and assignment-verification information as required by eTiger. Teachers without individual TVAAS scores in Math and/or RLA will not be eligible for individual rewards. 8. In order to receive a full TIF/Strategic Compensation payout, the teacher must be employed in the incentive-eligible position at the scheduled time of payout (unless retired or promoted). Teachers who leave the District before the time of the payout will be deemed ineligible for a payout. 1 Effective for 2014-15 School Year 9. The TIF/Strategic Compensation Award for employees who transfer to another HCDE school for the subsequent school year, will be eligible for only 50% of the individual award but 0% for any school or departmental awards. 10. The TIF/Strategic Compensation Award for employees who work on multiple campuses in the same participation category will be determined and pro-rated on the basis of the percentage of time in which they function at each campus. For example: If a teacher is at Campus A ¾’s of the day and Campus B for ¼ of the day, their school level award will be based ¾’s on Campus A’s results and ¼ of Campus B’s results. ***Please note that the continuation of all differentiated pay plans is subject to funding. All plans will be reviewed annually. Furthermore, if payout amounts exceed the budget allocated for any given school year, the award amounts will be reduced by the percentage over budget.*** 2 Effective for 2014-15 School Year Hamilton County Schools TIF/Strategic Compensation Awards Award Program Participation Groupings Eligible Schools In order to be eligible for a TIF/Strategic Compensation Award, employees must be a certified employee assigned to one of the following thirteen (13) schools: A. Elementary Schools – Calvin Donaldson, Clifton Hills, East Lake, East Side, Hardy, Hillcrest, Orchard Knob, Woodmore B. Middle Schools – Dalewood Middle, East Lake Academy, Orchard Knob Middle C. High Schools - Brainerd High School, Howard School Position Eligibility Requirements and Categorization Different positions within Hamilton County Schools qualify for various aspects of a TIF/Strategic Compensation Award. The following are definitions for position categories and eligibility requirements that will be used to categorize employees for award purposes: Core Foundation Teaching Positions: □ Core Foundation Teachers, K-3 Teachers To be considered in this category, Kindergarten, 1st grade, 2nd grade, and 3rd grade teachers must qualify as core foundation teachers and be the teacher of record for a Kindergarten, 1st grade, 2nd grade, or 3rd grade class. Kindergarten, 1st grade, 2nd grade, and 3rd grade teachers will earn growth scores based on student gains in math (using HCDE’s quarterly benchmark testing) and RLA (using the MAP universal screener assessment). The Office of Accountability and Testing will develop a local ranking to determine teachers who qualify for payouts. K-3 Teachers are eligible for individual and school payouts. □ Core Foundation Teachers, Grades 4 – 5 To be considered in this category, employees must qualify as core foundation teachers and teach one to three core foundation subjects in grades 4–5. For teachers of grades 4 and 5, growth scores are produced and reported through TVAAS. Grade 4-5 Teachers are eligible for individual and school payouts. Teachers must receive individual growth scores in Mathematics and/or Reading to qualify for potential individual payouts; teachers will not receive individual payouts for TVAAS Composite growth scores. Individual awards are based on 1-year value-added scores for Math and Reading. □ Core Foundation Teachers, Grades 6 – 8 To be considered in this category, employees must qualify as core foundation teachers and teach grades 6–8 core foundation courses. TVAAS will produce a teacher-level value-added report for these employees. School awards are based on the school’s success rate ranking above the 5th percentile state-wide, and increasing student attendance by 2 percentage points from the previous year. Please note the ADA threshold of 95%**. Departmental awards are based on 1-year TVAAS scores for Math and Reading, per grade-level department. Individual awards are based on 1-year value-added scores for Math and Reading. Teachers will not receive individual award payouts for TVAAS Composite growth scores. Teachers are eligible for individual and school payouts. 3 Effective for 2014-15 School Year □ Core Foundation Teachers, Grades 9 – 12 To be considered in this category, employees must qualify as core foundation teachers and teach grades 9–12 core foundation courses. TVAAS will produce a teacher-level value-added report for these employees, including EOC scores. School awards are based on increasing student attendance by 2 percentage points from the previous year** and meeting the target AMO for school graduation rate. Departmental awards are based on school-wide TVAAS summary scores in Literacy and Numeracy. Individual awards are based on individual TVAAS scores for Math (Algebra 1 and 2) and English (English 1, 2, and 3) EOCs; teachers will not receive award payouts for Composite growth scores. Individual awards are based on 1-year TVAAS value-added scores. Teachers are eligible for individual and school payouts. Elective/Ancillary Instructional Positions □ Non-tested, Pre-Kindergarten – 12 To be considered elective/ancillary teachers, employees must teach elective or ancillary courses for fifty percent or more of their teaching assignment and do not meet the definition of core foundation teachers (above) in grades PK–12. Courses defined as "core enrichment" (Music, PE, Computer, Librarian/Media Specialist, Title I, Foreign Language, School Counselor, and Special Education) are considered elective courses. Employees who do not receive individual TVAAS scores in mathematics/RLA (as outlined by the PowerPoint) will not be eligible for individual awards but may qualify for school awards. Non-tested teachers may be eligible for departmental rewards on a school-by-school basis, depending on individual circumstances and principal approval. □ Part-time Positions Part-time interventionists are not eligible for a TIF/Strategic Compensation Award. Campus Leadership Categories □ Principals and Assistant Principals To be considered in this category, employees must meet all eligibility requirements and be the “principal of record” according to HR. All Principal and Assistant Principal awards will be based on school growth. ** School rewards for student attendance will be based on improving average daily attendance (ADA) by 2 percentage points from the 2013-14 school year. Schools whose ADA is at or above the 95th percentile must maintain this rate (but need not improve by 2 percentage points) in order to qualify for the reward. 4 Effective for 2014-15 School Year
