STATE BOARD OF EDUCATION – TOPIC SUMMARY Topic: Community College Leadership Workshop Proposal - Strategic Reserve Fund Request Date: January 19, 2006 Staff/Office: Cam Preus-Braly, Department of Community Colleges & Workforce Development Action Requested: Information only Policy Adoption Policy Adoption/Consent Calendar ISSUE BEFORE THE BOARD: Acknowledge the allocation of funds, by the Commissioner, from the CCWD Strategic Reserve Fund. BACKGROUND: According to the resolution passed by the Board on May 20, 2005, “The State Board of Education establishes a Strategic Fund to be used at the Board’s discretion, with the recommendation of the Commissioner. For 2005-07, the Strategic Fund will be no greater than one-quarter of one percent of the total legislatively approved Community College Support Fund allocation.” The maximum amount available for the Strategic Fund is $1,070,286 (0.25% of the CCSF appropriation). The funds have been withheld from formula calculations and are available to be used at the Board’s discretion. Any unused portion of the Strategic Fund will be allocated through the CCSF Distribution Formula at the end of the biennium. CCWD reviewed the requests and measured the proposals against the parameters set out in Oregon Administrative Rule (OAR) 589-002-0100 Section 7.c.E: (i) Purpose of the proposal (ii) How does the activity support the initiatives and work plans of the Department and the State Board. (iii) Does the activity relate to the Department’s Key Performance Measures or other program-specific measures? (iv) Is the funding one time (for this biennium) or will additional funding be needed in the future? (v) If future funding is needed, how will those resources be obtained? Is the activity sustainable? (vi) What is the activity’s impact on the State three years from now? Five years from now? (vii) What change is anticipated? (viii) How will progress be measured? PROPOSALS RECEIVING RECOMMENDATION FOR SUPPORT: In response to the pressing need for leadership development for community colleges, Oregon State University, the community colleges of Oregon and CCWD have developed a plan for an on-going annual series of community college leadership workshops in Oregon. It is anticipated that two of each years’ four workshops will be on community college leadership for emerging leaders. Other workshops will address more focused leadership topics such as, leadership for diversity, leadership for fund raising, leadership for distance education, leadership for innovation, and other special topics. The workshop topics will be identified by an advisory group composed of faculty from Oregon State University’s Community College Leadership Program (CCLP) and Oregon community college presidents. The Commissioner has approved $25,000 from the Strategic Reserve to support the development and implementation of the 2007 workshops for community college leadership for emerging leaders. 1 Community College Leadership Workshops A collaboration of the College of Education at Oregon State University and the community colleges of Oregon December 5, 2006 In response to the pressing need for leadership development for community colleges, Oregon State University and the community colleges of Oregon have developed a plan for an on-going annual series of community college leadership workshops in Oregon. It is anticipated that two of each years’ four workshops will be on community college leadership for emerging leaders. Other workshops will address more focused leadership topics such as, leadership for diversity, leadership for fund raising, leadership for distance education, leadership for innovation, and other special topics. The workshop topics will be identified by an advisory group composed of faculty from Oregon State University’s Community College Leadership Program (CCLP) and Oregon community college presidents. The workshops will be held in conjunction with one of the regularly scheduled weekend meetings of the Oregon State University CCLP doctoral program. This will greatly enhance the experience of the workshop participants as they will be able to also participate in the “Fireside Chat” and interact with Oregon State University faculty and about 40 community college leaders from throughout the western states. The first two workshops have been scheduled. The first is scheduled for February 2-3, 2007 at the Silver Falls Conference Center, beginning at 10:00 am on Friday morning and lasting until 3:00 pm on Saturday afternoon. The second for April 13-14, 2007 in conjunction with the annual Charles Carpenter Lecture and will be held on the OSU campus. The funding plan is based on a shared investment model, with support coming from individual participants, their community colleges, and the Oregon Department of Community Colleges and Workforce Development. The opportunity costs will be shared, with the community colleges providing one day (Friday) and the individual participants, the other (Saturday). The “running” costs will be covered by workshop fees ($500 per participant + room & board) that will support instructor, materials, facilities, and other specific workshop costs. We are requesting that the Oregon Department of Community Colleges and Workforce Development provide annual funding of $25,000 for management and “back office” costs. This will permit the Western Center for Community College Professional Development to support the workshop series through marketing, taking reservations, preparing materials and such. It will also provide modest funding for the Department of Adult Education and Higher Education Leadership at Oregon State University to provide management for the workshops, including curricular oversight, selecting and hiring workshop instructors, evaluation, and continuing improvement. 2
