They are guaranteed a place in their neighbourhood school and may choose any other school in which space is available. Due to accommodation constraints, Eastern Metropolitan Region (EMR) has a number of secondary schools with enrolments restricted in various ways. These schools are not required to enrol students outside their neighbourhood area unless they have spare places. Any additional students must be enrolled strictly according to Department of Education and Early Childhood Development (DEECD) priority criteria. They are referred to as having an enrolment ceiling and/or a designated neighbourhood area (zone). SCHOOLS / COLLEGES WITH AN APPROVED ENROLMENT UNDERSTANDING (A) Ceiling & Designated Neighbourhood Area (Zone) Secondary colleges with enrolment ceilings and defined neighbourhood areas: Balwyn High School Kew High School Canterbury Girls’ Secondary College. These schools have defined neighbourhood areas (zones), which do not always conform to closest neighbourhood school. They must enrol all students within the neighbourhood area even when this means the enrolment ceiling is exceeded. (B) Ceiling Secondary colleges with approved enrolment ceilings but neighbourhood area conforms to ‘nearest school to permanent residential address’: Box Hill High School Camberwell High School East Doncaster Secondary College Fairhills High School Glen Waverley Secondary College Koonung Secondary College Mount Waverley Secondary College Norwood Secondary College Ringwood Secondary College Vermont Secondary College Wantirna College Warrandyte High School They must enrol all students within the neighbourhood area even when this means the enrolment ceiling is exceeded. OTHER SECONDARY SETTINGS Community schools do not have designated neighbourhood areas: Sherbrooke Community School has an approved enrolment ceiling and has discretionary enrolment procedures. They must enrol all students according to a process agreed with EMR. Croydon Community School has no ceiling but has discretionary enrolment procedures. Bulleen Heights School is a specialist school with specific enrolment requirements. It has an approved enrolment ceiling and must enrol all students according to a process agreed with EMR. This school, like other specialist schools, has specific entry criteria.
