2. Supervision

Staff Development Officer, Career Support and

Content and methodology of the supervision: The incumbent will receive a work plan with related goals and actions to carry out under the direct supervision of the P3 Staff Development

Officer. An e-PAS will be completed upon one year of service. If performance deemed satisfactory, incumbent would be recommended for one-year extension

3. Duties, responsibilities and output expectations:

Career Development and Support

Provide career development opportunities and support by assisting with the administration of the

Career Resource Centre in offering full- and half-day workshops, mini-workshops, and information sessions relevant to junior professionals, including information on different duty stations and departments/offices (to promote mobility), varying topics (life in mission, GA resolutions, services).

Assist with the analysis, monitoring, design and delivery of junior professional mobility and career development programmes/activities, and follow-up programmes.

Conduct research on best practices, resources and materials in junior professional career development using a wide range of media and materials.

Mobility and Reassignment Programmes:

Assist with the managed reassignment programmes for junior professionals at the P-2 levels conducted once a year. This involves assisting with the compilation and circulation of compendia of posts, maintenance of database, preparation of statistics, coordination with Offices

Away from Headquarters, and provision of policy guidance to staff and managers as required.

Occupational Networks:

Assist with all activities related to the involvement of junior professionals in occupational networks to support mobility.

Support P3 and P4 Staff Development Officers in conducting centrally managed NCRE programmes, as well as providing linkages with respective Occupational Network activities to meet NCRE career development needs.

Junior Professional Orientation and Development Programmes, including related Mentoring

Programme :

Assist with all activities related to the convening of quarterly orientation and development programmes organized for staff members who passed the UN Secretariat’s national competitive recruitment examinations. This also entails involvement with the related Mentoring

Programme by providing assistance with the convening of mentor/mentee training programmes, and follow-up with subsequent evaluations at the designated three-month and six-month intervals.

4. Qualifications and experience

Education: Advanced university degree preferably in public or business administration, human resources management, education or related area such as education and social science; or a relevant combination of academic

UN competencies: qualification and experience in human resources management or related area.

At least 2 years of work experience in human resources management, in particular, career development and succession planning, or related area is desirable.

Fluency in oral and written English; knowledge of a second official UN language an advantage.

Proficiency in MS Office

5. Learning Elements

After the assignment the ASSOCIATE EXPERT will be able to:

Comprehend applicable UN guidelines, policies and procedures with respect to the full range of human resource management activities of the Career Support and Performance

Management Section/OHRM (e.g., mobility policy and human resource reform in the

UN, including training and career development for staff at all levels)

Design and develop career support programmes and assess impact and relevance.

Monitor junior professional programmes to ensure timely and relevant delivery, and formulate proposals for further action/activities.

This position is located at a Headquarters Duty Station, New York. The organigramme of the

Career support and Performance Management Section is as follows:

The Career Support and Performance Management Section is in the Learning, Development, and

HR Services Division, Office of Human Resources Management, Department of Management.

Our Section is in charge of the following programmes: Career Support, Performance

Management, Career Support for Junior Professionals, and Mobility (Occupational Networks).

The Associate Expert will work in the Career Support for Junior Professionals team. The activities include:

Junior Professional Orientation Programme (5-day) in New York;

Junior Professional Orientation Programme support for Geneva;

Managed Reassignment Programme for P-2’s

Mentoring Programme

Junior Professional Quickplace

Special events and Information Sessions

The Associate Expert will be involved in the planning, design, administration, and management of all these programmes as well as other initiatives and activities to promote the career development of junior professionals.
