Supervision Title of the supervisor: Staff Development Officer Content and methodology of the supervision: Upon assumption of duties, the incumbent will participate in a general induction programme for the new UN staff members and associates as well as special briefing on responsibilities of the job. In accordance with the Performance Appraisal System (PAS) used in the United Nations, the Incumbent will receive a detailed work plan with related goals and actions to be carried out under the direct supervision of the Staff Development Officer and the Chief of Section. Ongoing discussions will take place between the supervisor and supervisee throughout the reporting period. As need be, the incumbent will be given Continuous counseling, guidance, coaching, training, and mentoring by the supervisor. A performance evaluation report will be completed after the first year of service. If performance is deemed satisfactory, the incumbent would be recommended for a one-year extension. 3. Duties, responsibilities and output expectations: The Secretary-General’s Report, Human Resources Management Reform, calls for building a stronger United Nations for a Better World. “To fulfill the Organization’s complex and interrelated mandates in an efficient and cost-effective manner, he underscored the need for a workforce that is multi-skilled, versatile and mobile, working across disciplines. He reiterated that the Organization would be known for its high standards of ethics, fairness, transparency and accountability and its culture of continuous learning, high performance, managerial excellence and respect for diversity.” Under the direct supervision of the Staff Development Officer and Chief of Section of Career Support and Performance Management, the Associate Expert shall participate on key programmes of the human resources reform, particularly in the areas of ethics, fairness, transparency and accountability. Functional statements Assists the OHRM performance management team in coordinating performance management and appraisal activities throughout the Organization. Conducts research on best practices, resources and materials on performance management and career development using a wide range of media and materials. and prepares summary reports with recommendations. Supports training needs assessment activities, client surveys, delivery of training workshops, and evaluation of the impact of the training. Supports the maintenance of relevant guidelines, training materials and learning tools. Assists in the development and implementation of an effective employee reward and recognition programme. Drafts briefing notes, reports, and presentations on performance management issues for various stakeholders, including meetings between staff and management (SMCC) senior management, General Assembly, and others. Contributes to the development of a new talent management system and other HR reform initiatives related to performance management. 4. Qualifications and experience Education: Advanced university degree preferably in public or business administration, human resources management, education or related area such as social science; or a relevant combination of academic qualification and experience in human resources management or related area. Work experience: At least 2 years of progressively responsible experience in human resources management is required. Experience in career development, performance management or other staff development related area is desirable. Languages: Fluency in oral and written English; knowledge of a second official UN language is an advantage. Learning Elements After the assignment the ASSOCIATE EXPERT will be able to: Have a good understanding of the UN Secretariat and its on-going human resources management reform; Comprehend the performance management system in a multicultural environment of a not-forprofit international organization; Comprehend applicable UN guidelines, policies and procedures with respect to the full range of activities organized by the Learning, Development and Human Resources Services Division, including special programmes on staff orientation, performance management, mentoring, career development, Career Resource Centre, etc. Accumulate knowledge and experience in change management, including launching of strategic communication and introduction of new policies and practices on Organization-wide performance management, career development, and other reform-related activities. 6.
