Intensive Behavior Class (IBC) is an educational program for all LCISD Elementary
students who exhibit an emotional disturbance/mental illness that has a documented
detrimental effect on the quality of education provided to the individual or others in the
classroom environment. Hutchison Elementary is the location of the Elementary IBC
unit. The Alternative Learning Center (ALC) is the location of the Secondary IBC unit.
This program seeks to collaborate and/or coordinate with mental health workers to
stabilize a student’s mental illness so that the student may return to the home campus.
The IBC units will attempt to make contact with any known case workers, Psychiatrists,
or other mental health workers to further collaborate an exchange of information during
the time a student receives services in an IBC Unit.
Placement is available only after it is demonstrated that all options (specialized
support/resource, staffing, PASS, etc. . . ) on the home campus have been considered or
have proven to be unsuccessful.
Students who are returning to the district after a prolonged stay, two or more weeks, at a
residential psychiatric facility may be considered for IBC if they are LCISD Elementary
Students with an established emotional disability that has been demonstrated to impede
their or others educational experience. School district personnel will work with the
treatment facility to determine the least restrictive environment for the student.

Description of IBC
Intensive Behavior Class is a therapeutic placement in the Lamar Consolidated ISD. Students are placed at IBC
by the determination of the ARD Committee. IBC is specifically designed to meet the individual needs of the
student as specified by the ARD Committee. IBC is considered to be one of most restrictive placements in
Lamar Consolidated ISD. Attendance is based on the District Guidelines. The design of IBC is a class that
focuses on behavioral stabilization while continuing to meet the academic needs of a student, and preparing the
student to become a successful member of the LCISD community.
Intensive Behavior Class (IBC) is a special educational program for Special Education students who exhibit an
emotional disturbance/mental illness. The ARD Committee determined that the student’s current
emotional/mental responding places the student and/or other students at risk until stabilization has been reached
and maintained for an appropriate period of time as indicated by the data and specified by the ARD.

Services available for IBC student
All services that the ARD determined as appropriate for the student will be met on the Campus which houses
the IBC. As well as working on the students behavioral concerns, the student’s academic progress will continue
to be pursued. Parents will receive district progress reports and periodic report of grades. IBC students will
have the academic expectation of being Exemplary, which all other students face in the Lamar Consolidated
ISD.
A strong component of IBC is the concentrated time for the development of social skills that enables a student
to be successful in a variety of ways, both in the home, school, and community. The 2nd Step curriculum is used
at the primary source for the development of social skills. The 2nd Step curriculum focuses on the essential skills
of empathy, impulse control, anger management, problem solving, personal safety, and emergent literacy. Each
session takes a unique approach that is based on extensive research to help children succeed in school and in
life.
Elementary IBC students can be referred for In-Home service assessment by having the Diagnostician submit
an SE-12 for that service to the district appropriate personnel.
IBC STAFF
Staff consist of a minimum of 1 Certified Special Education Teacher assisted by 2 highly qualified Instructional
Aides to deliver Academic and behavioral services as determined by the ARD Committee. The Elementary IBC
class room staff also consists of one District Behavior Tech.
Support staff consists of a Special Education Counselor, Board Certified Behavior Analyst, 1 Zone Behavior
Intervention Specialist

Lamar Consolidated ISD will provide for each of those classrooms, books that meet the grade level of
instruction as determined by the ARD for each student.
Administrative Support consists of Principal for the Alternative Learning Center, Principal of Hutchison
Elementary and the Director of Special Education.
Placement Criterion:
*Special Education Disability.
*Counseling for at least 3 documented sessions. (This pertains only to students who have been in the LCISD for 6 or more weeks)
*3 documented positive interventions to accommodate student’s emotional and behavioral needs (see IBC Referral Form).
*1 positive intervention, outside of the BIP, must have been documented by the SpEd Counselor after consultation with the Zone
Behavior Interventionist.
*FIE is current
Primary problems are due to emotional disturbance/mental illness.
Student exhibits chronic behavior problems that have warranted a psychological consultation.
A psychological evaluation has been conducted by the district within the last year.
Student has a history of hospitalization for emotional problems (two or more weeks).
Student exhibits community mental health needs and is currently engaged with a community mental health worker to address
those needs.
Students placed at IBC will have an integration/transition plan drafted by the IBC staff that will outline the steps of moving from the
IBC to an appropriate campus along with, mechanisms for the student to maintain contact with the home campus.

This sequential process recommended is::
1. The SpEd Counselor in consultation with the Zone Behavior Interventionist, will recommend at least 1
new positive intervention, apart from those listed in the current BIP.
2. The Home Campus’ SpEd Counselor and Zone Behavior Interventionist will contact Behavior Program
Supervisor to refer a student to IBC.
3. The Behavior Program Supervisor/Zone Behavior Interventionist will contact the Principal hosting IBC
about a potential student who the SpEd Counselor in consultation with the Zone Behavior Interventionist
has began the documentation process..
4. Prior to the Dual Staffing the SpEd Counselor and the Zone Behavior Interventionist must have
completed the Intensive Behavior Class Referral FORM.

c. The SpEd Counselor and the Zone Behavior Interventionist and the Home campus ARD Team
will present the completed Intensive Behavior Class Referral FORM and all appropriate
documentation.
5. The 2 Teams will agree on a time for an ARD.
a. Notify the parents within the time prescribed by law.
b. The parent must be given enough time to visit IBC and meet with the teacher and administrator
before the ARD.
The two teams meet for the ARD and establish a date for the student’s placement, transition criteria and
maintenance of contact with the Home campus.
