DECISION
OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
NO. 420 OF JUNE 2, 2008
ON THE FEDERAL STATE STATISTICS SERVICE
(with the Amendments and Additions of November 7, 2008, January 27, 2009, June 15, 2010, January 28,
2011, March 24, 2011, January 26, 2012, June 19, 2012)
In accordance with Decree of the President of the Russian Federation No. 724 of May 12, 2008 on the
system and the structure of the Federal Executive Bodies the Government of the Russian Federation resolves:
1. To approve the appended Statute of the Federal State Statistics Service.
2. To permit the Federal State Statistics Service to have six Deputies of Head, including one StatsSecretary-Deputy of Head, and also 18 Departments in the structure of the Central office for the main areas of
activity of the Service.

3. The item invalidated since January 28, 2011 in accordance with the Decision of the Government of the
Russian Federation of January 28, 2011.
4. To agree with the proposal of the Ministry of Economic Development of the Russian Federation on the
location of the Central office of the Federal State Statistics Service in accordance with the current procedure in the
city of Moscow, 39, Myasnitskaya St., Building 1.
5. To invalidate the following decisions:
Decision of the Government of the Russian Federation No. 188 of April 7, 2004 on Questions of the
Federal State Statistics Service (Sobraniye Zakonodatelstva Rossiyskoy Federatsii No. 15, 2004, item 1481);
Decision of the Government of the Russian Federation No. 339 of July 30, 2004 on the Approval of the
statute of the Federal State Statistics Service (Sobraniye Zakonodatelstva Rossiyskoy Federatsii No. 32, 2004,
item 3346);
Decision of the Government of the Russian Federation No. 92 of February 22, 2005 on the Pay-roll fund of
the employees of the Central office and the territorial bodies of the Federal State Statistics Service and on the
Introduction of Amendments to Decisions of the Government of the Russian Federation No. 188 of April 7, 2004
and No. 209 of April 13, 2004 (Sobraniye Zakonodatelstva Rossiyskoy Federatsii No. 9, 2005, item 721);
Decision of the Government of the Russian Federation No. 323 of May 27, 2006 on the Introduction of the
Amendment into the statute of the Federal State Statistics Service, approved by the Decision of the Government of

I. General Provisions
1. The Federal State Statistics Service (Rosstat) is the federal executive body discharging the functions on
development of public policy and normative legal regulations in the sphere of official statistical accounting,
forming of official statistical information on social, economic, demographic, ecological and other social
processes in the Russian Federation, and also in the order and cases established by the legislation of the
Russian Federation and the functions of monitoring in the sphere of official statistical accounting.

2. The Federal State Statistics Service is under the charge of the Government of the Russian Federation.

3. The Federal State Statistics Service is guided in its activity by the Constitution of the Russian Federation, the
federal constitutional laws, the federal laws, the acts of the President of the Russian Federation and the
Government of the Russian Federation, the international treaties of the Russian Federation, and also by the
present Statute.

4. The Federal State Statistics Service carries out its activity directly or through its territorial bodies in cooperation
with other federal executive bodies, the bodies of executive power of the constituent entities of the Russian
Federation, local self-government bodies, public associations and other organisations.
II. The Mandates
5. The Federal State Statistics Service performs the following mandates in the respective sphere of activity:
5.1. submits in accordance with the current procedure the official statistical information to the President of
the Russian Federation, the Government of the Russian Federation, the Federal Assembly of the Russian
Federation, other bodies of state power, the local self-government bodies, mass media, organisations and citizens,
and also international organizations;
5.1(1). submits to the Government of the Russian Federation the drafts of federal laws, laws and
regulations of the President of the Russian Federation and the Government of the Russian Federation, and other
documents, that need the decisions of the Government of the Russian Federation on questions, relegated to
established sphere of activity of the Service.

5.1(2). according to and in execution of the Constitution of the Russian Federation, the federal
constitutional laws, the federal laws, the acts of the President of the Russian Federation and the Government of the
Russian Federation adopts independently laws and regulations on questions, relegated to established sphere of
activity, excluding the questions, which statutory regulation in accordance with the Constitution of the Russian
Federation, the federal constitutional laws, the federal laws, the acts of the President of the Russian Federation and
the Government of the Russian Federation is carried out only with the federal constitutional laws, the federal laws,
the acts of the President of the Russian Federation and the Government of the Russian Federation;

5.2. devises and approves in accordance with the current procedure within its jurisdiction the official
statistical methodology to conduct the federal statistical observations and to form the official statistical information
and ensures that the specified methodology complies with international standards and the principles of official
statistics;
5.3. agrees the official statistical methodology devised and approved by the subjects of official statistical
accounting;
5.4. develops together with the subjects of the official statistical accounting the federal plan of statistical
works and formulates proposals on its actualization;
5.4(1). submits to the Government of the Russian Federation the draft of the federal plan of statistical
works;

5.5. approves the forms of federal statistical observation and instructions on their completion upon the
proposals of the subjects of the official statistical accounting, unless the contrary is established by federal laws;
5.6. coordinates the activities in the sphere of official statistical accounting when preparing the federal plan
of statistical works, formulating the proposals on its actualization, and also approving the forms of the federal
statistical observation and instructions on their completion;
5.7. prepares, conducts and summarizes up the results of the Russia Population Census, the Russia
Agricultural Census, and also their methodological support;
5.7(1). ). brings before the Government of the Russian Federation the drafts of laws and regulations on
questions of conducting the Russia Population Census, the Russia Agricultural Census and other federal statistical
observations;

5.8. carries out the preparation, methodological support, realization of federal statistical observations in the
respective sphere of activity and processing of data received in observations to form official statistical information;
5.9. develops and maintains in accordance with the current procedure the Russian classifications of
technical, economic and social information in the respective sphere of activity;
5.10. provides the interested users with the accounting data of legal entities carrying out their activities on
the territory of the Russian Federation;
5.11. in accordance with the procedure established by the legislation of the Russian Federation places
orders and concludes state contracts and also other civil-law agreements for the purchases of goods, the
performance of works and the rendering of services to meet the needs of the Service, and also for scientific and
research works to satisfy state needs in the respective sphere of activity;

5.12. summarizes the practice of application of the legislation of the Russian Federation in the respective
sphere of activity;
5.13. discharges the functions of the main administrator and recipient of the federal budget means provided
for the maintenance of the Service and the realization of the Service's functions;
5.14. organizes the reception of citizens and ensures the timely and full examination of oral and written
applications of citizens, the adoption of decisions on them and the dispatch of replies to applicants in the period
fixed by the legislation of the Russian Federation;
5.15. provides within its jurisdiction the protection of state secret information;
5.16. ensures within its jurisdiction the relevant protection and defense of the information received during
the Services activities and constituting a service, bank, tax and commercial secret and other confidential
information;
5.17. ensures the mobilization preparation of the Service, and also the control and coordination of the
activity of subordinate organisations in their mobilization preparation;
5.17(1). organizes and conducts the civil defense in the Service;

5.18. organizes the professional training of the Service's employees, their retraining, advanced training and
internship;
5.19. interacts in accordance with the current procedure with the bodies of state power of foreign countries
and with international organisations in the respective sphere of activity;
5.20. carries out in accordance with the legislation of the Russian Federation the work to complete, store,
account and use of archival documents formed in the process of the Service's activities;
5.21. provides users with official statistical and other information in accordance with the current procedure
and on the basis of agreements for rendering information services;
5.22. performs the functions of the administrator of the revenues of the federal budget from the rendering of
information services;
5.23. discharges other mandates in the respective sphere of activity, if such mandates are envisaged by
the federal laws and acts of the President of the Russian Federation and the Government of the Russian
Federation.
6. The Federal State Statistics Service has the right, with the aim of realizing the mandates in the
respective sphere of activity, to:
6.1. receive from respondents primary statistical data and administrative data, including those containing
information on state or commercial secrets, information on taxpayers, on personal data of private persons in case
of their compulsory depersonalization and other information, the access to which is limited by federal laws, with the
aim to form the official statistical information;
6.2. organize necessary research, testing, analyses and evaluations in the respective sphere of activity;
6.3. give explanations to legal entities and private persons on the questions referring to the ability of the
Service;
6.4. maintain control over the activity of the territorial bodies of the Service and its subordinate
organisations;
6.5. engage scientific and other organisations, scientists and specialists in accordance with the current
procedure for resolving questions in the respective sphere of activity;
6.6. apply statutory restrictive, preventive and prophylactic measures aimed at the admissibility and the
preclusion of breaches by legal entities and citizens of obligatory requirements in the respective sphere of activity,
and also measures to liquidate the consequences of said breaches;
6.7. set up advisory and expert bodies (councils, commissions, groups and boards) in the respective
sphere of activity;
6.8. design and approve in accordance with the current procedure insignia in the respective sphere of
activity.
7. The Federal State Statistics Service does not have the right to carry out in the respective sphere of
activity the functions on management of the state property and rendering of paid services, except for the cases
established by decrees of the President of the Russian Federation and decisions of the Government of the Russian
Federation.
The said restrictions do not extend to the mandates of the Head of the Federal State Statistics Service on
management of the property fixed to Service on the right of operative management.
At realization of legal regulation in the respective field of activity the Federal State Statistics Service does
not have the right to establish not stipulated by federal constitutional laws, federal laws, acts of the President of the
Russian Federation and the Government of the Russian Federation the function and mandates of federal
executive bodies, the bodies of executive power of the constituent entities of the Russian Federation, local selfgovernment bodies, and also restrictions on realization of the rights and freedom of citizens, the rights of not state
commercial and noncommercial organizations, except for cases when the opportunity of introduction of such
restrictions by acts of the authorized federal enforcement authorities is directly stipulated by the Constitution of the
Russian Federation, federal constitutional laws, federal laws and published on the basis of and in execution of the
Constitution the Russian Federation, federal constitutional laws and federal laws by acts of the President of the
Russian Federation and the Government of the Russian Federation.

III. The Organisation of Activity
8. The Federal State Statistics Service is leaded by the Head appointed to the post and released from it by
the Government of the Russian Federation.

The Head of the Federal State Statistics Service bears personal responsibility for the fulfillment of the
functions of the Service.

The Head of the Service has the Deputies appointed to the post and released from it by the Government of
the Russian Federation upon the proposal of the Head of the Service.

The Government of the Russian Federation fixes the number of Deputies of the Head of the Service.
8(1). Departments on main directions of activity of the Service are the structural units of the Central office
of the Federal State Statistics Service. The Departments include Divisions.

9. The Head of the Federal State Statistics Service:
9.1. distributes the duties among the Deputies;
9.2. submits to the Government of the Russian Federation:
9.2.1. the draft statute of the Service;
9.2.2. proposals on the maximum number of employees and the pay-roll fund of the Central office of the
Service and its territorial bodies;
9.2.3. draft of annual plan and forecasting indicators of the activities of the Service and report on their
fulfillment.

9.3. appoints to the post and release from the post the employees of the Central office of the Services,
Chiefs and Deputy Chiefs of the territorial bodies of the Service;

9.4. approves the statutes of the structural units of the Central office of the Service and its territorial bodies;
9.5. decides in accordance with the legislation of the Russian Federation on Civil service the questions
associated with the performing duty of the federal civil service in the Federal State Statistics Service;
9.6. approves the structure and the organization chart of the Central office of the Service within the limits of
the pay-roll fund and the number of employees fixed by the Government of the Russian Federation, the estimate of
the expenses on the maintenance of the Central office of the Service within the assignments approved for the
corresponding period of allocations provided for by the federal budget;
9.7. approves the number and the pay-roll fund of employees of the territorial bodies of the Service within
the indicators established by the Government of the Russian Federation, and also the estimate of the expenses on
their maintenance within the assignments endorsed for the corresponding period and stipulated in the federal
budget;
9.8. appoints in accordance with the current procedure to the posts and release from the posts the Chiefs
of the subordinate institutions;

9.9. according to and in execution of the Constitution of the Russian Federation, the federal constitutional
laws, the federal laws, the acts of the President of the Russian Federation and the Government of the Russian
Federation issues the orders on the questions referring to the ability of the Service;

9.10.submits to the Ministry of Finance of the Russian Federation proposals on forming the draft of federal
budget in respect of the financial support of activity of the Service;

9.11.submits in accordance with the current procedure the employees of the Central office of the Service,
of the territorial bodies of the Service and other persons, currying their activities in the respective sphere for
bestowing honorary titles and for the presentation to the state awards of the Russian Federation, to the Honorary
Diploma of the President of the Russian Federation, to an incentive in the form of declaring the Official Thanks of
the President of the Russian Federation;

10. The expenses on the maintenance of the Central office of the Federal State Statistics Service and its
territorial bodies are financed from the federal budget.
11. The Federal State Statistics Service is the legal entity, it has seal with the National Emblem of the
Russian Federation and with its appellation, other seals, stamps and standard printed forms, and also accounts
opened in accordance with the legislation of the Russian Federation.
The Federal State Statistics Service has the right to have a blazon - emblem, flag and streamer,
established by the Service on agreement with the Heraldic Presidential Council of the Russian Federation.

12. The city of Moscow is the location of the Federal State Statistics Service.
