Memorandum of Understanding for the Offering of Dual Enrollment Classes Consolidated High School District 230 and Moraine Valley Community College District 524 This memorandum of understanding between Moraine Valley Community College and Consolidated High School District 230 outlines the conditions under which Moraine Valley Community College will offer college credit for instruction at District 230 during the fall 1998 and spring1999 semesters. District 230 hereby agrees to assume the following administrative and/or instructional responsibilities: 1. District 230 will assume administrative responsibility and instructional liability for these courses and will provide suitable classroom and laboratory space. 2. District 230 certifies that the instructors for these courses meet all state requirements at the high school level. 3. District 230 assumes responsibility that the student will have available to them the required textbook(s) and supplies for successful completion of the course. 4. District 230 student enrollment in these courses will be limited to those students who meet the minimum requirements for the study of the course they attempt. 5. District 230 students enrolled in a dual enrollment course have the option of selecting college credit. The student, and student's parent, must make the selection for college credit by the end of the second week of the course in writing, on separate application forms to be supplied by District 230 and by Moraine Valley, with a copy of each to be retained by both District 230 and by Moraine Valley, which forms shall advise the student that the decision is irrevocable. College credit will be awarded upon successful completion of the course subject to Moraine Valley grade definitions. 6. To withdraw officially from a course, the student must obtain an official Moraine Valley “course withdrawal form” from the instructor. The withdrawal form must be completed and returned to the instructor prior to the conclusion of 75% of the scheduled class sessions. This official withdrawal will result in a “W” on the student’s academic record. Failure to officially withdraw in this manner will result in a grade of “F” for the course. 7. District 230 will ensure that the classroom instructors involved with dual enrollment courses cooperate with the distribution and collection of Moraine Valley official records, e.g. applications, approval forms, verification reports, midterm apportionment claims, and final grade sheets. 8. The high school instructor will be invited to participate in all activities and inservice programs offered by Moraine Valley for adjunct faculty. Moraine Valley hereby agrees to assume the following responsibilities. 1. Moraine Valley certifies that the instructors have an approved application on-file at the college for teaching at the community college level. 2. Moraine Valley certifies that the syllabi, textbook(s), and evaluation methods being used by District 230 for these courses have been analyzed by the appropriate department chair at Moraine Valley and have been found to qualify for college course credits. 3. Moraine Valley certifies that the instructional time scheduled for these courses will meet for the minimum number of minutes each semester as required by the Illinois Community College Board to qualify for college credit for such courses. 4. Moraine Valley may conduct a classroom observation and CIEQ student evaluation during each semester in compliance with college requirements. 5. Moraine Valley will charge each student a non-refundable matriculation fee of $44 for each dual enrollment course selected by the student for college credit. Payment must be made by check or money order payable to Moraine Valley Community College and submitted by the end of the second week of the course. 6. Moraine Valley does not guarantee the transferability of college credit granted by Moraine Valley for a dual enrollment course offered with District 230 to any college other than Moraine Valley Community College. However, prior to the start of each semester, District 230 will be given an updated list of all in-state and outof-state transfer and articulation agreements presently in effect between Moraine Valley and four-year colleges and universities. Moraine Valley will update these lists based on the expressed interest of student transfer intent. 7. For any course which has certain space or equipment needs which are required or dictated by statuary, regulatory or other mandates regarding qualifications for college credits, Moraine Valley agrees to inform District 230 of such requirements and ascertain whether District 230 can meet them, prior to making any commitment to any student regarding college credit for such course. This Memorandum does not create any new financial obligations by or between District 230 and Moraine Valley Community College that do not currently already exist separate from this Memorandum. This Memorandum is intended to memorialize the fundamental arrangements for the offer and administration of dual enrollment course offerings by District 230 and Moraine Valley Community College. No parental or student rights are created hereunder and such persons are not considered to be third-party beneficiaries of this Memorandum. This Memorandum of Understanding is approved and entered into this ______ day of ______ 1998, and will be in effect until June 30, 1999.
