NYS secondary School Principal Certificate
RESPONSIBILITIES:
General:
In this position the Principal is the leader for the educational program of the building. The Principal has the primary
responsibility for administration and supervision of the summer school program. The Building Principal is appointed by the Board of
Education. The administration and supervision of this school shall be in keeping with policies adopted by the Board of Education
and general procedures and practices specified by the Central Office Administration.
1)
Keeps abreast of educational developments by reading professional literature, attending professional association
meetings, visiting outstanding schools, participating in workshops.
2)
Promotes and encourages the staff to study existing curriculum, makes revisions and develops new courses and
instructional materials.
3)
Works with administrators, department chairpersons and teachers in coordinating the work of the various departments of
instruction.
4)
Plans for and/or delegates the arrangement and organization of all school examination schedules and the supervision of
administration of such examinations.
5)
Confers with teachers, students and parents on curriculum and instructional manner.
6)
Confers with Central Office Personnel on curriculum and programs of instruction.
7)
Provides the school with personnel, materials and other resources that are necessary to fulfill the goals and purposes of
the school, its instructional program, and related activities.
8)
Confers with teachers, helping them to critically review their activities and programs and to examine new courses, new
techniques, and new activities that will benefit students.
9)
Conducts the summer school program for secondary students.

Building Organization and Management
1)
Plans for and organizes procedures for the opening of school.
2)
Seeks input from the staff on the development and administration of sound personnel policies and practices.
3)
Works with and supervises department chairpersons and works with them in the fulfillment of their duties and
responsibilities.
4)
Provides for an organization of procedures for constructing the Master Schedule of classes, scheduling of pupils, the
assignment of teachers, and the assignment of homeroom sections.
5)
Arranges for and/or delegates a coordination of a schedule for extra-curricular activities, social functions, and/or all other
uses of the building and has a school calendar maintained of these activities.
6)
Provides for plans and an organization of pupil and staff safety through such means as procedures for fire, air raid, and
bus transportation drills.
7)
Arranges for a plan and organization of pupil attendance and accounting policies and procedures in keeping with the
school’s responsibility and Board of Education policy.
8)
Arranges for the holding of faculty meetings and committee meetings as needed.
9)
Carries out the policies and administrative procedures of the Board of Education and Central Office Administration.
10) Supervises assistant principal and/or dean of students and works with them in the fulfillment of their duties and
responsibilities.
11) Plans and establishes, with guidance personnel, procedures for the purpose of maintaining and accounting of student
permanent records and progress reports.
12) Plans for a systematic review and assessment of the buildings and grounds to provide for proper conditions for
cleanliness, repairs and alterations, as needed.
13) Arranges and makes plans for a system of providing opportunity for use of the school building in accordance with Board
of Education Policy and Administrative Regulations.
14) Offers suggestions and advice on the impact of various negotiating proposals.

15) Assists in the development of background information for the Board of Education’s negotiating package.
16) Provides plans for a system of closing out the school year.
Personnel
1)
Recruits, selects and recommends for employment teaching and non-teaching personnel needed to operate the school
effectively.
2)
Selects and recommends teachers for employment as coaches and advisors of the school’s various extra-curricular
activities.
3)
Evaluates, rates and recommends teachers for the purposes of continued employment, tenure appointment or dismissal.
4)
Assigns teachers and other staff members to positions, classes and other duties, which are most suitable and
advantageous to the overall efficiency of the school program.
5)
Provides for the orientation of new teaching and non-teaching personnel.
6)
Provides for a plan of classroom observations of teachers and follow-up conferences that includes the utilization of all
building administrators and department chairpersons.
7)
Provides an atmosphere of efficiency, cooperation, stimulation, recognition and service in which the school program can
operate most effectively.
8)
Encourages teacher participation in leadership roles in both the school and in professional association activities.
9)
Provides a plan for the organization, safeguard and proper use of school owned records of staff members.
Business and Budget Management
1)
Determines basic fund allotments for each department for such budget categories as instructional personnel, instructional
equipment, supplies, equipment repairs, textbooks, and other materials and resources.
2)
Works with staff members and department chairpersons to determine budget needs.
3)
Assembles all budget requests and coordinates these and other building needs.
4)
Prepares with staff members long-range budget needs and communicates these to the Central Office staff.

Approves and processes all requisitions for expenditures to be made from the budget funds.
6)
Recommends and authorizes staff members’ conferences and travel expenditures to be paid from budget funds.
7)
Arranges for the handling, counting and depositing of money received from extra-curricular activities, student fees and
other funds.
8)
Participates in the development of district-wide policies and regulations.
9)
Approves all requisitions and budget appropriations for individual teachers and departments for supplies, materials,
equipment, and other needs providing controls to operate within the building’s allotted budget.
10) Provides the necessary supplies, materials, equipment and facilities for teachers to function effectively in the classroom.
11) Reviews and approves all notices and correspondence that are initiated in the school office.

13) Ascertains a total budget requirement necessary to carry out educational goals of the school and to develop a school
budget within the funds allotted by the school system. Justifies building budget needs in meetings with Central Office
staff.
14) Administers the school budget, providing a control of the accounting for supplies, equipment and other materials.
15) Serves on Central Office Planning Committees.
16) Prepares reports requested by the Central Office.
17) Provides for the completion of State required forms and reports.
18) Serves on the Superintendent’s Administrative Staff Advisory Council.
19) Arranges for the preparation of information needed in making application for State and Federal Grants.
20) Approves Bookstore requisitions that provide paperbacks and other materials offered for sale.
21) Approves and signs payroll records of substitute teachers, aides, and clerical personnel.

Student Behavior and Building Control
1)
Sees that standards of discipline and procedures are developed and implemented.
2)
Makes certain that standards of discipline are enforced.
3)
Plans for the utilization of preventive remedial measures in dealing with serious behavior problems.
4)
Arranges for the utilization of services of teachers, guidance counselors, the psychologist, social worker, and others in
carrying out effectively such preventative and remedial measures.
5)
Conducts conferences with parents of students with serious behavioral problems.
6)
Provides for the arrangement of an organized system of recording student conduct and student attendance.
7)
Suspends students from school on a temporary basis, when conduct warrants such action.
8)
Recommends to the Superintendent of Schools an extension of a temporary pupil suspension and/or a permanent
removal from school, when warranted by a student’s conduct.
9)
Works with staff in the fulfillment of their duties and responsibilities pertaining to matters of discipline.
10) Confers with and assists teachers having problems with students on matters of discipline.
11) Recommends the formulation of policies on student discipline to the Central Office staff.
12) Prepares reports for the Superintendent and/or Board of Education on serious student behavioral problems.
13) Provides for the development of discipline procedures that will be used in the handling of problems.
14) Provides for the supervision of students in corridors, lavatories and cafeterias and works with staff members in carrying
out these supervisory assignments.
15) Provides for the supervision of students at after school and evening functions such as athletic events, dances, concerts
and plays and works with staff members in their fulfillment of supervision assignments.
16) Establishes a school discipline committee in keeping with administrative regulations.
17) Confers with assistant principals, Pupil Personnel team members and parents when deemed appropriate in handling of
discipline problems.
18) Works with police officials on student matters related to school security and serious problems such as drug involvement
and vandalism.

Community Relations
1)
Works with parents in the development of school programs and activities.
2)
Develops a program of scholarships and awards for students in cooperation with community organizations and interested
individuals.
3)
Works with leaders and members of the Parent-Teacher’s Association and community groups.
4)
Provides information and assistance to the Citizens’ Advisory Committees in their study of school-related topics and
programs.
5)
Serves on committees of community organizations.
6)
Keeps parents and the community in general acquainted with the school’s programs, its policies and activities, including
new development and changes through letters and newspaper releases.
7)
Makes arrangements so that the school’s facilities are available for appropriate use by community youth and adult
groups.
8)
Encourages student participation in community activities and events.
9)
Encourages school-student-community activities.
10) Encourages school staff members to participate in community organization activities as resource persons.
11) Arranges for publicizing of special community-school events.
12) Attends meetings to explain the school’s program to improve community understanding and support.
13) Works with the P.T.A. in the development of programs to provide better understanding between the school and the home.
Student Services and Activities
1)
Arranges for the planning, organizing and conducting of “moving up” exercises.
2)
Confers with individual students and student committees.
3)
Provides a plan for the organization, safeguard and use of records pertaining to students including academic, health,
accident, attendance and guidance information.
