Planning Appraisal: This is a full planning application submitted by Flintshire County Council for the retention of an existing temporary single classroom unit previously granted The classroom unit was initially permitted under planning reference number 034135 on 26th July 2002.. Site Description and Proposed Development The mobile classroom is located on the boundary with Stryt Isa to the rear of the school main building and rear access. The building is one of three on the site which is in view from the public highway and residential properties opposite to the site. The classroom from inspection is visually tidy and it was in the interest of visually amenity of the area that only temporary consents were given for this type of development, in order to impose a measure of control over the appearance. As indicated since the last application there has been no major deterioration in the building which would harm the visual appearance of the area, and a further temporary consent is considered acceptable. From the site history listed above it is clear to see that this temporary classroom has been used for a number of years and from a planning point of view, there have never been any issues with it. The temporary classroom is well maintained and is a necessary addition to the school. The proposal complies with criteria contained within planning policy and the application is recommended for approval with a temporary consent for a period of 3 years. Recommendation Code: GRANT 1. Permission is granted for a limited period expiring on the 22nd August 2018 and unless an application is made and permission obtained for its retention, the building(s) shall be removed and the land reinstated to the satisfaction of the local planning authority at or before the expiration of the period granted by this permission. 2 Reason: In order that the local planning authority may retain a measure of control over the development in the interest of the visual amenities of the area. In considering this planning application the Council has acted in accordance with the Human Rights Act 1998 including Article 8 of the Convention and in a manner which is necessary in a democratic society in furtherance of the legitimate aims of the Act and the convention.
