1 Purpose
This document describes the membership and role of the group responsible for maintaining
the SNOMED CT Clinical imaging Procedure subset and the SNOMED CT Clinical Imaging
Procedure ‘interim’ representation on behalf of the NHS in England.
2 Background
2.1
Full SNOMED CT representation
In consultation with interested parties, a list of SNOMED CT descriptions to unambiguously
and consistently represent all Clinical Imaging procedures has been produced as a formal
SNOMED CT context description subset.
The purpose of this subset is to introduce consistency in the recording of this information by
constraining users to a limited set of terms. This should improve the data quality and assist in
the reduction of safety issues potentially arising from the misinterpretation of information on
their electronic systems by clinicians.
As medical practice evolves and adapts to meet the changing needs of healthcare it is
important that SNOMED CT reflects these changes so that clinicians can adequately
represent new and emerging techniques/practices. As such, any subset of SNOMED CT
should also reflect this dynamism.
The SNOMED CT Clinical Imaging Procedures Subset Management Group (CIMG) provides
a forum for consideration of all changes to the development and curation of a list of SNOMED
CT Clinical Imaging Procedures to ensure the subset is fit for the purpose of representing all
performed Clinical Imaging procedures in the NHS Care Record Service.
2.2
Interim SNOMED CT representation
Current and new systems being deployed to support the PACS programme in England are
unable to utilise the SNOMED CT solution described above due mainly to constraints of term
length, code construction and an inability to allow post-coordination.
As a result of discussions with regional representatives, suppliers, clinical representatives and
other stakeholders associated with the National Programme for IT, it became apparent that
there was a need for a National list of standard, unambiguous descriptions of radiology
procedures that would function within the constraints of these systems.
In recognition of the difficulty of establishing multiple management arrangements the
SNOMED CT Clinical Imaging Procedures Subset Management Group (CIMG) requested that
the creation of such a catalogue be undertaken by a the ‘central’ terminology service. It was
agreed that a single list should be adopted for interim use in the newly installed ‘legacy’
systems. It was further recommended that this list be based upon the one developed in
conjunction with the Royal College of Radiologists, already being adopted in some regions
and which has undergone a mapping to the SNOMED subset.
The CIMG agreed to take on the additional responsibility of managing this list on behalf of the
NHS in England too.

3.1
Communication Methods
Communication between members of the group will be primarily through electronic media
including email and discussion boards but also through face-to-face meetings and
teleconferences.
3.2
Frequency of Meetings
Face-to-face full membership meetings will take place six-monthly with ad-hoc, specialist subgroups meeting as and when necessary. These will be scheduled to taken place at the
appropriate point in the release cycle that submissions need expert review.

secondary uses activities with respect to DI

Representative of Independent Healthcare sector
It is essential that the group includes not just imaging professionals but also other clinical
representatives who utilise the services provided by Diagnostic Imaging Services.
Other attendees will be encouraged to attend to discuss specific topics.
The Group will be chaired by the NHS Connecting for Health (CfH) Terminology Service
manager to allow all clinical participants to engage fully in the discussions.
The CfH terminology service will also provide secretarial support.
3.4
Reporting Responsibilities
The Group will report to the National Imaging Board of the Department of Health and each
delegate will have individual responsibility to the organisations they represent.
Formal management of the group will be by the CfH terminology service who will also ensure
all documents and communications are handled in a timely fashion.
3.5
Scope of the subset
All procedures in the scope of the National PACS programme in England should be included
in the subset and the ‘interim’ solution.

An exception to this rule is that non-imaging therapeutic nuclear medicine procedures will also
be within scope.
As from October 2007, Medical photography imaging procedures will be brought into scope.
3.6
Key Responsibilities
1. The group is charged with maintaining the clinical integrity of both the SNOMED CT
Clinical Imaging Procedures subset, and the ‘interim’ representation – this will primarily by
drawing up editorial principles and assessing new candidates against them.
2. The group should be prepared to advise on any new content submission where
requested by the terminology service authoring team
3. The group should ensure that activities are in line with the policies and procedures of the
stakeholders they represent.
4. The group will attempt to resolve all requests for change within the group but where
necessary should have routes into expertise of the various sub-specialties.
5. The group should assist in new developments to the SNOMED CT concept model in the
imaging domain, specifically to consider the introduction of new components to
adequately represent all clinically relevant aspects.
6. Provide formal responses to originators where requests for change are not considered to
adhere to the principles of the subset.
7. The group should be asked to assist with the prioritisation of all coding-related activities in
the clinical imaging domain, however, the primary emphasis of the group should be
around direct patient care rather than secondary uses of the information. Nevertheless,
the group should consider all related uses of structured information and any issues
addressed.
