Table 1 shows the number and percentage of minority students in Florida’s six largest school districts, and Table 2 provides corresponding data for teachers in those districts. Combined, these six districts make up nearly half (48.41%) of the state’s public school membership. Gadsden and Miami-Dade counties, which have the highest minority student representations (96.63% and 91.96%, respectively), are the only Florida districts in which there are more minority teachers (78.62% and 73.73%, respectively) than white teachers. During the same period, the number of minority teachers increased by 1.63 percent, as shown in Table 3 below. Among the three largest racial groups, the Hispanic/Latino teacher population showed the greatest percentage increase from fall 2011 to fall 2012 (3.94%). These revisions allow teachers to select more than one race and to report their ethnicities and races separately when reporting their demographic information. For ethnicity, teachers select whether they are of Hispanic or Latino origin. All teachers who indicated that they are Hispanic or Latino are included only in the Hispanic/Latino counts in this report; they are not included in the racial categories they have selected. For race, teachers select one or more of the following: American Indian or Alaska Native, Asian, Black or African American, Native Hawaiian or Other Pacific Islander, White. Long-term Trends in the Ratio of Students to Teachers From fall 2011 to fall 2012, the number of minority teachers increased, and the number of minority students increased slightly. Comparative change in teacher and student populations may be better understood by comparing these populations over a multi-year period. Table 4 provides information on ratios of student populations to teacher populations by racial category in Florida from 1990 to 2012. (Note that student/teacher ratios are not the same as class size statistics. Student/teacher ratios merely compare total counts of populations in a system, whereas class size figures are based on counts of students in actual classrooms.) Results from the table are summarized as follows: Over the last 22 years, the ratio of students to teachers has declined. In the last two years, however, the ratio increased slightly for black or African American and for all minority teachers considered as a whole. Across the four experience-level categories, the column for teachers with 3 to 9 years of experience had the highest count. This was also true for each racial group except American Indian or Alaska Native. For Hispanic/Latino, Asian, and Native Hawaiian or Other Pacific Islander teachers, the experience level with the lowest count was the category for teachers with over 20 years of experience. The lowest count of white, black or African American, and American Indian or Alaska Native teachers and teachers of two or more races was in the category with fewer than three years of experience. Note that in addition to new teachers, factors such as teacher turnover rates and retirement can affect these distributions.
