There is no magic formula for earning an education, but a student will receive rewards from school that match the efforts and dedication they were willing to put into earning their education. There are many people in the School District of Laona working toward the same goal – providing a good education for all students in the district. Therefore, it is important that all students are aware of the policies and rules that give both rights and responsibilities. Each student has the right to: 1. an education; 2. use school facilities and programs according to the school’s regulations with supervision; 3. confidentiality of their records according to state and federal law; 4. have an elected student government; 5. courteous behavior from other students and staff members; 6. be free from assault, intimidation, or harassment; 7. hold property free from theft or damage; 8. request and get help from school staff members regarding drugs and alcohol; 9. decide their own dress as long as it is not disruptive, unhealthy, or hazardous; 10. form, hold, and express opinions and beliefs as long as the expression does not disrupt the operation of the school; 11. have knowledge of and access to all rules they are subject to; 12. NOT be prejudged for an alleged violation of rules and policies, and has the right to present their side before any judgment is made; and appeal the application of these rights through an appeal process. NON-DISCRIMINATION POLICY It is the policy of the School District of Laona that no person may be denied admission to any public school in this district or be denied participation in, be denied benefits of, or be discriminated against in a curricular, extra-curricular, pupil service, recreation, or other program, activity, or employment because of the person’s sex, race, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation, arrest or conviction record, or membership in the National Guard, state defense force or any other reserve component of the military forces of the United States or Wisconsin, or physical, mental, emotional, or learning disability as defined by Title IX of Education Amendments of 172 (sex), Title VI of the Civil Rights Act of 1965 (race and national origin), and Section 504 of the Rehabilitation Act of 1973. Inquiries, questions or complaints concerning nondiscrimination should be directed to: District Administrator School District of Laona 5216 Forest Avenue, Suite A Laona, WI 54541 (715) 674-2143 Any complaint regarding the interpretation of application of the district’s student nondiscrimination policy will be processed in accordance with the following grievance procedures: 1. Any student, parent, or resident of the district complaining of discrimination is to report the complaint in writing to the district administrator. 2. Upon receipt of a written complaint, the district administrator will undertake an investigation of the alleged infraction. The district administrator will review the facts of the claim with the appropriate persons. The district administrator will decide the merits of the case, determine any actions to be taken, and report the findings and resolution of the case to the grievant within 15 days of receiving the complaint. 3. The grievant may appeal the decision in writing to the school board if dissatisfied with the decision of the district administrator. The board will hear the appeal at its next regular meeting, or a special meeting may be called to hear the appeal. The board will make its decision in writing within 15 days after the hearing. Copies of the written decision will be mailed or delivered to the grievant and the district administrator. 4. The grievant may appeal the decision in writing to the State Superintendent of Public Instruction within 30 days if dissatisfied with the board’s decision. 5. Discrimination complaints relating to the identification, evaluation, educational placement or the provision of free and appropriate public education of a child with exceptional educational needs shall be processed in accordance with established appeal procedures outlined in the district’s special education handbook. 6. Discrimination complaints relating to programs specifically governed by federal law or regulation shall be referred directly to the State Superintendent of Public Instruction. 7. Nothing in these procedures shall preclude individuals from filing a complaint directly with the Office of Civil Rights, U.S. Department of Education. ACADEMICS To graduate from Laona High School, the following conditions must be met. Students must earn 24 credits in the areas listed below. A credit represents successful completion of work requiring a minimum of 7 class periods (approximately 50 minutes per period). Students are encouraged to complete majors in the four academic areas of English, Social Studies/History, Mathematics and Science. A major is four credits in the subject area. Honor Roll The following requirements must be attained in order to gain the Honor Roll. The Honor Roll will be posted at the end of each term. All credit and graded courses are counted for the Honor Roll. Grade point average equals total credit points divided by total credit attempted. Graduation Honors Graduation honors are computed in the same fashion as the honor roll. Rank in class is computed at the end of the fourth semester of the senior year and includes only those letter grades earned from ninth (9th) grade through the twelfth (12th) grade. For students to be considered for the Higher Education Act (HEA) scholarship they must be enrolled in the School District of Laona for a minimum of three (3) years and include transcripts from previous schools. (Note: Only Wisconsin school transcripts apply toward the HEA Scholarship). Valedictorian – student with number 1 rank in class* Salutatorian – student with number 2 rank in class Four (4) year grade point average of 3.5 allows the wearing of the honor cord and the notice in the graduation program. Students who are members of the National Honor Society shall wear the appropriate sash. *Check with the district office for tiebreakers. Final Examinations (Board policy) All students, grades 7-12 will take appropriate final examinations as scheduled at the end of each semester. The examinations will be a minimum of twice the length of a normal class period or a final project which has been approved by administration prior to the testing dates. Semester examinations will count as 10% of the semester grade. The exam schedule will be established by administration. Honor Status Program In our efforts to strive toward school improvement, we are implementing an Honor Status program in the high school. The program will serve as an incentive for students who are performing well in the classroom, attending school on a regular basis, and show respect toward their peers and staff. Students who are on the honor roll at the end of each quarter of the school year will be eligible for Honor Status throughout the next three week grade check period. Those who were not on the honor roll at the end of each quarter may gain status by reaching the criteria by the end of the third week of each quarter. If the student maintains that status at the end of each three week period, he/she will continue in the program. Honor Status will carry over to the next year. Incentives for Honor Status grades (7-10): *The students will have the option to stay in study hall or go to the Honor Status room. The cafeteria will be the location for Honor Status students, which will allow them to do their work in a little different environment. A bit more relaxed environment to study or hangout! *A television will be allowed during their study time, and they will be able to socialize in a respectful manner. *Students may work/study together as long as common classroom expectations are met. *Students will be able to seek help from their teachers at this time also via a pass. *When their work is completed, students will be allowed to use the gym or weight room area. Incentives for Honor Status grades (11-12): *Same as the incentives listed above! *Juniors and seniors who have a signed parent permission slip may sign out from their regular study hall to leave the building for the rest of the day. They may not re-enter the building until after 3:20 p.m. unless they have specific business to attend. The following actions will result in removal from Honor Status: 1. Any unexcused absence 2. Two behavioral referrals of any kind 3. Any type of suspension 4. Receiving a grade/s of “D” or “F” at all grade check times. Grade checks will be done every three weeks. 5. Truancy issues Students earn the privilege to gain Honor Status! If status is lost, it can be regained at the beginning of the next three week grade check. Attendance and behavior standards must be met to maintain Honor Status! Now or Noon Program Now or Noon is a program that will allow students the opportunity to complete unfinished assignments in a quiet environment. Students who do not complete their daily assignments will need to report to the Now or Noon workroom after eating lunch. Please understand, this is not a program set up to punish students for missing assignments, rather it is an opportunity for students to be more successful. Noon hour is a time for students to relax a bit and spend some time with friends. Completing homework and doing your best, will allow you the opportunity to take a break with your friends. Hopefully over time the number of students who attend Now or Noon will decrease, and the missing grades from the past will go away! Our goal is to improve student learning and overall achievement. Being able to complete assignments and receive up to 80% of the original grade can make a significant impact on student achievement. Students with missing work will be reminded to report to the Now or Noon workroom. Those who do not attend will receive a zero if no work was submitted to the teacher. The maximum score for assignments submitted to the teacher without attending Now or Noon will be graded according to the quality of the work completed at the time the assignment was due. If the behavior continues, a parent phone call will be made to inform them about the missed opportunity to succeed. Please take advantage of the opportunity to complete any missing work for that day. Missed assignments in the morning will be completed at noon of that same day. Missed assignments in the afternoon will be completed the next day at noon. If the assignment is completed overnight, the student will still need to report to the workroom the next day. Over time, we hope the program will serve as a study hall only, giving students who want a quiet place to work the opportunity to do so! BUS BEHAVIOR The bus ride to and from school, or on extra-curricular events, is an extension of the school day. Bus rules are in place for the safety of everyone involved and students are expected to follow the rules. The School District of Laona contracts its bus services through Lamers Bus Company. Each Lamers bus driver has a set of established bus rules and presents the rules to the students at the start of the school year. Students who are in violation of the bus rules are referred to the office. School staff will work with the referred student to resolve bus issues. Copies of written referrals will be sent home to parents. Students who receive repeated bus referrals may receive consequences, which could include temporary or permanent suspension of bus riding privileges. COMPUTER USE AND INTERNET Students have the opportunity to use school computers to access the internet, work on projects, etc. We expect the students to use the computers appropriately for learning experiences. Students who abuse the use of the computers will have their parent contacted and may lose their computer use privilege for a minimum of 10 school days. Parents/guardians are asked to send written notice if they do not want their child using computers or the internet. COMPULSORY ATTENDANCE Children between the ages of six and eighteen are required to attend school regularly (religious holidays are an exception). A student who turns 18 is required to attend school to the end of the term, quarter, or semester in which they turn eighteen, unless they have a legal excuse or have graduated from high school. A parent/guardian may not excuse a student for more than ten (10) days in a school year. Students must complete coursework missed while absent. At age 18 a child may request, with written approval of their parent/guardian, to be excused from attending school. Individuals also have the right to be re-admitted to school at the start of the next semester of school. Children who are 16 years of age or older may be excused from full-time attendance at school to be in a school to work training or work study program that was developed for him/her by the guidance counselor or school psychologist. School truancy and absence consequences Wisconsin Statute 118.15(3)(c) allows parents to excuse their child’s absence in writing before the absence. A child may not be excused for more than 10 days in a school year under this provision. Parents are asked to coordinate, in advance, with their child’s teachers for a planned absence so school work can be prepared. The State of Wisconsin has laws for compulsory school attendance for students. If a student misses part or all of five (5) or more days without an acceptable excuse in a school semester, the student may be considered to be “habitually truant” and a truancy referral may be made by the school against the student under Wisconsin Statute 118.16(5) to the municipal court. If a student has been determined to be truant, the parents/guardians will be sent a letter asking the parents/guardians to come to school for a meeting. The purpose of the meeting will be to determine the cause/s for the truancy and to cooperatively discuss changes that will promote improved attendance, either on the part of the school, district, parent, or student, as appropriate. Potential areas to be considered may include, but not be limited to, such things as a change in schedule, counseling services, AODA evaluation, as well as academic or other referrals/evaluations. Student absences and excuses The Laona School Board considers regular attendance critical for student success in school and future endeavors; therefore, parents are responsible for having their child attend school regularly during full class periods and hours that the school is in session unless the student has a legal excuse, which includes: 1. Illness or quarantine; 2. Regular medical or dental visits; 3. Death or serious illness in family; 4. Special circumstances, provided arrangements are made in advance of absence; 5. Emergencies over which the student has no control; 6. Students who are absent with an acceptable excuse will have double the amount of time missed to make up assignments that were given during the absence unless special arrangements are made with the teacher. Assignments that were assigned prior to the absence and due the day of the absence will be due when the student returns to school. An excuse from a doctor is required for repeated or extended absences. The principal may excuse other exceptional absences; however, absences for family trips and vacations are discouraged. When an absence can be planned in advance, students should seek their assignments from the teachers. Steps to follow when a student will be absent – The student’s parent or guardian must call the school at 715-674-2143 in the early morning, by phone, in the event a student is going to be absent from school that day. If no school staff member is available personally, leave a message. When the student returns to school, he/she must report immediately to the office with an excuse slip that clearly states the reason for the absence. The student will be issued an admission slip at the office and must present it to be signed by each teacher of the classes missed. If a student returns to school during the school day, the student should report immediately to the office and also obtain an admittance slip. Pre-planned absences 1. Students who know in advance that they will be absent for funerals, college visits, medical appointments, etc. should bring a note to the office at least three days prior to the absence. The note should be signed by a parent/guardian and contain date, time of absence, and reason for the absence. The student will then be issued a pre-planned absence slip. 2. The pre-planned absence slip should be presented to the student’s teachers, and all assignments should be given to the student before the absence. DAILY PARTICIPATION ELIGIBILITY A student must attend school all day in order to participate in that day's activity, practice or competition. Students arriving after 8:35 a.m. will not be allowed to participate. Unexcused absences for any part of the school day WILL NOT be tolerated and result the loss of eligibility for the day. An unexcused absence the day after an event shall forfeit eligibility for the next scheduled event. In the event of a Friday absence parental contact with the principal is required, before the student can participate in Saturday's activity/event. The principal must approve any exception to the daily attendance rule. A student or parent must contact the principal IN ADVANCE of an absence from school to obtain a waiver. DISCIPLINE CODE Discipline Chart Most disciplinary offenses fall into the categories on this chart. Based on investigation results of each incident, action taken will fall within a range of consequences-minimum to maximum actions. This does not imply or require that a “step by step” progression be employed. The minimum action does not mean “first offense”. It is understood that the rules for student conduct are not all inclusive. The administration has the right to divert from the identified standards if the circumstances of the situation warrants. School for student behaviors that distract from a positive learning environment. It is used as a means to encourage students to change their inappropriate behavior without removing them from class. When a student is assigned a detention, parents will be informed of the reason for the detention and the date it will be served. Parents/guardians will be responsible for the student’s transportation home after the detention is served. Other major guidelines concerning detention are: • Detentions will be served at lunch or after school from 3:20-3:50 p.m. • All detention time will be spend on homework or reading. • There is no soda, gum, or talking allowed in detention. Any misbehavior will result in the student not being given credit for serving the detention. • Not serving a detention will prevent the student from attending any extra-curricular activities until the detention is served. 1. Unexcused Tardiness – Any student without an appropriate pass will receive an unexcused tardiness if they are not inside the classroom door by the end of the last bell. Tardies are calculated on a cumulative basis for each semester. Each student starts with a clean slate for tardies at the start of a new semester. a. First tardiness – verbal warning. b. Second tardiness – verbal warning and parent contact. c. Third tardiness – parent contact and detention. 2. Class Cuts – Any student without an appropriate pass or a School Board approved excuse is cutting class if they are not in attendance within ten minutes after the bell. The student must remain in attendance, even if they arrived unexcused. A student who leaves a class without permission is also cutting that class. 3. Lunch/Activity Cuts – Any student in an inappropriate area during lunch: off campus for lunch, in restricted areas in the building, in the parking lot, will receive a verbal warning and a call will be made to the parents/guardian. If the behavior continues a detention will be given to the student and a meeting between the principal, parent, and student will be scheduled. 4. Hall Loitering Without a Pass – A student in the halls or bathrooms without an appropriate pass during class time will be escorted to class and reported to the principal. If the behavior continues a parent contact will be made and a detention will be given. 5. Not Serving Detentions – Students are expected to be on time to serve assigned detentions. Students should report to detention with work to do, and they must serve the entire detention. School consequences are as listed below: First occurrence: parent contact Second occurrence: parent meeting Third occurrence: in-school suspension (Complete all work) In-School Suspension In-school suspension is another consequence used for repeated or more serious misbehaviors. When a student is assigned an in-school suspension, parents will be informed of the reason for the suspension and the date it will be served. A student on in-school suspension will be isolated from the student body. The student will be escorted to the lunch line during elementary lunch and eat in the ISS room. Students on in-school suspension will be denied attendance to after school activities. The length of the in-school suspension may be extended if the student does not follow rules or complete assignments during the suspension. Expulsion When a student’s behavior interferes with the educational purpose of the school, the staff will make every attempt, and use every possible resource, to help the student learn self-discipline and responsibility. However, repeated breaking of school rules could result in a recommendation by the District Administrator for expulsion. A single serious infraction of the discipline plan may also result in a recommendation for expulsion. Expulsion is a legal process and is governed by Wisconsin legal statutes. It is used only as a last resort in instances where severe issues of safety and the good order of school operations come up. Expulsion may occur only after it has been proven that a student repeatedly refuses or neglects to follow school rules, or endangers the property, health, or safety of others in school or during school activities despite the District’s efforts to help the student remedy their behavior and be a successful member of the student body. It may also occur if a student endangers the property, health, or safety of any school staff or school board member of the School District of Laona. Expulsion is a detailed legal process that has many provisions. A complete copy of guidelines and procedures for expulsion from the School District of Laona is found in Board of Education Policy JDE and may be obtained from the District Office. DRESS CODE The objective of Laona High School’s dress code is to provide a safe learning environment free of apparel that is disturbing, provocative or dangerous. Items must be free of vulgar language, racism, sexual innuendo, advertisements for tobacco, alcohol or other drugs, promotion of gambling and/or gangs, and must not depict violence nor be sexually revealing. Hats, caps, bandanas, hoods and other distracting headgear are to be removed upon entering the building. Anything gang associated is prohibited. Clothing requirements during the normal school day: Tops must be tight up under the arm. No exposure or displays of undergarments, cleavage, or midriff are allowed while sitting or standing. State law mandates the use of foot apparel at all times. Sexual innuendoes include, but are not limited to, Playboy symbols, Hooter’s, and Big Johnson trademarks. When in a normal standing position with arms extended at side, skirts, dresses, and shorts must be at least to the end of the fingertips or lower. Jackets, backpacks, and purses are not permitted in the classroom for safety reasons. Students may not wear coats or jackets during the regular school day or while in detention unless a teacher feels it is necessary for temperature, climate, health, or safety reasons, Blouses or tops must have straps over the shoulders. Each staff member has the authority to enforce school standards of dress. ELECTRONIC DEVICES AND CELL PHONES Students may use Cell phones, I-Pods, MP3 players, and other personal electronic entertainment devices at the classroom teacher’s discretion. When the use of an electronic device takes away from the learning environment, the device will be placed on the teacher’s desk until the end of the period. If the problem continues the following steps will be taken: 1. The device will be turned into the principal until the end of day. 2. The device will be turned into the principal, and a parent or guardian will have to meet with the principal before it is returned. 3. The student will lose his/her privilege to use the device at school for a month or possibly longer. Electronic devices should only be used to enhance the quality of education for our students! See policy on page 21. HARASSMENT/BULLYING Harassment/bullying is defined as behavior intended to intimidate or humiliate another. Harassment/bullying behaviors include, but are not limited to, shoving, punching, tripping, kicking, taking or damaging one’s property, making threats, teasing, name calling, excluding from activities, tormenting, taunting, cyberbullying, or cruel/abusive treatment. Harassment includes verbal comments or other expressions that insult, degrade, or stereotype any person or group because of race, color, national origin, gender, sexual orientation, religion, creed, pregnancy, parental/marital status, disability, or age. Students who believe they have been subjected to harassment or bullying, or parents/guardians who believe their child has been subjected to harassment or bullying, should report the incident to a staff member as soon after the incident occurred as possible. Establishing a school climate free of harassment/bullying begins with reporting incidents. Students should report incidents of bullying to a staff member. School staff will investigate bullying reports. The District’s Equity Board may also be involved in an investigation. Every effort will be taken to maintain confidentiality for students reporting incidents of bullying. The following disciplinary options will be taken as appropriate: 1. Warning 2. In-school suspension 3. Out-of-school suspension 4. Exclusion from certain areas if school campus or privilege revocation 5. Referral to police 6. Expulsion See board policy 411 for more information. ILLNESS AND INJURY Report all injuries to the supervising teacher/staff member. The teacher/staff member will provide assistance and assess the injury. DO NOT miss class or leave school without going to the office, or have a school official contact the office. Students who get sick during the school day should report to the office. Office staff will assess the situation and parents/guardians will be contacted to come and pick the student up from school if the student is too sick to continue the school day. LEAVING THE BUILDING Prior parent permission is required to leave the building during class time. Parents are asked to call the office or send a note allowing the child to leave the building. A pass signed by the office is needed. The only exceptions to this policy are workstudy programs, field trips, and extra-curricular activities. In these cases, the teacher or coach will inform the office of the student’s early departure. It is important that students plan in advance for the items they will need during the school day and for extra-curricular events. Students should not ask school staff for permission to leave the building during school time if they have not arranged for prior parent permission. LOCKERS Lockers, the building, and parking areas are the property of the school. A student locker is provided to be used for storage of outer garments and school materials. Large sums of money and/or other valuable items should not be kept in student lockers. It is highly recommended that locks be placed on the student’s locker to prevent theft. 1. The locker is NOT the student's private property and may be opened and searched by school authorities at any time. 2. The school cannot accept responsibility for valuables of students. 3. Keep your locker locked at all times and don't share your combination. 4. Buy a school lock or register your lock at the school office. All lock combinations or a duplicate key must be kept in the office. Locks without registered combinations or duplicate keys may be cut off. 5. Opened food and drink are not allowed in lockers. Students are responsible for the condition and appearance of their locker. LUNCH AND OPEN/CLOSED CAMPUS Children need healthy meals to learn. The School District of Laona offers healthy meals every school day. The School District of Laona announces its Provision 2 Food Service Program and will continue to offer free breakfast, free lunch, and free milk to all students for the 2014-2015 School Year. This is made possible through the National School Lunch Program, the School Breakfast Program, and the Wisconsin School Day Milk Program. Discrimination in the administration of federal food programs is prohibited. The school lunch is a part of the school program. Not only are school rules in effect, but also the basic rules of etiquette and courtesy should be followed. Students need to clean up after themselves. The following areas are available to the students during lunchtime: the library for study purposes, the gymnasium, the commons area, and locker area. Students are not to congregate or loiter in the bathrooms or at door entrances. 7th, 8th, 9th, and 10th graders have closed campus and are not allowed to leave the school grounds. These students may be outside during lunchtime in the covered area immediately outside the high school entrance. 11th and 12th graders have open campus, but only during their assigned lunch period. MEDIA & PHOTOGRAPHS Periodically, the school may take pictures or video of students for classroom use, newspaper articles, or possibly news stories. If a parent/guardian does not want their child included in any of these school activities or projects, please send a written notice to the school asking that the child be exempt from these activities. MEDICATION Medications should be administered to school age children at home rather than at school whenever possible. The School District of Laona has established a written policy governing the administration of prescription and non-prescription medication. Any parent wishing to have medication administered to their student during school hours must bring the medication in its original package or prescription bottle to the elementary office with a Medication Consent Form filled out by the parent/guardian and physician (if prescription medicine) before any medications can be dispensed. A complete copy of the school policy will be given upon request or when the Medication Consent Form is brought to the office. Medications, which would be used in emergencies such as epipens, may be kept with students 9 years of age or older with a written communication by the parent/guardian on file in the elementary school office. The student shall not possess more than one day’s supply. Non-prescription medications such as aspirin, etc. can be brought to the office for individual student use. Parents/guardians are asked to complete a form. The student’s name will be put on the medication and dispensed to that student only on an as needed basis. SCHOOL TELEPHONE Use of the office phone by students is restricted to emergency business only. Permission to use it must be obtained from office personnel. Only in the case of an emergency phone call will a student be called out of class. Other messages will be posted on the board outside of the office, but parents are encouraged to communicate with their children before they leave for school. MOTOR VEHICLES AND PARKING (Includes cars, trucks) Bus transportation is provided to students living a distance from the school. All students are encouraged to use this transportation. Students who do drive to school are encouraged to use the school’s student parking lot. In order to use the student lot, copies of the following documents must be on file in the high school office: 1. The student’s driver’s license; 2. Vehicle registration; and 3. Proof of car insurance. SCHOOL CLOSING In the event of severely inclement weather or mechanical breakdown, school may be closed or starting time delayed. The same conditions may necessitate early dismissal. School closing, delayed starting time or early dismissal will be announced over radio stations. A partial listing of stations is listed below. If no report is heard, it can be assumed that school will be in session. Please do not call the school or homes. Telephone lines must be kept open for emergencies. VENDING MACHINES AND BEVERAGES Vending machines located in the commons area that dispense a variety of beverages have been provided as a privilege. They are to be used before and after school and during the lunch period. The profits from the machines are used for student activities. In order to keep the school building clean and to make sure that school material is not damaged due to spills, students are not to store open beverage containers in lockers. Beverages are to be consumed in the area near the beverage machines only. Only clear bottled water, not to include sports drinks, may be consumed in classrooms. Cans and bottles are to be disposed of in the correct recycling containers. Spills must be cleaned up immediately. HEALTHY SNACKS Snacks served before, during, or after the school day will make a positive contribution to children’s diets and health, with an emphasis on serving fruits and vegetables as the primary snacks and water as the primary beverage. Schools will assess if and when to offer snacks based on timing of school meals, children’s nutritional needs, children’s ages, and other considerations. The district will disseminate a list of healthful snack items to teachers, before or after school program personnel, and parents. REF 363.2 PAGE: 1 OF 4 SCHOOL DISTRICT OF LAONA BOARD OF EDUCATION POLICIES APPROPRIATE USE OF TECHNOLOGY The School District of Laona uses technology resources, including the Internet, as tools to support teaching and learning. The term “technology resources,” includes laptop and desktop computers, cell phones, smart phones, telephones, servers, e-readers, storage media, handheld devices, printers, scanners, software and other District-owned or contracted-for electronic communication equipment. Technology resources, like any other school property, are owned by and the property of the District or subject to the District’s rights under contract and law. Technology resources must be used efficiently in the interests of the District and for the educational purposes for which they were intended. Users are required to follow the guidelines outlined in this Policy, as well as other school rules and other related policies. “Web resources” are a collection of tools that enable interaction on the Internet and include blogs, wikis, podcasts, social-bookmarking, e-mail and other forms of electronic communication. The District provides access to many hosted (in-District) web resources for use by its staff and students. Where a District solution is not offered, the District permits responsible and safe use of publicly accessible tools for instructional and educational purposes. Users are expected to engage in safe and acceptable use of the Web resources at all times, including limiting one’s disclosure of personal information over the Web. Falsifying an identity or using someone else’s identity is a violation of District policy and state law (Section 943.70, Wis. Stats.) which may result in disciplinary or criminal action against the violator. The use of technology resources and web resources is considered an extension of the classroom. Therefore, compliance with all District policies, guidelines, rules and acceptable standards of behavior are necessary and required. Any communication that is considered inappropriate in the classroom is also inappropriate in all uses of Web resources. This includes but is not limited to profanity or racist, sexist or discriminatory remarks. The District prohibits users of the District’s network from using, accessing, storing or transmitting inappropriate content. Examples of inappropriate content include offensive, profane, abusive, harassing, sexually explicit, threatening or obscene language or visual depictions, as well as pornography and child pornography. CIPA (Children’s Internet Protection Act) It is the Policy of the School District of Laona to: (a) prevent access to or transmission of inappropriate content by its computers and over its network through electronic mail or other forms of communication; (b) promote the safety and security of minors using the District’s computers, electronic mail, and other forms of communications; (c) prevent unauthorized access (such as “hacking”) and other unlawful activities; (d) prevent unauthorized online disclosure, use, or dissemination of student personally identifiable information; and (e) comply with CIPA—the Children’s Internet Protection Act [Pub. L. No.106-554 and 47 USC 254(h)] and all other applicable laws. The District uses an Internet content filtering system to block access to material that is harmful to students, obscene or disruptive to the educational or work environment, and to a lesser degree, high risk activities. The District uses reasonable technology protection measures designed to comply with CIPA’s requirements. The District reserves the right to block sites that do not enhance educational activities or are not in compliance with CIPA. No technology measure can block 100% of inappropriate content so the District emphasizes the importance of responsible use and of parent and staff supervision in monitoring use of technology. Proxy sites may not be used to bypass Internet content filters. Acceptable Use The use of the district’s information system must be in support of education and research and consistent with the educational objectives of the School District of Laona. Occasional personal use by employees of the district, students, and community members outside the school day is permissible. Use of another organization's network or computing resources must comply with the rules appropriate for that network. Transmission of any material in violation of any national or state regulation is prohibited. This includes, but is not limited to, copyrighted, threatening or obscene material. Use for personal financial gain or product advertisement for personal use is not acceptable. All users who receive a District technology account will be provided an opportunity to learn about proper use of the technology and appropriate etiquette. Users are expected to abide by the generally accepted rules of technology etiquette. It shall be the responsibility of all District staff and parents to educate, supervise and monitor appropriate use of the computer network and access to the Internet in accordance with this Policy. Misuse should be reported to the appropriate teacher or administrator immediately. The District will promote safe online activity for students and educate students about appropriate online behavior, including interacting with other individuals on social networking websites and cyber-bullying awareness and response. This includes, but is not limited to: Teaching students how to locate and evaluate appropriate electronic sources; Teaching students information literacy skills, including understanding of safety, copyright, ethical practice and data privacy; and, Teaching students proper safety procedures when using e-mail, social networking websites, texting, and other forms of direct electronic communication. It is recognized that use of the Internet outside the school day with personal technology devices can have an impact on the District, school and others. If Internet expression such as cyber-bullying creates a substantial disruption at school, offenders may be subject to school disciplinary action and/or legal action (Policy 411.2). Rules a. Illegal activities (violations of state and/or federal laws) are strictly forbidden. b. Accessing, transmitting, or receiving of pornographic, obscene, sexually explicit, abusive, vulgar, inflammatory, threatening, racist, hateful, and/or disrespectful material on school devices or through personal devices while on school property or under supervision of a school authority is prohibited. c. Vandalism will result in the cancellation of privileges. Vandalism is any deliberate attempt to harm or destroy data or hardware of another user or any of the networks that are connected to the Internet structure. This includes (but is not limited to) the downloading, uploading, creation and/or modification of viruses. d. Attempts to gain unauthorized access to system programs or computer equipment are prohibited and any attempt to harm, modify, or destroy data of another is prohibited. e. Use of another individual’s account, with or without their consent, is not allowed. Trespassing in others' folders, work, or files is prohibited. f. Posting false or defamatory information about a person or organization is prohibited. g. Posting private information about another person such as pictures, addresses, telephone numbers, identification numbers, account numbers, access codes, and/or passwords is prohibited. h. Remote access of any District technology resources is prohibited without prior consent from the Technology Director. i. Use of District technology that disrupts the use by others, including downloading and/or playing of games, music or videos for leisure is prohibited. j. Students may not download software programs including any executable files to school computers. k. Staff and students may not download school or district software programs onto personal property. l. Security on any technology system is a high priority, especially when the system involves many users. If a user feels he/she can identify a security problem on the network, he/she must notify the Technology Director. Any users who violate security rules may be denied access to District technology. m. Students may not access any type of chat group without scheduling its usage in advance through their teacher or administrator. n. All equipment connected to the District’s information networks through a physical connection to a network jack, computer, or through a wireless connection must be done with prior approval of a teacher or administrator. o. The District will not accept liability for personal electronic devices, while on district property or while attending district sponsored events, that are lost or damaged. It is the responsibility of students and staff to safeguard their personal belongings. Email Electronic mail (e-mail) is not intended to be private and secure in the District’s information system. Technology Services that operates the system has access to all e-mail. Information Technology Services may inspect the contents of e-mail sent by one user to another addressee. They may also disclose such contents to other than the sender or an intended recipient without the consent of the sender or an intended recipient, unless required to do so by law or policies of the School District of Laona. Technology Services will investigate complaints regarding e-mail which is alleged to contain defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive, or illegal material. Messages relating to or in support of illegal activities will be reported to the authorities. Penalties The School District of Laona reserves the right to inspect and review digital content without notice, without consent, and without a search warrant. If it is suspected that laws have been violated, a law enforcement agency may be contacted. The Technology Director and staff supervisors will decide what is inappropriate use of the District Information System, and if the acceptable use policy of the district has been violated. The Technology Services may close an account at any time in order to secure the network environment. The administration, faculty, and staff of the School District of Laona may request that the system administrator deny, revoke, or suspend specific user accounts. Violators of this acceptable use policy will be reported to the Building Principal and/or Superintendent who will determine the consequences for the misuse or abuse. Depending on the severity of the situation, and at the discretion of the building Principal and/or Superintendent, any or all of the following consequences may be pursued: Students a. Suspension of District technology and/or Internet access b. Revocation of District technology and/or Internet access c. School suspension d. School expulsion e. Civil action and/or prosecution by the authorities Staff a. Suspension of District technology and/or Internet access b. Revocation of District technology and/or Internet access c. Civil action and/or prosecution by the authorities d. Restitution of damages e. Termination Photographic Capabilities In accordance with state law (Section 175.22, Wis. Stats., §942.08, §942.09), under no circumstances shall cell phones or any other devices with photographic capabilities be used in locker rooms, bathrooms, or other areas where privacy is expected. Cell phones with photographic capabilities shall not be used to photograph students and others without their permission and shall not be used to photograph any items that are confidential (e.g., testing materials). A student or staff member who violates the photographic capabilities of this policy shall be disciplined, which may result in suspension of technology privileges, legal action, and discipline up to and including suspension and expulsion for students and discipline up to and including discharge for employees. Acceptable Use Agreement To ensure quality use of the District’s Information System all users will be required to sign an “Acceptable Use Agreement” which indicates adherence to this policy. Warranty Disclaimer The School District of Laona makes every effort possible to supply high quality and reliable technology services to its users. However, the District makes no warranties of any kind, whether expressed or implied, for the service it is providing. The School District of Laona will not be responsible for any damages suffered. This includes the loss of data resulting from delays, non-deliveries, misdeliveries, or service interruptions caused by its own negligence or user errors or omissions. Use of any information obtained via the Internet is at the user’s own risk. Despite its efforts to screen Internet retrieved materials, the School District of Laona specifically denies any responsibility for the accuracy, quality, or potential harm of information obtained through its Internet service. Last year we provided a technology device for every student and will continue with that this year. This fee is an effort to main our technology resources to ensure continued student access to technology as part of their learning process. This fee will cover up to two fixes per device per year. After those two fixes, the student will be responsible to cover the cost. This fee will also be used to continue to maintain other areas that support our daily use of technology in the learning process. While we expect everyone to pay the full fee, no student will be denied access to technology. Those students without devices will either have to check out devices to be used only during the school day, use the computer labs available, or share with students who do have access to a device. STUDENT RECORDS Student records are maintained to assist students, parents, guardians, and the school in achieving the student’s educational goals. Such records are accumulated, maintained, released, transferred, and eventually destroyed by the building principal or his/her designee in accordance with state and federal law federal law. Only those individuals or agencies specifically authorized by state and federal law shall be granted access to a student’s records. The school district does forward records to other schools that have requested the records and in which the student seeks or intends to enroll, or is already enrolled, as long as the disclosure is for purposes related to the student’s enrollment or transfer. An adult student or the parent/guardian of a minor student may inspect the student’s records in accordance with administrative policy and established procedures and may challenge the content if he/she believes the records are inaccurate or misleading. Such a complaint would be filed with the building principal. If not satisfied with the decision, an appeal avenue is available through the Family Policy and Regulations Office of the U.S. Department of Education. ASBESTOS NOTIFICATION As a result of recent federal legislation (Asbestos Hazard Emergency Response Act-AHERA), each primary and secondary school in the nation is required to complete a stringent new inspection for asbestos and to develop a plan of management for all asbestos-containing building materials. The School District of Laona has a goal to be in full compliance with this law and is following the spirit, as well as, the letter of the law. As a matter of policy, the District shall continue to maintain a safe and healthful environment for our community’s youth and employees. In keeping with this legislation, all buildings (including support buildings) owned by the school district were inspected by Environmental Protection Agency (EPA) accredited inspectors and samples were analyzed by an independent laboratory. Based on the inspection, the District prepared and the state approved a comprehensive management plan for handling asbestos safely and responsibly. Furthermore, the School District of Laona has completed its AHERA 3 year re-inspection requirement. Federal law requires a periodic walk-through (called “Surveillance”) every six months. Also, the law requires all buildings to be re-inspected three years after a management plan is in effect. The Asbestos Management Plan for the School District of Laona is located in the district administrator’s office in the Laona Elementary School. The plan is available for public inspection during regular business hours in the district administrator’s office by appointment only, when such appointment is made with the district administrator at least one working day in advance. Any request to view the plan must be honored by the designated person within five (5) working days of the receipt of such a request. Copies of the document are available at 25 cents per page from the district office. Allow five (5) days after written request for compliance. Youth Options Program High School students in the SCHOOL DISTRICT OF LAONA may participate in the Youth Options Program in accordance with state law requirements and established procedures. The Youth Options Program provides eligible students an opportunity to take courses at technical colleges and institutions of higher education while in high school. Students interested in participating shall inform the SCHOOL DISTRICT OF LAONA of their intention to take postsecondary courses under this program, prior to enrollment in the course(s) and within designated timelines. The Board shall determine whether a course taken through the Youth Options Program is comparable to a course offered in the SCHOOL DISTRICT OF LAONA, whether it satisfies graduation requirements and what, if any, high school credits will be awarded to the student. Courses taken as part of the Youth Options Program shall be paid for as follows: 1. The SCHOOL DISTRICT OF LAONA shall pay for no more than the equivalent of 18 postsecondary semester credits per student. {2003 Wisconsin Act 131 authorizes school boards to establish a written policy limiting the number of credits for which the school board will pay under the Youth Options Program law to the equivalent of 18 postsecondary semester credits per student. If a district does not want to limit the number of postsecondary semester credits paid for by the district through the Youth Options Program, this statement should be deleted.} 2. If the course is taken for high school credit and the course is not comparable to a course offered in the SCHOOL DISTRICT OF LAONA, the Board shall pay as required by law. 3. If the student is attending an institution of higher education or a technical college and the course is taken for high school credit and is comparable to a course offered in the SCHOOL DISTRICT OF LAONA, the student shall pay as required by law. 4. If the course is taken for postsecondary credit only, the student shall pay the cost associated with the course as required by law. 5. If the student attending courses at a technical college under this program is a child with a disability, the Board shall also pay the costs of any special services required for the student as determined jointly by the SCHOOL DISTRICT OF LAONA and technical college. The SCHOOL DISTRICT OF LAONA may refuse to permit a child with a disability to attend a technical college under this program if it determines that the cost to the SCHOOL DISTRICT OF LAONA would impose an undue financial burden on the SCHOOL DISTRICT OF LAONA. 6. The SCHOOL DISTRICT OF LAONA will pay only for the courses that are successfully completed. If a student receives a failing grade in a course or fails to complete the course, the student’s parent/guardian or the student, if an adult, is responsible for reimbursing the SCHOOL DISTRICT OF LAONA for payment of the tuition and fees paid by the SCHOOL DISTRICT OF LAONA. If this reimbursement is not made, the student on whose behalf the payment was made is ineligible for any further participation in the Youth Options Program. {2003 Wisconsin Act 131 authorizes school boards to request reimbursement as outlined. If a district does not want to do so, this statement should be deleted.} The Board is not responsible for transporting students to or from postsecondary courses under this program.
