ECHO’s experts living in the field. Member States national experts deployed to the field. Geographical scope? The most vulnerable populations outside the European Union, mainly in developing countries. Inside and outside the European Union. Type of disaster? Natural and man-made disasters. Natural and man-made disasters (complex emergencies rather the exception). Timescale? Immediate aftermath of crisis and beyond (presence of humanitarian needs - resilience). Acute stage only (normally max. 2-3 weeks). ORGANIZATION • THE EUROPEAN CIVIL PROTECTION MECHANISM (THE MECHANISM) IS ORGANIZED IN A GENERAL DIRECTORATE , REFERRED TO AS "HUMANITARIAN AID AN CIVIL PROTECTION" ECHO A GENERAL DIRECTORATE IS COMPARABLE TO A MINISTRY. THERE ARE 36 GENERAL DIRECTORATES IN THE COMMISSION. BULGARIA-Syrian refugees -BG requested assistance in relation with Syrian refugees in the country - AT, HU, SK, LV, SI provided assistance in form of camp related items (jerry cans, cutleries, towels, bed linen, blankest, mattresses, beds). HR awarded assistance in Jan 2014 PORTUGAL Forest Fire 29.08. – 05.09.2013 Request for assistance for aerial FF means was made on 29 08.2013. -HR offered 2 FF airplanes that were deployed until 3 SEPT - Bilateral offers: FR(3 FF airplanes) and ES(2 FF airplanes) JORDAN Syrian Refugees A renewed request for assistance was made on 23 April 2013. - ERC deployed 4 CPs team of in sum 14 experts + 4 ERCC Liaison Officers - IT and LU offered in-kind assistance (Pre-Fab health structure + ambulances, respectively) - Handover to and integration into HA was successfully ensured LEBANON Syrian Refugees Request for assistance was made on 14 May 2013. - An EU CP team was deployed from 06 to 13 June to evaluate refugee needs on-site - Subsequent request for NFIs remains active on CECIS NIGERIA Floods Preparedness Mission 13.08. – 22.08.2013 Request for technical assistance was received on 01 July 2013. - An EU Civil Protection Team of 5 expterts + 1 ERC Liaison Officer + 1 UNDAC associate member was deployed KENYA Airport Fire Assessment Mission 14.08. – 20.08.2013 Request for assistance made to the UN on 09 August 2013. - An EU CP expert was selected to join the UNEP/OCHA team on an environmental impact assessment mission. MADAGASCAR Environmental Hazard Assessment Mission 06.04. – 16.04.2013 Request for assistance made to the UN on 20 February 2013. - An EU CP expert was selected to join the UNEP/OCHA team on an environmental impact assessment mission. NEPAL Fact Finding Mission 29.04. – 04.05.2013 - A team consisting of 1 EEAS staff, 2 ECHO staff, 1 ERC Liaison Officer and 2 CP experts from PS was deployed on 29 April 2013 to elaborate a preparedness plan to assist EU citizens in case of a disaster striking Nepal. MYANMAR Tropical Cyclone 12.05. – 16.05.2013 - In expectance of Tropical Cyclone Mahasen the UN triggered an UNDAC alert.. - An EU CP expert was selected to join the UNDAC mission. - The mission was cancelled after the cyclone changed path Philippines –Typhoon HAIYAN 08.11.2013-ongoing - Request for assistance was sent by PHL to UN.
