• THE EUROPEAN CIVIL PROTECTION MECHANISM (THE MECHANISM) IS
ORGANIZED IN A GENERAL DIRECTORATE , REFERRED TO AS
"HUMANITARIAN AID AN CIVIL PROTECTION" ECHO
A GENERAL DIRECTORATE IS COMPARABLE TO A MINISTRY.
THERE ARE 36 GENERAL DIRECTORATES IN THE COMMISSION. DG
ECHO IS HEADED BY DIRECTOR GENERAL CLAUS SORENSEN.

THE COMMISSION IS ONE OF EUS INSTITUTIONS

form of camp related items (jerry cans,
cutleries, towels, bed linen, blankest,
mattresses, beds). HR awarded assistance in

PORTUGAL
Forest Fire
29.08. – 05.09.2013
Request for assistance for aerial FF
means was made on 29 08.2013.
-HR offered 2 FF airplanes that were
deployed until 3 SEPT
- Bilateral offers: FR(3 FF airplanes) and
ES(2 FF airplanes)
JORDAN Syrian Refugees
A renewed request for assistance was
made on 23 April 2013.
- ERC deployed 4 CPs team of in sum 14
experts + 4 ERCC Liaison Officers
- IT and LU offered in-kind assistance
(Pre-Fab health structure + ambulances,
respectively)
- Handover to and integration into HA was
successfully ensured
LEBANON
Syrian Refugees
Request for assistance was made on
14 May 2013.
- An EU CP team was deployed from
06 to 13 June to evaluate refugee
needs on-site
- Subsequent request for NFIs
remains active on CECIS

plan to assist EU citizens in case
of a disaster striking Nepal.

Tropical Cyclone
12.05. – 16.05.2013
- In expectance of Tropical
Cyclone Mahasen the UN
triggered an UNDAC alert..
- An EU CP expert was
selected to join the UNDAC
mission.
- The mission was
cancelled after the cyclone
changed path
Philippines –Typhoon HAIYAN
08.11.2013-ongoing
- Request for assistance was sent by PHL to
UN. Based on RFA EUCPM deployed 3
EUCPT's with a total of 22 experts and 3
LO's, and 1 maritime pollution expert
associated to UNEP/UNOCHA env mission.
- Offers were received from 26 EUCP PS
consisting in financial or inkind assistance ina
total value of 134 mil eur.
- EU also awarded 20 mil euro for
humanitarian operations and development
- 3.57 mil euro were awarded by EUCPM as
support to the MS(BE, FR, DE, IT, SE, UK, )
for transport of the in-kind assistance

Exercises
Minimum Requirements
• The mechanism must be activated.
• The EU host nation support (HNS) guidelines must be
applied.
• An EUCP Team must be deployed.
• Observers from all PS and TC must be invited.
• The ERCC and equivalent in member states must be
exercised.
• At least 3 PS or 2 PS and 1 TC or 1 PS and 2 TC.
Total budget for
2015
• 3,6 million EUR reserved for exercises for Participating
States of which 800 000 EUR is a grant.
• 1 million EUR reserved for exercises for third countries
(neighbourhood or enlargement countries)
• Maximum 1 M euro per project
• 85% of the eligible costs may be funded

Aims to improve the effectiveness of systems for preventing and
protecting against natural and man-made disasters, working towards
reinforced cooperation by means of establishing a joint LV-LT Team
ready for deployment in EU CP interventions.
During its 19-month duration, the project will develop and implement
SOPs in compliance with the MIC/ERC, train 20 persons and
prepare them to interact within the team in coordinated manner for
possible deployment to future emergencies in the Baltic Sea region.

The goal of the project is to improve the preparedness for
emergencies in the cross border area of the Pyrenees. This is to
be achieved by improving knowledge of risks, resources and
infrastructures, response effectiveness, operational coordination
between the two countries, and population awareness.
The expected outcomes of this 2-year project include:
 Risk assessment and mapping
 GIS interface to share existing resource and territorial layers
 Protocols to improve response based on risk scenarios
 Developing a cross-border mobile radio network covering the
area to improve emergency communications
 Planning and execution of a simulation exercise
 Training cross-border civil protection organisations in
response protocols and developing public awareness
