Förhandlingarna med det statliga Consortiet om bidrag till kostnaderna för återställande av Monte Viñas är i slutskedet. Vid ett möte med Cosortiet har vi enats om att ansöka om bidrag med 1.800.000 Euro för återställning efter raset. 85 % av denna kostnad har beräknats falla på föreningen för pålning av området, väg, parkering och trappa upp mot poolen. Consortiet anser att pålningen av området berör säkerheten för alla hus. Detta med tanke på det finkorniga lerlagret under Monte Viñas som så sakteliga rör sig neråt dalen. I och med detta kan Consortiet komma åt fonder som byggts upp av era husförsäkringar som betalts under åren. Härigenom kan föreningen få ett större bidrag och reducera våra gemensamma kostnader för återställandet. Och inte minst de pengar vi gemensamt måste betala för att återställa gemensamma områden. Det är brådskande så gör det snarast möjligt. Det kan bli så att Ni som inte hjälper till med att lämna in de försäkrings- och bankpapper som erfordras kommer att få betala extra. Podemos conseguir que los seguros de cada vivienda abonen una parte proporcional de estos trabajos, para ello necesitamos que todos los vecinos de Monte Viñas no proporcionen una copia del seguro de la vivienda particular, si lo tuvieran contratado. The Budget only includes 11.000 eur for this cost but the real cost has been 26.192 eur in total year 2010. This difference has to be corrected for future periods. According to this Geological Investigation Report the land movement is affecting to the whole Monte Viñas Urbanisation. We are attaching copy of English translation of Chapter 9 of this Geological Report with the Conclusions & Recommendations. In this Geological Report it is also said the necessary measures to be done to stop this land movement. Two line of pilots must be constructed, one for big pilots in the border of Monte Viñas; and a second line of micropilots under the terraces; finally we have to construct a well to drain the accumulated water under Monte Viñas. All this works are necessary to stop the land movement. DETAILS FOR BIG PILOTS: A total of 89 pilots 650mm diameter and 25 meters deep, head anchored to the land by steel cable 30m length, around the border of Monte Viñas (houses 84 to 96). A well 15 meters deep by 1,5 meter diameter has to be built next to house 65, to drain the accumulated water under Monte Viñas. DETAILS FOR MICROPILOTS The big pilots, the micropilots under the terraces & the terraces estructure are necessary elements for the stabilization of the land. This works, as well as the reconstruction of the road, has to be paid by the community and we are working to get all the funds from the Community Insurances (Consortium) and also from all the particulars insurances. Houses 86 -97 Houses 91-100 All the land of this area will be drained and rebuilt with light structure. The room under the terraces can be used then as garages. All the terraces will be reconstructed in 2 levels. The cost of this part is paid by the private insurances directly affected. Full Project (included Geological Investigation) can be downloaded in this link: http://dl.dropbox.com/u/10859163/proyecto.zip FINANTIAL REPORT Once the Consortium has agreed to finance the reconstruction of the area we are working to get maximum funds for this big Project. Initially we asked for a payment in advance so we could afford the cost of the demolition & cleaning of the area, the Geological Investigation and the drawing of the Projects and temporal works for the black waters pipes connections. The Community did received the anticipate sum of 148.000 eur which has been paid into a separate account. All the payments are done under the supervision of the Committee and authorised by 2 members. Here the breakdown: To estimate the real cost of the Project we have got 8 offers from medium-big size constructions companies, which has provided prices between 1.4 million euros to 1.8 million euros. The Engineers has calculated the average cost in 1.611.000 eur. On top of this cost has to be added licenses and construction taxes, project fees, geological investigation and demolition works, so the total amount requested to the Consortium was 1.802.000 eur. Of course we are asking as much high as possible, but the Consortium has their own Engineers to check the Project and the costs, so we expect a reduction in the final amount. We are having several meetings with the Consortium’s Surveyors to find the total sum to be paid to Monte Viñas and to the private owners affected. This sum will also depend of the total insured value of the Community. The value given to whole Monte Viñas is aprox. 11 million eur, including communal areas and private houses & gardens (99). For this value the Community has insurance coverage of 6.000.000 eur for the communal areas, and we are asking to the private owners to provide insurance coverage for the private areas. As much we can get insurance coverage, we will get more funds from the Consortium. It is very important that all members of Monte Viñas provide copy of their own insurance policy and receipt of insurance bank charge for the period included 15th February 2010. Once this sum is established the Community will go back to the builder companies trying to adjust the cost of the project to the real funds available. OTHER IMPORTANT ISSUES The Municipal Authorities and the Engineers of Monte Viñas have advised not to permit more constructions in the Community because the more weight increases the risk of land movement. The Committee has given instructions to the Administrator to call to the Local Police every time new construction be started, which will have to get Municipal License. Administrator is available for meetings every Wednesday at 17.00h in the Community Swimmingpool Area, and every day in his Office in Sabinillas. Signed.- Victor Lopez PATHOLOGY REPORT AND GEOTECHNICAL STUDY FOR THE STABILISATION OF THE MONTEVIÑAS DEVELOPMENT IN MANILVA, MALAGA DOSSIER 39/10 9. CONCLUSIONS AND RECOMMENDATIONS After our inspections, tests and monitoring, we conclude as follows: - The landslip affecting Monte Viñas is a large one, involving an area of 117,545 m2, of which 1450 m2 belong to the development. To its head, it has a prominent scarp running N150ºE about 362m, 132m of which correspond to the affected part of the roadway (Camino de las Viñas). The distance between head and toe is 380m. - The slip occurred after heavy rains falling from September – March 2010, with an accumulated rainfall of 1500-1700 litres/m2 for the period, over 200% of normal figures for the region. Prior to this major slip, there had been land movements in the area of the roadway, fixed by means of refilling and surface repairs. - Testing showed a slip surface of 14-15 m. Independently of the slip surface, there is also a visual deformity affecting a depth of 5m underneath the slip, also affecting the non-slipped area. - The geotechnical characteristics of the non-slipped area on which the development stands are very similar to those of the slipped area. The main difference is in the thickness of UGI (greater in the slipped area with regard to the rest of the development), which can be explained by former movements in the area on which the roadway stands. - With this in mind, we consider that the retaining elements would have to be lowered into UGIV, i.e. depths of 22-25m for vertical elements, with strutting along 30m. - As water was a factor in provoking the slip and even a conditioning factor with regard to the geotechnical properties of the terrain, reducing friction in the terrain, complementary drainage measures are required, independently of stabilisation using structural elements. 9.1 MEASURES RECOMMENDED FOR THE STABILISATION OF THE ROADWAY (CAMINO DE LAS VIÑAS) In order to create a resistant core measuring 119.3 metres at most within the unstable area, we propose stabilisation by means of a core of large-diameter piles, complemented with two cores of micro-piles in the structural elements of the houses. The following measures are recommended: Containment of the slip and securement of structural elements • Core of piles of 650mm in diameter and 25m in length, with a reinforcement of 10∅20mm, with spacing of 1.50m between pile axes, inserted in a diagonal lattice pattern (with displacement of 0.4 m between contiguous elements, perpendicular to the core). The rows of piles will be capped by a reinforced concrete beam. CP18 piles, reinforced along their full length. • Row of strutting along the pile strutting beam, as a definitive form of anchoring, with 5 x ∅0.06” cables, 30m long, with a bulb length of 15m and an ultimate maximum load of 72 Tn. • Micro-piles. Micro-piles along the outside walls of the garages: two vertical units on footings of 0.15m in diameter. For a spacing of 7.0m between footings, micro-piles of 24m in length need to be inserted ever 3.50m. Micro-piles along the inside walls of the garages: a row of micro-piles 0.15m in diameter, with spacing of 1.75 m between axes and alternate angles: against the bank 80º and 22m in length, and with the bank, 100º and 24m in length (see Annex 1 on Plans and Figures “Diagram of Repair and Corrective Measures”). • • Lowering the water table by means of installing a collecting shaft in the SR-3 area, to a depth of 15m. This will have a radial network of horizontal drains 30.0m long, at two depths (-8m and -14m). The drains will consist of slotted PVC pipe with ∅73mm, in a geotextile sheathing to retain particles. Restoration of the landfill. Withdrawal of the backfill from the roadway and refilling and recompacting of the roadway with selected paving, compacted to 95% of the modified Proctor test.
