AFV- Alternative Fueled vehicle

GHG- Green House Gas

PEV- Plug-in Electric Vehicle

Incremental Cost- price difference between the lowest priced gas-fueled
vehicle and the requested AFV of the same class.
•
Surcharge – the monthly dollar amt. charged per vehicle to fund AFV
incremental costs—surcharge Amt. set by Agency HQs.
•
AFV Fund- The money an agency accumulates and uses to purchase
alternative fuel vehicles, that is generated through a monthly surcharge that
is spread over the cost of the entire Fleet as directed by EPAct 1992/1995

• AUTOCHOICE- GSA Automotive’s Web-based tool for governmentwide vehicle purchasing.
• AMP- GSA Fleet’s internal Web-based ordering tool
• CAM- A new, ordering tool accessed through Autochoice that will
improve ordering process
• Federal Standards- specifications of vehicle requirements by SIN

Acquisition Terminology
• Eligible Vehicle- a vehicle that meets the GSA Fleet’s replacement
criteria
• Replaced Vehicle- an Eligible Vehicle that is ordered against
• Additional Vehicle – A vehicle that is not replacing a GSA Fleet leased
vehicle…….could be replacing an Agency Owned Vehicle, a commercially
leased vehicle or not be replacing any vehicle.
• Consolidated Vehicle – A vehicle that is owned by a customer agency
one day and owned by GSA Fleet the next.
• Consolidation – An agency’s vehicles that are “assimilated” into GSA’s
leased Fleet (GSA replaces roughly 1/3 of the fleet/year)

Eligible Replacement Vehicles
Minimum Replacement Guidelines
• Sedans: 3 years and 36,000 miles, 4 years and 24,000 miles,
or 5 years any miles, or 75,000 miles any years
• Hybrid Sedans: 5 years and any miles
• Hybrid SUVs: 7 years and any miles
• Light trucks gas: 7 years or 60-65,000
• Light trucks diesel: 8 yrs or 150,000 miles
• Medium trucks: 10 yrs 100,000/150,00 miles gas/diesel
• Other equipment: varies

Dear Office of Motor Vehicle Management,
Overall the consolidation of USCP vehicles has been a success. Through this endeavor we have
managed to extremely reduce our fleet lifecycle age and green our fleet in line with
federal regulations. Highlights from the consolidation have brought streamlined GSA tag
implementation, fuel card program and advantages to the Department through the STR
program. The availability for GSA to be able to facilitate USCP on last minute request of vehicles
to support our mission has been outstanding and seamless. The FSR assigned to our
Department has been very knowledgeable and willing to support our needs and requirements.
The only downsides if you will are the small fee’s identified in billing that were not briefed prior
to the consolidation agreement. We have since worked out those identified cost accordingly.
You and your staff have done a great job working with the USCP and we look forward to
continued success.
