INTRODUCTION
• Few months to the 2011 General
Elections, INEC conducted registration in
all the 119,973 Registration Centres in the
Country.
• Tentative figures were declared based
on feedback from the field; and the
Commission declared 2,011,746
registrants in Anambra State.

REGISTER OPTIMIZATION PROCESS II –
AFIS
• Automated Fingerprint Identification System (AFIS)
• Uses a matching algorithm to determine
suspected duplicates by comparing their
fingerprints;
• Due to issues encountered in the first few days of
registration with regards to fingerprint capture
which led to some registrants without fingerprints,
the system uses an Equivalent Attribute Matching
(EAM) algorithm to remove duplicate records:
• Retains the record with fingerprints, or
• Latest registration, as the case may be

• The Commission is going to verify their status and
communicate decision soon
ACTIVITIES ON THE REGISTER OF
VOTERS
• Voter Verification Exercise – 16th to 18th August 2013
• All voters to go to their respective PUs to verify their
registration status
• Continuous Voter Registration Exercise – 19th to 25th
August 2013
• Registration shall take place at the RA Centres;
• For the 53 PUs without data, registration shall take place at
the PUs;
• Those whose names did not appear in the registers to come
for fresh data capture;
• Those turned 18 or did not register in 2011 to come for data
capture.
WAY FORWARD
• The Commission is eliminating the use of Addendum
Registers;
• CVR is proposed to handle cases of missing names,
especially in places with zero voters;
• Need to enlighten the people to come out and
verify the status of their registration, before the CVR
commences; three days to CVR;
• People without their names in the register should
come for recapture during the CVR exercise;
• Transfer cases should follow the legal provisions –
apply to the REC through the EO of the new LGA.
CONCLUSION
• No doubt, a credible register is the bedrock for the
conduct of a successful election;
• As usual, the Commission is willing and ready to
conduct a free, fair and credible Governorship
Election in Anambra State;
• It needs the cooperation of Stakeholders to work
with the people at the grassroots in ensuring that all
activities lined up for the optimization of the register
of voters in the State are given the necessary
attention.
