STATE SYSTEM According to the Constitution, the Russian Federation – Russia is a democratic federative law-governed state with a republican form of government (Article 1). State power in the Russian Federation shall be exercised by the President of the Russian Federation, the Federal Assembly (the Council of Federation and the State Duma), the Government of the Russian Federation, and the courts of the Russian Federation (Article 11). The President of the Russian Federation shall be the Head of State and shall be elected for six years by citizens of the Russian Federation on the basis of universal, equal, direct suffrage by secret ballot (Articles 80, 81). The Federal Assembly - parliament of the Russian Federation shall be the representative and legislative body of the Russian Federation and shall consist of two chambers - the Council of Federation and the State Duma. The Council of Federation shall include two representatives from each constituent entity of the Russian Federation: one from the legislative and one from the executive State government body. The State Duma shall consist of 450 deputies and shall be elected for a term of five years (Articles 94–96).
