We will review hot topics (pros & cons) 2. You can vote on the forms (forms provided) 3. We will tally votes and speak on behalf of NEHES in Boston 1. We also highly recommend you go to Boston to speak and vote on your behalf (must be NFPA member to vote). Proposed Changes to NFPA 101 NEHES Comment Accepted! No Motion expected Door locking for security reasons, “remote” control of locks will be defined as must be from within the locked smoke compartment. (18.2.2.2.6) 1 Proposed Changes to NFPA 99 NEHES Comment Accepted! Expect Motion on floor to reverse Acceptance For New, in hospitals, sprinklers shall not be required within patient room closets 6 square feet or less. (15.8.2) Also NFPA 101 (18/19.3.5.11) 2 Proposed Changes to NFPA 101 NEHES Comment Rejected Expect Motion on floor to reverse Rejection For New Health care occupancies, prohibit all openings between floors, except for a full atrium with engineered smoke removal systems. (18.3.1.2) Proposed Changes to NFPA 101 NEHES Comment Accepted to reject. No Motion expected. This proposal would require that inpatient hospices shall be treated as nursing homes. Rejection means that AHJ can decide, hospices may not be nursing home occupancy. NFPA Committee wanted to remind NEHES that CMS “already directs that hospice be designated as nursing home. Proposed Changes to NFPA 99 NEHES Comment Accepted! No Motion expected For New, Fire alarm system notification signals shall readily identify the smoke zone in alarm (15.7.4.3.3) Proposed Changes to NFPA 101 Alcohol-Based Hand-Rub Dispensers, one dispenser per room and located in that room will not count against the 10 gal limit for the smoke compartment. Proposed Changes to NFPA 101 8 comments on items in corridors, 10 pages fine print (proposals trying to allow for reality, section 18/19.2.3.4) Corridor clear width, allow for wheeled items when 5 feet clear width is unobstructed. And allow for fixed furniture when 6 feet clear width is unobstructed. 101-86 NFPA 99 New Items Overview Standard becomes a Code Fundamentals Chapter on Risk Information Technology and Communication Systems Plumbing Heating Emergency Management (new requirements) Security Fire Protection unique to Health Care Facilities 3 Categories Category 1 - System Failure that would probably cause patients or caregivers major injury or death. Category 2 - System Failure that would most likely cause minor injury to patients or caregivers. Category 3 - System Failure that would most likely cause discomfort to patients or caregivers. Category 4 - System failure has no impact on patients or caregivers. 4 Gas and Vacuum Systems (Chapter 5) Rejected requiring ASSE 6040 (certification of maintenance workers) but recommended it in the annex 5 Gas and Vacuum Systems (Chapter 5) Continue to prohibit the use of medical air for any other purpose Scope cleaning Decontamination Laser plume, etc. Med gasses may only be used for human consumption and calibration 6 Gas and Vacuum Systems (Chapter 5) Adding testing and inspection requirements on existing non-stationary medical booms Per manufacturer’s recommendations Every 18 months Based on risk assessment 7 Electrical Systems (Chapter 6) Requires all operating rooms to be wet procedure locations (unless risk assessment is done) 8 Electrical Receptacle Testing Revise 4.3.4.1.2 to read: “ Additional testing of receptacles in patient care areas shall be performed at intervals defined by documented performance data, but not exceeding 5 years.” 9 Electrical Systems (Chapter 6) Permits isolated power or ground fault protection within operating rooms Electrical Systems 10 (Chapter 6) Eliminates emergency system heading and equipment system heading and utilizes branches Life Safety Critical Equipment This should exempt us from the 700 chapter in the NEC Electrical Systems (Chapter 6) Added text to permit a 0.1 second delay for selective coordination 11 Electrical Systems 12 (Chapter 6) In existing facilities with no separate grounding conductor – annual test requirement Voltage readings Impedance measurements with conductive surfaces in the areas Electrical Systems (Chapter 6) New section on campus electrical systems being added Clears up conflicts with NEC 13 Plumbing (Chapter 8) New chapter based on categories Potable water Non-potable water Heating water Water conditioning Black waste water Grey waste water Clear waste water 14 Heating (Chapter 9) New chapter addresses Heating, cooling and ventilation Humidity control Ventilation system requirements Airborne contaminant controls Ventilation for waste anesthetic gases disposal system 15 Next Steps NFPA 99 & 101 Goes to annual NFPA meeting in 2011 for adoption in BOSTON I predict that 30 items or more will go to a floor vote. NFPA 72 (cycle) Specific Opportunities to Influence Code 1. Proposal Closing Date was – 11/5/2010 2. Report on Proposals posted – 6/24/2011 3. *Anyone can submit comments 4.
