Uppdraget
Styrelsen för SNS gav i december 2011 Indufor i uppdrag att
göra en utvärdering av SNS verksamhet
Den senaste övergripande utvärderingen har gjorts 1993
Vissa utvärderingar av olika delar av verksamheten har gjorts
senare
Sammanlagt intervjuades 42 personer (styrelsemedlemmar,
forskare och representanter för olika intressenter )av vilka 32
dessutom fyllde i ett frågeformulär
Rapporten gjordes på engelska bl.a. med tanke på SNS
jubileumskonferens i juli 2012

De flesta anser att det är bra att SNS har en bred syn på

Samarbetet med Baltikum anses av de flesta som viktigt och
bra – trots att nordisk-baltisk nytta inte är lätt att definiera
En del tillfrågade, speciellt i de Västnorden ser emellertid den
västliga riktningen (Skottland, Irland, Canada) som betydligt

EFINORD och SNS
Samarbetet håller fortfarande på att utformas
Väldigt olika uppfattningar om samarbetet så här långt och
hur det skall utvecklas
Rekommendation:
– Samarbetet bör diskuteras grundligt inom såväl SNS som
EFI och sedan gemensamt. Grund-inställningen till båda är
stark – men nu krävs det klarare linjer. Och en klar
kommunikation till forskare mm.

Vilja till forskning? -report results
Recommendation
It is extremely important that SNS follows the development of the
recommendations given in Vilja till forskning? -report and
participates in the discussion around related topics.
Challenges related to forests and water
Although water is mentioned as one of the key issues in the
Selfoss Declaration it is not clearly visible in the strategy or annual
work program of SNS. This deserves some attention and potential
revision from SNS.
Organisation of SNS
The Board of SNS works well and there is no reason for change.
The secretariat also works well, but should be open for
adjustments in the future, if so deemed necessary.
The preparations of the shift of the secretariat from one country to
another shall be started well in advance.
Countries could be delegated to arrange SNS-workshops etc. also
when they are not having the chairmanship. This would spread the
work more evenly, make SNS more visible in the countries and
increase their feeling of ownership.
Communication with other research organisations should be
increased so that SNS could bring value added to them. This
would strengthen the justification for a sovereign SNS.

SNS vision and priorities
Continue to have a wide array of issues on SNS agenda, but
focus more with priorities. Prioritisation is about arranging items
in the order of their relative importance and a must for a small
organisation like SNS.
In order not to drop any issues out of SNS agenda, re-evaluate
and prioritise research themes every four years (with a new
strategy). After deciding what issues are given focus, give clear,
well-justified and robust arguments and reasoning for the
decision.
Respect the differences between Nordic countries and their
interest areas in research. Try focused application processes,
so that applicants would know in advance which research
issues SNS each time favours.
Improve focus on issues related to climate change and
bioenergy and bring them to SNS’s core. Do this in a strategic
manner (study what others are doing in those fields) and don’t
repeat, but supplement and add value.

Continue the existing excellent cooperation between the Nordic
countries.
Emphasise the importance of a common Nordic voice
internationally (especially in tackling problems like climate
change), but express and respect differences locally. Mutual
recognition makes all parties involved.
Strive for more complementary approach in Nordic cooperation,
i.e. so that research in one country would
supplement/compliment research in another and thus add
value.

Continue the good existing cooperation with the Baltic countries.
SNS Board should communicate and explain better (to project
members, CARs, networks, etc.) the strategy of SNS. E.g. the fact
that by going global SNS strengthens and defends local (Nordic)
interests and avoids loss of Nordic focus. This will make the
current trend to broaden SNS’s scope more justified and
acceptable to the stakeholders.
EU and global dimension
Improve the reporting and follow-up of Networks and other SNS
activities to get a clearer picture for the SNS Board on the results
(common projects outside SNS, cooperation in EU-projects or
EU-applications, etc.) of the activities supported by SNS.
Clarify the roles between SNS and EFINORD regarding the
cooperation in the Nordic region. This is needed in order to keep
SNS as the main body in forest research between the Nordic
countries and EFINORD as an extension to SNS (not an overlap).
EFINORD can at best add value by linking SNS the EFINORD
countries.
Communicate the roles and responsibilities of SNS and EFINORD
better to their stakeholders.
Increase cross-sectoral cooperation e.g. by intensifying
cooperation with other Nordic organisations, such as NKJ, NEF
and NOVA University.

Improve SNS’s visibility towards NCM e.g.
through regular policy briefs.
Pay close attention to the political readability and
usability of the information provided to EK-FJLS
and NCM. Use News and Views as an example,
i.e. learn a lesson on how to transform research
texts and data into more easily understandable
and reader-friendly form.
SNS’s role in avoiding overlaps and filling in gaps
in research
Continue creating positive synergy and filling in
research gaps the same was as before
Financing
Keep on allocating SNS money for creating
connections with the Nordic countries – that has
been SNS’s most successful achievement!
As SNS has been successfully promoting
networking, it is highly recommended that NCM
continues financing cooperation regarding Nordic
forest research.
SNS Board could improve the seed money
element of SNS funding by actively searching for
other funding sources and informing projects,
CARs and other research groups on the results

Knowledge Dissemination and Communication
Continue efforts to make SJFR more known as it is a
flagship for SNS.
Have a serious discussion within the Board regarding
WMSE and SNS’s role in it. Depending on the
outcome of the discussion the Board should either
make a plan to whole-heartedly support the journal
and ensure its future or alternatively decide how to
decrease SNS’s involvement.
Be clear about the roles and complementarity of SNS
web page and NB Forest web page.
Ensure that the address list for News and Views is
broad enough and covers also decision makers,
administrators, practitioners and anyone outside the
research scene. This will contribute to the better
visibility of SNS.
Intensify the visibility of SNS in forest magazines and
among the national (and international) media
Gender equality
Take the opposite views of SNS Board and nonBoard members into serious consideration and make
a decision on the role and scope of gender equality in
SNS, both on strategic and practical level.
