The Shannon Trust Reading Plan (Toe by Toe)

A peer led programme where prisoners who can read teach prisoners
with poor reading skills, using the Toe by Toe reading manual

The Reading Plan runs 160 prisons & secure establishments in the UK
4
A team of 160 volunteers and 250 staff deliver The Reading Plan
2
Shannon Trust provdides resources and volunteer support to deliver
the Reading Plan in individual prisons
5
In 2010 approximately 6,000 learners and 1,500 peer mentors engaged
in the Reading Plan

The IPS Pilot
Shannon

• Reading Plan pilot commenced in September 2010
• Pilot supported by two volunteers from Shannon Trust
• Pilot is active in five prisons: Limerick, Shelton Abbey, Midlands,
Wheatfields and Mountjoy
• Working with Education Departments to facilitate the Reading Plan
• Progress reports submitted to HQs
• Recognition of the Reading Plan in the Prison Service News - 08/2011
