R 00936 History of Civil Support Teams • In May 1998, President Bill Clinton announced that the nation would do more to protect its citizens against the growing threat of chemical and biological terrorism. • Department of Defense would form teams to support state and local authorities in the event of an incident involving weapons of mass destruction. • In 2005, during hurricane Katrina it was proved that CSTs have capabilities that can be used for mission other than WMD incidents. 22nd WMD Civil Support Team Puerto Rico National Guard San Juan, P.
