FOP NATIONAL HISTORY
The Fraternal Order of Police was
founded in 1915 by two Pittsburgh,
Pennsylvania police officers, Martin
Toole and Delbert Nagle. They and
21 other members of the Pittsburgh
Police rank and file met on May 14, 1915, establishing the Fraternal
Order of Police and its first local, Fort Pitt Lodge #1.
Soon after, other State Lodges were established and then the Grand
Lodge was formed to encompass the United States. From the original 23
members the membership now totals over 360,000 and there are over
2200 local Lodges including one in Dublin & Blarney, Ireland and one in
Ontario, Canada.

FOP LOCAL HISTORY
In 1934, Tucson Police Officer Frank Eyman
was one of several officers who captured John
Dillinger in downtown Tucson. Eyman, who
later became the Warden of the Arizona State
Prison in Florence (1955-1972) transported
Dillinger to Chicago. While there, he had the
opportunity to visit the FOP Lodge and he was
so impressed that he returned to Tucson and
established the first FOP Lodge in Arizona.
Today Arizona has over 37 active Law
Enforcement Lodges throughout the State.

FOP44 HISTORY
In 1980, the Fraternal Order of Police, Lodge
44 for Corrections was organized for the mutual
aid and protection of Arizona Department of
Corrections Officers. And since then, FOP44
has become one of the largest Lodges in the
Fraternal Order of Police.
Started as a not-for-profit, the founders knew
the value of having a real voice in the State
Legislature for Correctional Officers and the
desired true due process from the Department
they worked for.

FOP CORRECTIONS
The Fraternal Order of Police currently has two
Correctional Lodges. Lodge 62 covers Tucson
and Lodge 44 covers all the rest of Arizona.
Both Lodges provide the membership with a
voice in everything from the leadership and the
agenda, to how the member’s money is spent
through the use of parliamentarian procedures
and member votes; virtually all expenditures
and decisions are based on majority votes.
IT’S YOUR FOP.

FOP LABOR COUNCIL
FOP Lodge 44 and Lodge 62 represent the
interests of ADC Correctional and Parole
Officers statewide. Together they both formed
the FOP ADC Labor Council in preparation for
true collective bargaining with the State.
This Labor Council is recognized by the
Arizona Department of Corrections and meets
with the Director to give you a “voice at the
table” and present changes to policy and
ensures that a non-adversarial, direct line of
communications, is open between line staff and
the Director’s Office.

POLITICAL ACTION
On both the National and Local level, the
Fraternal Order of Police has a Political
Action Committee (PAC) to find and
support “like minded” political hopefuls
that are Pro-Law Enforcement and friendly
to our organizational legislative agenda.
Politicians seeking the endorsement of
FOP are vetted through our PAC
committee and then voted on via the
lodges.
"Your safety, your job security, and the well-being
of your family will profoundly be affected by
what happens in Washington in the coming years.
The actions that you take now can help shape the
future—and if you do not take them, you'll have
no one to blame but yourself for what the future
brings."

In 1986, by Arizona State Law, the
Arizona Peace Officers Memorial
