Follow-up seminar Starting Implementation of the Home Affairs Funds: Organisational and Procedural Challenges – Best Practices Maastricht (NL), 2-3 February 2015 European Institute of Public Administration Institut européen d’administration publique Introduction Target group Representatives of the Responsible, Delegated and Audit Authorities designated to implement the Home Affairs Funds, as well as project managers involved in the development and implementation of actions/projects and programmes. The seminar is also open to immigration agencies and other stakeholders, specialised consultancies, academics and NGOs. Description Following up on the policy dialogues and the adoption of the legal framework (Regulations establishing the Funds and Implementing and Delegating Acts), the national programmes are being assessed or approved by the Commission. They offer the legal basis for the national expenditure according to the specified priorities. This two-day advanced seminar will particularly focus on the processes, procedures, structures, tools and mechanisms required in section 6 of the National Programme (Implementing Regulation No 802/2014 establishing models for national programmes) and in the implementation reports (Implementing Regulation No 799/2014 establishing models for annual and final implementation reports). In particular, special attention will be granted to: a) the challenges in setting and composing monitoring committees; b) arrangements and difficulties in the context of monitoring and evaluation processes; c) mechanisms and actions which ensure coordination and complementarity with other EU funding programmes; and d) methodologies as regards publicity and partnership building. Learning methodology The seminar consists of illustrated presentations, discussions and exchanges of knowledge and experience. Workshops and case studies will be used to develop simulations of national policies, and provide a clear view of good practice. Speakers will include representatives of national authorities, the European Commission, consultants practising monitoring, technical support and evaluation, as well as policy officers of NGOs and EIPA staff. Objectives The specific objectives of this training are to: 1. address the specific areas of concern or weakness identified either by the European Commission and/or the Member States in the course of the review in the programming phase; 2.provide Member States with guidance and toolkits to improve the quality of the design and the implementation of their national programmes; 3.capture good practices and bring national strategies in line with each other as regards consistency and comparability of information with a view to establish a model for the annual and final implementation reports.
