The framework for agriculture development aims at modernization of agriculture through mechanization & application of science & technology as means of achieving food security & industrialization (Ghana
Shared Growth and Development Agenda).
Various policy documents emphasize the need to increase local rice production to meet increasing consumer demands (GPRS I &II,FASDEP, METASIP, etc.)

To increase rice production & processing to cope with increasing per capita consumption, the need for appropriate technological backstopping cannot be over emphasized.

ISSUES:
Chronic shortage of key personnel (technicians & extension agents) for technology development & dissemination for rice production, processing & marketing
Inadequate equipment & logistics to enhance technology dissemination
Inadequate skills & use in participatory approaches to technology development & dissemination.
These factors culminate in low adoption of available ricebased technologies resulting in low productivity & quality rice.
