INFRASTRUCTURE

Allocation of Water is inefficient, unsustainable,
and inequitable . The irrigation infrastructure is
deteriorating.
To overcome this problem, Services - 10
under NeGP-A has been proposed

Service aims at providing information on :
a. Water release schedule
b. Best practices on irrigation
c. Linking with MGNREGA with Land Records Database to facilitate identification
of small and marginal farmers
d. Database for information on ground water to be developed in association with
the Central Ground water Board.
e. Water level in reservoirs and likely area of different crop mixes that can be
irrigated from it.
f. Irrigation equipments
g.Expert advice and mechanism for grievance management
h.Command area created planned and actually serviced at the end of each crop
season under different projects including the government tube wells, lift
irrigation and canal irrigation (including information on distribution network in a
command area)
i. Mapping of NWDPRA Watershed codes with GIS Maps available with SLUSI.
j. Land degradation and water logging details can to be linked to GIS based
database.
k. Calculation of water requirement of standing crops at different points of times in
a crop cycle is to be incorporated so that Command Area Development
Authorities are well informed about requirement of water at a particular time in
different parts of the command area.

Information on Rural Infrastructure Development Fund (RIDF) executed by
NABARD for rural infrastructure development project in irrigation sector.
Information on Accelerated Irrigation Benefits Program (AIBP) executed by
MoWR. Financial assistance is extended states for creation of irrigation
potential under AIBP. Under this high resolution satellite data has been
generated which is benificial in the effective monitoring of irrigation
infrastructure. Gap / discontinuity in canal length, Non Completion of canal
structures can be monitored.

Grievances Management :- One of the important mandates of
Agriculture MMP is facilitate the farmers to raise grievances to
the appropriate authority in the administrative system. The
propose modules would be
• User Module
• Status Tracking
• Reports
• Email
Expert Advisory :- The expert advisory process relates to the
advice sought by the farmers directly with subject matter
experts at the state and national level, with respect to their
queries on irrigational infrastructure, schemes and equipments.
Kisan Call Center (KCC) is already in place for expert advisory.

standards and correct spatial coordinates are not
available which would affect GIS mapping.

As Is Situation




Linkages with the information on Dug Wells, Shallow Wells and Deep
Tube Wells. The information is on the basis of Minor Irrigation Census.

Command Area Development Program (CADP) deals with the
components like construction of field channels and field drains,
enforcement of warabandi, land leveling and shaping, reclamation of
water logging, introduction of suitable cropping patterns. Project wise and
year wise physical and financial progress is available on
http://mowr.gov.in
An online monitoring system http://mowr.nic.in/cadmon is available for
CAD monitoring. This system facilitates submission of project proposal,
recording of quarterly physical progress (like OFD works, Field Channels,
Lined & Unlined area & length etc.) & financial progress, recording of
project wise irrigation potential created (in Ha.) & irrigation potential
utilized (in Ha.) and production statistics (in Tones).
A Web based System has been proposed for Receipt and Processing of
Applications for the issue of NOC to Abstract Ground Water would
facilitate Issue of No Objection Certificate (NOC)

Two applications have been developed by the Agricultural Informatics
Division for Watershed http://rfs.dacnet.nic.in and
http://nrmmonitor.dacnet.nic.in . Information is available on Watershed
codes, catchment location, implementing agency, villages covered, no of
SHGs, men & women benefited.
Water level and Storage capacity of 81 important reservoirs is available
on http://www.cwc.nic.in/Reservoir_level.htm . Information like Name of
the reservoir, Full reservoir level (FRL) in Meters, Current reservoir level,
Capacity at FRL in BCM, Current live storage in BCM, Shortage % of live
capacity at FRL etc is available.
Database available for hydrology projects under MoWR. Information on
availability, quality, water table etc. is captured.
Dataset for the irrigation infrastructure given under DISNIC-PLAN Project
may be used (Source - http://disnic.nic.in/dataset.htm)

Selection of beneficiaries under MNREGA



The National Rural Employment Guarantee Scheme
(NREGS) is changing the face of rural India in many
unforeseen ways. Almost 50% NREGA is oriented towards
Water Conservation which leads to creation of permanent
assets.
Linking with MGNREGA database is required to identify the
marginal and small farmers who requires support from
MGNREGA, so that Gram Sabha can take an informed
decision regarding the selection of beneficiaries.







WALMI Orissa - Sanjog Help Line provides information on Crop Management Practices,
Marketing procedure and Grievance Redressal in Orissa. Canal Operation and water Scheduling
is prepared in consultation with Pani Panchayats. Irrigation scheduling is not scientific.
Department of Water Resources, Orissa has a portal (http://www.dowrorissa.gov.in) which
highlights the achievements in irrigation sector taken up by the Govt. of Orissa.There are two
programs namely OCTMP (Odisha Community Tank Management Project) and OIIAWMIP(Orissa
Integrated Irrigated Agriculture and Water Management Investment Programme). WALMI
imparts training on Participatory Irrigation Management (PIM), Operation & Maintenance
activities, Irrigation Engineering and Management etc
WALMI Anand - Provides Consultancy Services to the Govt. and Local Bodies, Individuals in the
field of Irrigated Water and Land Management.
HIRMI Kurukshetra - Imparts Participatory Irrigation Management (PIM) Training to Officials of
Universities, KVKs & Extension Workers in addition to Farmers (approx 3000) and Command
Area Division Officers. Experts from KVKs are involved in PIMs and Training on Market
Conservation Techniques. No database is being maintained by WALMIs. Haryana Irrigation
Department has a website http://hid.gov.in.
WALMI Hyderabad (WALAMTARAI) – There is a website http://irrigation.cgg.gov.in
WALMI Dharwad - For best practices on crops, irrigation methods, agronomic practices, pests
and disease control WALMI relies on the recommendations of State Agriculture Universities.
Regarding capacity building and working of WUAs, WALMI recommends best practices.
