The aim of the FUPOL project is elaboration of the new methods granting direct and convenient access to modelling tools for politicians. – Project Coordinator: CELLENT AG (Austria) IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 2 FUPOL: FACTS AND FIGURES FP7 Research Project 2011 – 2015 with a budget of 9,0 Mio EUR 17 Partners from Austria, Croatia, China, Cyprus, France, Germany, Latvia, Romania and Spain Good balance of international ICT companies, universities and political Institutions IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 3 FOCUS: URBAN POLICY DOMAINS Urban segregation Land Use Transport Housing Immigration Economic development Tourism IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 4 POLICY DESIGN PROCESS Automatically collection, analysis and interpretation opinions expressed on a large scale from the Internet – input data for policy use case modelling and simulation „Hot“ Topic sensing Involving Stakeholders and respecting their opinions through Multichannel social computing and crowd sourcing change the way how politicians communicate with citizens Stakeholder Involvement Transparency of decisions: Simulation shows the effects of potential policies and laws Scenarios, Simulation IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 5 METHOODLOGY Data Sources: EUROSTAT, Corine, Internet, Social Media, Local data Use Case Requirements: Beneficiaries (European and Chinese cities) Policy Modelling: FCM and CPN FUPOL Simulator: ABM/MAS and SD (Repast Symphony) (OSS) Visualisation: SemaVIS (Fraunhofer) Integration: ESB (Mule) IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 6 FUPOL – BENEFITS FOR ALL Politicians can get a better understanding of the needs of citizens and businesses Direct and better feedback through multichannel social network based communication between politicians and citizens Improved prediction of impacts of policy measures leading to more efficient implementation of government policies Better decisions through forecasting of the potential impact of political decisions IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 7 FUPOL SIMULATOR ARCHITECTURE Heterogeneous Multilevel simulation – ABM/MAS and SD Distributed simulation models – Easy Communication Environment (ECE) On Web Services based SOA approach Ready for Future Internet and/or Cloud Open Source Software IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 8 SUSTAINABILITY OF FUPOL APPROACH The Integrated Acceptance and Sustainability Assessment Model (IASAM) introduces a new approach for evaluation of technologies at any chosen point of time of the technology life cycle, by combining socio-economical aspects and socio-technical characteristics of technology development and exploitation • First Step: IASAM model involves Unified Theory of Acceptance and Use of Technology (UTAUT) (Venkatesh, 2003) for acceptance assessment • Second Step: IASAM system dynamics simulation model IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 9 IASAM USE FOR SUSTAINABILITY ASSESSSMENT IASAM consists of four groups of flows that have an impact on integrated technology acceptance and sustainability: Management – successful management of every asset Quality of technology – quality of the product, quality of production, including supporting services Acceptance and economical context Domain development – the impact of domain and societal development IISE 2013, April 8-9, CBUNI, Prague, Czech Republic 10 CONCLUSIONS • Policy modelling is complex task due to huge amount of important influencing factors comprised. Sometime decisions are intuitive, voluntary and wrong. To change the situation FP7 FUPOL project develops new approach which is based on innovative solutions comprising advanced semantic search methods, data mining, and simulation and visualising technologies granting possibilities for policy decision makers to verify their decisions before introduction in real life • FUPOL simulator ensures simultaneously running of heterogeneous use case models enhancing performance of simulation session. Belonging to open source software group, and granting multilingual support spread potential users’ network reducing errors in software and policy decision making. SOA enhances integration with other decision making and service tools. • The policy modelling and simulation approach will be further developed introducing relationships between simulation model and FCM, where FCM will be used for simulation driver’s weight assessment and correction. The sustainability research will be adjusted and updated.
