Principles

1. Engage to the maximum extent possible the transportation system owners and operators --

State DOTs, local governments and transit operators -- in the implementation process.

2. Adhere to the statutory language in MAP-21 in developing implementing guidance and regulations

Principles

1. Continue a strong federal role in investing and maintaining an integrated and multi-modal national surface transportation system.

2. Respect the fundamental roles and responsibilities of States, transit agencies and local governments – the owners, managers and operators of the nation’s highway and transit systems.

3. Maintain the core principle of a federally assisted, state administered highway program and extend this principle to the transit program and its owners and operators.

4. Continue to distribute at least 90% of the Highway Program funds to the States through the core highway programs.

5. Preserve the fundamental program and policy reforms in MAP-21.

6. Coalesce around practical, user-fee based revenue options to sustain federal programs and to supplement revenues from existing sources.

7. Protect and further expand policies that support flexible use of conventional and innovate funding and financing tools.
