Wild 5 ENIAC JU Three-Way Funding Implementation: Respecting Subsidiarity A three-way funding mechanism like the ENIAC JU is not: 1. A programme belonging to a centralized European institution: the majority stakeholders are the Industry defining the content and the ENIAC member States assigning the public funding 2. A competitor for resources: the national funding goes entirely and exclusively to the national beneficiaries, the ENIAC JU increases the public funding by adding European grants 3.
