Overview RF Spectrum Scope TRCSL Allocation of Service Spectrum Management and Monitoring Section Organization Structure Military Communication Overview RF Spectrum Radio frequency (RF) is a rate of oscillation in the range of around 3 kHz to 300 GHz, which corresponds to the frequency of radio waves, and the alternating currents which carry radio signals. Overview RF Spectrum Cont… Regions of the world For the allocation of frequencies, the world has been divided into three regions National Scope Management of Radio Spectrum (Handled by the Telecommunications Regulatory Commission). International Scope International Telecommunication Union (ITU) is responsible for international cooperation and global harmonization of the usage of radio frequency spectrum. • A national table of frequency allocations provides a general plan for spectrum use and the basic structure to ensure efficient use of the spectrum and the prevention of radio frequency interference between services. • Telecommunications Regulatory Commission Of Sri Lanka (TRCSL) control the spectrum. • National radio frequency spectrum allocations: 960 – 3 000 MHz Allocation of services 1. Aeronautical Radio Navigation Service 2. Amateur Service 3. Broadcasting Service 4. Cellular Service 5. Data Telemetry Service 6. Fixed Service 7. Land Mobile Service 8. Low Power Devices 9. Maritime Service 10.Satellite Service • Regulatory texts govern the national spectrum management processes by Sri Lanka Telecommunications Act and the ITU regulatory publications. • Sri Lanka comprises a monitoring centre , attended and unattended stations vehicle and portable system. (Equipped with Monitoring Receivers, Spectrum Analysers, DF Processors, Antennas, Computers and Monitoring & Direction Finding Software) •The range up to 30 MHz is coved by separate HF station Mobile Monitoring Station Up to 3000 MHz Ground Monitoring Station Up to 3000 MHz • Broadband Active Antennas are used to monitor the spectrum from 10 kHz to 3 GHz with Monitoring Receivers. • Computerized system to keep and maintain records of national frequency assignments and spectrum use (DBMS). • Number of frequency assignments approx. 7500 • We do have a policy and planning function for national spectrum management. • We do perform technical analyses of frequency assignment requests. • We do you perform radio monitoring of terrestrial radio services. Major Functions of Spectrum Management and Monitoring Section 1. Planning of Radio Frequency Spectrum in Sri Lanka according to ITU recommendations. 2. Examination of frequency assignment requirements and carrying out frequency assignments. 3. Issuance of annual invoices and licences for the usage of radio frequencies and radio equipment. 4. Evaluation, recommendation and authorization of radio equipment. Major Functions …. 5. Detection, Identification and observation of all electromagnetic emissions in the radio frequency spectrum. 6. Mitigation of radio frequency interference.
