Who/What is the IECEE?
• International Electrotechnical Commission for Electrical
Equipment (IECEE): Worldwide System for Conformity Testing
and Certification of Electrotechnical Equipment and Components.
• The CB Scheme was designed in recognition with the need to
reduce barriers for international trade.
• The scheme is based on the principal of mutual recognition of
testing and acceptance of the results to meet national
requirements.
• Reduce obstacles to international trade which arise from having to
meet different national certification or approval criteria.

CB Scheme’s Added Value
• Purpose of the CB Scheme is to gain global access. While not
automatic access to all participants, it greatly helps access by
reducing time to market and certification costs.
• IECEE is a quality organization that audits each and every
National Certification Body (NCB), Certification Body Testing
Laboratory (CBTL) and Associated Certification Testing
Laboratory (ACTL) to qualify them as a quality organization. This
is how applicants/manufacturers can ensure that what they are
getting is a quality, unbiased assessment of their equipment. Base
standard for this is ISO 17025.

Group Differences/ The CB Bulletin
• Many EU countries issue National differences, even
though they use the same base standard, countries
may want to add something, or change something due
to their National regulations.
• US and Canada will have national differences that
make up the difference between the IEC standard are
the UL or CSA standards.

US Participation in the CB Scheme:
The US National Committee
• The US is an IECEE participating country. Each
country that participates will have a committee or group
that acts on behalf of the country and its National
Certification Bodies. In the US, it is the US National
Committee (USNC).

Receiving US and Canadian National
Certifications through MET
• MET can utilize another organization’s
CB Report and Certificate to grant US
and Canadian certifications as a
“Recognizing NCB”.
• OSHA regulates product safety in the
US and the Standards Council of
Canada in Canada. They allow for
accredited labs to use CB Scheme
data and evaluations to grant National
Certifications.

the most used category.
• Current standard is IEC 60950-1: 2005
(Second Edition), Amendment 1: 2009
• EN 60950-1: 2006, Am 1: 2010 includes
IEC standard plus standard European
differences.
• Only has three Part 2 ‘Particular’

(US). Many still using the Second Edition,

• Not yet recognized by OSHA for the US

rapidly.

CB Manufacturer Test Lab Programs
• The CB Scheme offers several programs for testing
on-site rather than at a CBTL. These programs are
defined at IECEE.org, on the Operational Documents
Page.
• Supervised Manufacturers' Testing (SMT), Testing at
Manufacturers' Premises (TMP), and Witnessed
Manufacturer's Testing (WMT).
