NSP Scope Network Service Provider The scope of work covers supply , installation , commissioning and maintenance of LAN at data center, Customer Care Centers, Sub Division , Division ,Circle , Head Quarter and any other office of the utitlity as per their requirement along with creation of VPN/MPLS based WAN solution . The vendor shall also provide the necessary drawings and plan for installation , sizing cabling and connectivity and the bill of material for the networking of all the locations specified herein. The vender should procure the required hardware and build the infrastructure as detailed in the Specifications . The vendor shall take the responsibility to install the servers, switches , routers ,backup and tape devices, Workstation PCs , and other necessary hardware/software at the sites defined in bid proposal sheet. The vendor shall give the time frame for procuring and delivering all necessary hardware. Though the scope covers establishment of a common data center & DR center along with associated hardware and software for selected towns . the bidder shall design and provide the hardware at data center & Disaster Recovery Center with suitable expandability for covering the entire utility area at a later date (Utility will specify the total consumer and asset base) along with 7.5% per annum growth in consumer and asset base for next five years. DGPS Survey & Consumer Indexing Work DGPS (Differential Global Positioning System ) Carrying out the necessary DGPS survey and creation of GIS based customer indexing & asset database as specified in detailed specification. Softwares Supply installation and commissioning of Operating Systems at Server/Desktops, Database and application software along with source code (only for customized software solutions) and functionalities covering application modules like Energy Audit, Data Acquisition, New Connection, Disconnection, Vigilance and Dismantling, MIS, GIS network management module with electrical network diagram of system further as detailed in the bid proposal sheet. The vendor has to supply necessary software solution for metering, billing collection (MBC) if the same is not available with the utility. In case the required MBC & other standalone software solutions are already in place, the vendor has to integrate the same with the offered solution including design and supply of necessary middleware. • Moreover the vendor has to link the GIS based customer index created by him to the existing customers etc. The bidder shall quote the unit price for additional licenses for database, standard application software, antivirus solution etc. (whether per processor license basis or per user license basis) for meeting the future requirement of utility. Impact • The delay can impact the overall implementation schedule. Current Status • PSPCL initiated the process for installing Dt Meters Cubical through out sourcing for Pilot Patiala and committed to complete by 31th Oct. 2011. 56 Issue #2 – Lack of Earthing at Sites KEY ISSUES & CHALLENGES • Approximately 90% of sites surveyed by Spanco lack earthing • Earthing is not in the scope of the ITIA as per the RFP, but is a prerequisite for the sites • Network components could not be commissioned without proper earthing at site • PSPCL started earthing at Patiala at completed and is in progress in Sirhind & Rajpura towns . Committed to complete all the towns by 31st Oct,2011. 57 Issue #3 – Lack of adequate Electrical/Power Cabling at Sites Issue Impact Current Status KEY ISSUES & CHALLENGES •Several site offices lack the electrical cabling required for equipment such as switches, routers, UPS etc. • 15A sockets are not available and in several instances fresh cabling needs to be done from the mains. • Will delay the readiness of the sites for installation of equipment. • All the Er-In-Chiefs /Chief Engineers have been requested to provide the 15A Sockets and other Earthing Cables where ever required , during a Meeting on 3rd Aug,2011 chaired by Director /Distribution at TTI, Patiala 58 Issue #4 – Data Migration from DOEACC Issue Impact Current Status KEY ISSUES & CHALLENGES • DOEACC is not very co-operative in sharing data at required frequency and in formats by SPANCO • Data quality is also not satisfactory • The delay can impact the overall implementation schedule. • SPANCO shared all pre-defined formats with PSPCL • PSPCL Commercial Directorate needs to provide data to SPANCO. 59 BENEFITS OF THE R-APDRP NODAL OFFICERS UNDER R-APDRP (PART-A) FOR IT IMPLEMENTATION CENTRAL LEVEL NODAL OFFICERS (Dy CE/INFORMATION TECHNOLOGY) • The Nodal officers shall be the nodal point of interface between the System Integrator (M/s Spanco Ltd.) along with their partners (GIS, Meter Data Acquisition, Network Bandwidth & Network Service Provider) and the end users of each project area. They shall also interact & coordinate with the concerned field officers/ officials of PSPCL & the Central project Office (SE / IT)for performance of the duties pertaining to the area falling under their jurisdiction during execution of field work as per ITIA Work Order No. 361 dated 29.4.2010 NODAL OFFICERS (APPOINTED BY SE/OPERATION) • The IT Implementation project under R-APDRP (Part-A) being implemented by the office of SE/ IT through M/s SPANCO- the ITIA, has the domains of Software Installation (Application & System) & Hardware Installation (System & Network).The design & Development work of both the domains is being carried out at the central level for which specific project teams have been formed under the overall supervision of SE/ IT. However for the field level implementation, mainly in the domain of Hardware installation (Network & system), the services of Nodal Officers as appointed by various SEs/ Operation, shall be utilized by the central project office (SE / IT). DUTIES OF THE NODAL OFFICERS UNDER R-APDRP (PART-A) FOR IT IMPLEMENTATION Finalizing the offices covered under town/ area DPR for IT Implementation as per RFP/ field requirement (Execution Agency - SI). a) Provision of Bandwidth connectivity at the office locations so identified (Execution Agency NSP/ NBSP's/ SI). Ascertaining the availability of hardware (PCs, printers, UPS etc.) during field survey of PSPCL offices by SI/ NSP (Execution Agency - NSP/ NBSP's). a) To Co-ordinate with all offices for taking over the material /hardware being installed. Ascertaining the requirement of additions/ modifications in civil amenities including electronics earthing for the buildings housing IT equipment (Execution Agency – SI/ NSP/ NBSP's). a) Providing details of Distribution Transformers, H.T. consumers and sub station feeder & the details of meters (make, capacity, voltage and current ratio) thereon. b) Provision of LAN/ WAN in the offices (Execution Agency NSP/ NBSP's). c) To extend supply to UPS being installed b) Provision/ Installation of meters by PSPCL. DUTIES OF THE NODAL OFFICERS UNDER R-APDRP (PART-A) FOR IT IMPLEMENTATION Installation of Meter Data Acquisition System, Hardware at DTs, HT consumers and sub stations as required (Execution Agency MDASP). GIS survey of existing and new consumers & infrastructure/ electrical assets and preparation of single line diagrams by the SI (Execution Agency GISSP). a) To provide co-operation to contractor for installation of DT Meter Cubicles. a) Supervision of storage and installation/ commissioning of Hardware/ Software at sub division and other offices (Execution Agency - SI). b) To direct DS Offices for proper resealing of HT consumers after installation of Modem. b) Getting sign offs / preparing joint verification reports with concerned field officers after installation and system testing of equipment in various field offices. c) To direct s/stn. Staff to associate in DCWs installation at sub stations. c) Validation of data on priority, submitted by GIS vendor.
