Consultations important guidelines to Schools Forum members . © Hertfordshire County Council Schools Block Issues arising & FAQs - How were the proposals for funding values developed? Answer. The guiding principle for the values proposed minimise turbulence and in particular extremes of turbulence in schools. The first stage was to map funding streams to the most appropriate factor in the new permitted formula factors. - Were these shared with members of the Schools Forum? Answer- Initial modelling was shared with representative headteachers groups . The modelling analysed the reason for the turbulence arising. - Should the minimisation of turbulence be the objective? Answer- many respondents questioned whether we should take the opportunity to consider changes to how funding is distributed. We do not know what the final National funding formula , if it does get fully implemented, will look like . Difficult therefore to aim for an unknown target. DfE has announced will look at outcomes after all Authorities submit final proforma. - What is the impact on the primary/ secondary ratio? Particular concern about primary and secondary ratio. Hertfordshire 1:1.34 . National average 1:1.27. Some reasons would bring this closer eg CERA delegated in secondary schools bring it to 1:1.31.
