Key Stage 2 Tests 2013
• Test
week – week beginning 13th May (all tests including L6)
• No writing test – either internal or external
• Writing Teacher Assessment, based on a good range of
evidence drawn from everyday teaching and learning.
Moderation of 25% of schools.
• New test - Grammar, Punctuation and Spelling test (‘GAPS’
test) – see example at http://bit.ly/ks2gaps
• We understand the results of GAPS test will not be combined
with writing TA to form an overall writing level – instead the
GAPS results and the writing TA will be shown separately
• No science sample tests this year

Schools Funding reform

Affects all schools including academies
From April 13
Dedicated Schools Grant for HCC based on October pupil
count
Will now be in 3 blocks - Schools Block, Early Years Block
and High needs
In addition to this schools will receive Sixth form funding (
where applicable) and Pupil premium.
Can be seen on the first step to a national funding formula by
delivering alignment between authorities funding formulae

Summary Of key changes

Outcome of consultation and October Schools Forum meeting
Authority will use all 12 permitted factors under the new formula
arrangements.
Values for funding to be confirmed over the next meetings of Forum for final
submission by January 18th

Issues arising & FAQs
- How were the proposals for funding values developed?
Answer. The guiding principle for the values proposed minimise
turbulence and in particular extremes of turbulence in schools. The
first stage was to map funding streams to the most appropriate factor
in the new permitted formula factors.
- Were these shared with members of the Schools Forum?
Answer- Initial modelling was shared with representative headteachers
groups . The modelling analysed the reason for the turbulence
arising.
- Should the minimisation of turbulence be the objective?
Answer- many respondents questioned whether we should take the
opportunity to consider changes to how funding is distributed. We
do not know what the final National funding formula , if it does get
fully implemented, will look like . Difficult therefore to aim for an
unknown target. DfE has announced will look at outcomes after all
Authorities submit final proforma.
- What is the impact on the primary/ secondary ratio?
Particular concern about primary and secondary ratio. Hertfordshire
1:1.34 . National average 1:1.27. Some reasons would bring this
closer eg CERA delegated in secondary schools bring it to 1:1.31.
Both sectors would need to agree to balance shift.

“The aim of working with vulnerable families is to first and foremost
protect Hertfordshire’s most vulnerable children from harm.”

• Joint Police and Children’s Services initiative reaching difficult to
access families, whose children are subject to a child protection
plan.
• Raises Police awareness of vulnerable children.
• Allows out of office hours contact with these children and
families.
• Provides valuable feedback to child protection conferences and
allows meaningful protection planning.

DSP PRACTICE GUIDANCE: DROP OFF AND COLLECTION OF
CHILDREN
Developed by the CPSLO service in response to DSP concerns.

For schools to use in circumstances where:
• children are collected late
• children are not collected
• it is not safe for children to go home unaccompanied
• there are concerns about supervision before and after school e.g.
childcare by a sibling/child, walking to or from school alone etc
• there are concerns about a parent/carer’s ability to offer safe care,
due to the influence of substances or concerns about their mental
health

PRACTITIONER SAFEGUARDING CONSULTATIONS UPDATE
Additional capacity for consultations built in through:
• New part time child protection schools liaison officer post
• Two temporary Targeted Advice Service senior practitioners
• Future recruitment of a further TAS management post
Safeguarding consultations are provided to schools by:
• CPSLO on duty (three days per week increasing to four from
mid November)
• TAS managers when no CPSLO on duty
