Open governance: is when an entity shares information, consults, involves or works together with the private sector. Open data/sources: means access to information that is relevant to citizens and businesses and is provided in an understandable way. © www.epsa2011.eu EPSA 2011 Themes – Theme III Theme III Going Green: Concrete Solutions from the Public Sector Projects relating to the enforcement of environmental legislation and implementation of policy goals Innovative solutions for reaching environmental objectives of legislation (waste, air, etc.) Solutions for the stimulation of a greener economy (econ. instruments, information campaigns) Internal environmental management by public administrations New approach to environmental management systems Innovative procurement practices Internal energy or transport concepts Greening public companies Theme Specific Evaluation Criteria Link between innovative projects and EU environmental legislation/EU environmental objectives Convincing balance of environmental measures and costeffectiveness Internal and external communication and awareness raising Martin Unfried (DE), Expert, EIPA Maastricht © www.epsa2011.eu General Evaluation Criteria General award criteria relevant to all three themes are: Innovation Public concern Sustainability Impact Learning capacity and transferability © www.epsa2011.eu General Statements for Applicants It is encouraged to submit projects showing consideration of gender mainstreaming, technology (ICT-enabled solutions) and sustainability aspects. In addition, those projects benefiting from EU supportive actions such as the European Social Fund - Administrative Capacity Building priority are especially invited to submit their achievements. © www.epsa2011.eu The EPSA 2011 Evaluation Process STEP 4: Jury meeting to select and decide on the three EPSA winners (one per theme). Date: 5-6 September 2011 STEP 3: On-site validation visits to short-listed projects for verification. Period: June 2011 STEP 2: Consensus meeting to reach a commonly agreed list of ranked projects per theme – the best practice certificate recipients; and to agree on projects to be verified during on-site visits. Period: 26-27 May 2011 STEP 1: Individual online evaluation by each evaluator, in isolation and remotely based. Each project will be evaluated by three evaluators (triple evaluation).
